CALL TO ORDER
Vice - Chairman Herman Rempel called the Regular Meeting of the City of
Rancho Cucamonga Planning Commission to order at 7 p.m. Following the
call to order, Vice - Chairman Rempel led in the aleege of allegiance.

?tick Gomez, City Planner, announced that there would be a meeting on
August 3, 1982 with Ken Topping and members of the County Planning Staff
to discuss the Foothill Community Plan. This meeting will be held at
7:00 p.m. at Lions Park Community Center.
PUBLIC HEARINGS
A. VARIANCE 82 -01 - FORECAST CORPOPATION - A request to allow Lots
18 -30 of Tentative Map 10210 to contain less than the required
square footage of 43,560, but no less than 41,000 square fee*_.
The Tentative Tract is located generally northwest of the inter-
section of Almond and Sapphire - APN 200 - 061 -12.
Michael Vairin, Senior Planner, reviewed the Staff Report.
Vice- Chairman Rempel opened the public hearing.
Jim Previty, representing the Forecast Corporation, addressed the Commission
stating that the only lots'that would contain less than 43,560 square feet
would be in the center of the project and felt that the granting of the
variance would not adversely affect surrounding property owners.
Vice - Chairman Rempel stated that aroi;t a year ago thiE project could
have come before the Commission and Council and, if the eastern half of
the project was cut off, could have come in with half -acre zoning as
that is what the lots were zoned at. However, the applicant had worked
with sraff and the Design Review Committee a:d had come up with a pretty
good project. He further stated that there were several problems associ-
ated with the development of this property such as topography, a utility
easement, and a fault system that runs through the project. Also, if a
person wished to purchase more than one lot and have two or three acres,
this option would be open to them.
Motion: Moved by McNiel, seconded by Rempel, carried, to adopt the
Resolution approving Variance 82 -01,

B. CONDITIONAL USE PERMIT 82 -13 - FAMILY GAIAE - The establishment of
an arcade -_n the C -1 zone to be located at 8788 Base Line in the
Alta Loma Country Village Shopping Center.
Rick Gomez, City Planner, reviewed the Staff Report.
Vice- Chairman Rempel opened the public hearing.
Jim Gillette, 2535 W. Lincoln #68, Anaheim, California, addressed the
Commission stating that he was the president of Family Game Arcades.
Mr. Gillette expressed his desire to have this item continued to give
him time to work with staff on some of the concerns addressed '_a the
report to the Commission.
Vice - Chairman Rempel informed Mr. Gillette that the Commission would
have to hear public testimony on the project first, then could take a
vote as to continuance.
Mr. Gillette stated that he felt that many of the concerns could be
worked out if they were given the opportunity to do so. He further
stated that the main concern as to security could be mitigated since the
company had the financial backing to employ as much security personnel
as needed.
Jayne Dial, 8800 "A" Base Line, Rancho Cucamonga, addressed the Commission
stating that he was a business owner adjacent to the proposed project.
Mr_ Tial stated that the applicant had talked with each of the merchants
in the center and was aware of the opposition to the placement of an
arcade in this center. 'He informed the Commission of the problems
facing the center now with the close proximity of the high school and

Commissioner McNiel asked Mr. Previty the size of the smallest lot
Proposed.
Mr. Previty replied that it would he a 41,500 square foot lot.
Commissioner McNiel asked how many lots c.,uid fall in the 41,500 square
foot category.
Michael Vairin, Senior Planner, replied that seven of the lots would be
of that size and the remaining would be above that figure.
Art Bridge, 8715 Banyan Street, Rancho Cucamonga, addressed the Commission
stating that he felt that this wan nno „£ t?c faa r__ -. eces acreage in Rancho Cucamonga where large lots in the 2 to13gacreseDerflot
category would be appropriate. He further stated that he felt that it
was a shame that the developer was loosing a great opportunity by filing
another unimaginative subdivision tract map as was typical throughout

Y. As the City Council had approved one acre lots in that
area, Mr. Bridge stated that he couldn't make much of a stand against
the project and felt that xhe granting of the variance would not make
much difference, however wished to address the Commission and express
his thoughts as to the proper use of the land and hoped the Commission
would take a closer look at the true representation of hillside resi-
dential when the development of the nearby property comes before them.
Leon ?Ceding, CM Engineering, addressed the Commission stated that he
wished to clarify a statement made earlier in that of the total 33 lots,
only 13 were being requested for a variance and this would still lea -e a
net of 1.2 acres per lot.
Chuck Morgan, 8234 Almond, Rancho Cucamonga, addressed the Commission
stating that his objection was to the density of the project and not the
project itself. He agreed with Mr. Bridge in his statement that the
granting of the vsriance would not make any difference cne way or
another and would like to see the developer get started on the project.
Mr. Morgan further stated that he felt that the City Council approved
the zoning as one acre per parcel zoning.
There were no further comments and the public 'gearing was closed.
Commissioner Barker stated that he agreed in part with the public com-
ments made and his ccrcern was with the granting of variances and what
that decision conveys to the public. He further stated that he felt
that once a decision was made on the zoning of a piece of property, that
is what the zoning should be.
Commissioner Stout stated that if the overall density of the project was
not over one acre, he would be totally against the granting of the
variance.

D. TENTATIVE TRACT 10826 - LESNY - A revision to left -turn entrance to
the project from Haven Avenue.
Paul Rougeau, Senior Civil Engineer, reviewed the report to the Commission
stating that this item was being brought back to the Commission per their
request to take a closer look at the left turn entrance.
After viewing the left turn entrance, it was the consensus of the Commission
tc approve this entrance to the project from Haven Avenue.
Rick Gomez, City Planner, informed the Commission that a workshop for the
Commission was being worked on by staff and asked which the Commission
preferred, a week night or weekend.
It was the consensus of the Commission that a weekend would be preferrable.
Mr. Gomez stated that he would come back to the next meeting with definite
dates.
Vice - Chairman. Rempel stated that he would also like to see a workshop for
both the Planning Commission and City Council take place in ti-e near
future.

The Town Center encompasses an area of approximately 70 acres bounded by
Foothill Boulevard, Haven Avenue, Town Center Drive, and Spruce Avenue.
This area is planned for a combination of commercial, office, and /or
community uses to create a focal point for Terra Vista and the City at
large. Appropriate land uses woild include department stores and shops;
retail and service businesses catering to home decoration, furnishing, and
improvement; administrative and professional offices; service estab-
lishment; such as banks; dining, recreation, and entertainment facilities;
distinct centers, or as one unified complex. Specific development projects
within the Town Center are subject to Planning Commission approval during
site plan review.

BACKGROUND: The attached letter from the Applicant is a time extension
request for the above- described project. The Planning Commission orig-
inally approved the Site Approval for a two year period, and the Appli-
cant is requesting an additional two year time extension. The request
is based upon a desire to remain at the present location until such
time as church growth warrants construction of a permanent facility.

WHEREAS, an application has been filed for a time extension
for the above - described project, pursuant to Section 51.02.19(o)8B of
the Zonina Ordinance; and

LEDERNMANN - The development of an 11,311 square foot presch
facility on 2.98 acres of land in the A -1 zone (Limited
Agriculture) located at the northeast corner of Church
Street and. Turner Avenue - APN 1077 - 271 -08.
PROJECT AiND SITE DESCRIPTION: The Applicants, Ledernann Architects,
are requesting review and approval of a Conditional Use Permit to
develop a preschool on 2.98 acres of land located at the northeast
corner of Turner Avenue and Church Street (Exhibit "A "). The project
site is currently vacant with the exception of trees, including a
number of Palms at the street corner and Eucalyptus trees along the
north property line (Exhibit "B "). The site slopes approximately
2% to the southeast. North of the property, a 6 foot high 2:1 slope
was created when the adjacent tract homes were d- veleped.
Zoning for the subject property is A -1 (Limited Agriculture). R -1
zoning with single family residential tracts surrounds the property
to the north, south, and west. Land to the east is zoned A -1 where
a single family house on a 3.78 acre parcel is set back 16 feet from
the subject property, near the southeast corner of the future parking
lot.
The proposed preschool facility will include a six classroom, 11,311
square foot building, 60 parking spaces, and an asphalt playground
area with active play equipment (Exhibit "C "). A decorative six
foot wall constructed of slump block and wrought iron is planned for
the west boundary of the playground. Along the north and east property

ANALYSIS: The project has been reviewed by the Development Review Com-
mittee and Grading Committee and has undergone the appropriate revisions.
Together with the recommended Conditions of Approval, the project is con-

An area of concern relative to this project was the consideration for a
retaining wall along the north property line. Currently the 6 foot slope
north of the subject property is relatively unusable, unmsaintained, and
provides an unsightly condition. If the required block wall on the
north property line had retaining capabilities up to 6 feet, the rear
yards of the homes could be leveled off. However, because of signifi-
cant problems associated with coordinating any improvements with the
adjacent residential property owners, liability of the preschool appli-
cant, drainage problems, and the cost of constructing a retaining wall
of this length and height, a retaining wall was not included as a Condi-
tion of Approval.
DESIGN REVIEW: The Design Review Committee recommended approval of the 40
project with three conditions. The Committee was satisfied with the
architecture, but expressed concern with the exterior building materials.
They suggested that material changes as specified in special condition
number one (1) be used to unify the design of each building elevation.
In addition, the Committee felt the office entrance was unpronounced and
recommended that a canopy or overhead trellis be constructed in front of
the doorway. The third Committee recommendation was that a number of
the existing Palm trees be replanted to preserve some of the original
character of this site.
ENVIROAMENTAL REVIEW: Part I of the Initial Study, as completed by the
App scant, 7s prove ed for your review and consideration. Staff has
completed Part II of the Environmental Assessment and found no
adverse impacts on the environment as a result of this project. If
the Cormission concurs with such findings, issuance of a Negative
Declaration would be in order.
FACTS FOR FINDINGS: The use, as well as the proposed building design
site pan

COMMi SSION APPROVING CONDITIONAL USE PERMIT NO.
82 -12 FOR CHILDREN'S WIORLD PRESCHOOL LOCATED
AT THE NORTHEAST CORNER OF TURNER AVENUE AND
r_HURCH STREET IN THE A -1 ZONE
WHEREAS, on the 4th day of June, 1982, a complete application
was filed by Ledermann Architects for review of the above - described,
project; and
WHEREAS, on the 11th day of August, 1982, the Rancho Cucamonga
Planning Commission held a public hearing to consider the aoove- described
project.
NOW, THEREFORE, the Rancho Cucamonga Planning Commission
resolved as follows:
SECTION 1: That the following findings can be ,net:
1. That the proposed use is in accord with the General
Plan, and the purposes of the zone in which the use
is proposed; and
2. That the proposed use, together with the conditions
applicable thereto, will not be detrimental to the
public health, safety, or welfare, or materially
injurious to properties or improvements in the
vicinity; and
3. That the proposed use will comply with each of the
applicable provisions of the Zoning Ordinance.
SECTION 2: That this project will not create adverse
impacts on the envi:-onment and that a Negative Declaration is issued on
August 11, 1982.
SECTION 3: That Conditional Use Permit No. 82 -12 is
approved subject to the following conditions:
PLANNING DIVISION
1. The exterior materials used on the oro-)osed building
must be consistent on all elevations t: unify the
building design. As per Design Review :ommittee
recommendations, the lower portions of ill elevations
must be stucco below the horizontal fas:ia board.
Wood siding must be used above the horizontal trim
on all sides. The final revisions must be submitted

to and approved by the Planning Division prior to
issuance of building permits.
2. The office entryway on the south elevation must
be provided with an overhead canopy or trellis
structure as per Disign Review Committee recom-
mendations. Details of this structure must be
submitted to and approved by the Planning
Division prior to issuance of building permits.
3. All existino palm trees within the right -of -way
at the southwest corner of the site must be
saved and replanted at or near the southwest
corner of the project. Details of the exact
number of trees to be saved and replanted must
be submitted with the :raster plan of existing
trees required as per standard condition number
C2.
4. The b' higli block wall on the north side of the
playground must be located on the property line.
The existing eucalyptus trees may be removed if
replaced by another species of eucalyptus. De-
tails must be shown on the detailed landscaping
and irrigation, plans submitted to and approved
by the Planning Division prior to issuance of
building permits.
5. The block wall at the southeast corner of the
parking lot shall step down in height so that
the view of cars exiting the parking lot is not
obstructed. Hfthin 25' of the Church Street
property line the maximum height shall be 4'.
5. The applicant must provide shade trees it the
playground and /or each active play equipment
area.
ENGINEERING DIVISION
7_ The intersection of Church Street and Turner
Avenue shall be reconstructed to the satisfaction
of the City Engineer.
8. The existing storm drain on Turner Avenue shall
be extended easterly to the proposed catch basin.
The proposed catch basin shall be designed as a curb
opening type per city standards.

A change of zone from R-1-20,000 - ((Single Family Resi ential
20,000 square foot lot minimum) to R- 1- 10,000 (Single Family
Residential - 10,000 square foot lot minimum) for 6.9 acres
of land located south of Banyan Street, east of Archibald
Avenue - AP"i`201- 251 -63 & 64.

PROJECT AND SITE DESCRIPTION: This request for the change of zone is
in conjunction with the subdivision of 19 single family lots on E.9
acres of landsouth,of Banyan Street, east of Archibald Avenue (Exhibit
"A "). The development project consists of Tentative Tract Map 10076,
which is also on the agenda for your review and consideration. A
description of the project is prcvided in the Tract Map Staff Report.
Zoning on the subject property is currently R- 1- 20,000. Exhibit "C"
illustrates that surrounding property to the east is zoned R -1 -8500,
to the south R -1- 15,007, and to the west and north R- 1- 20.000. The
General Plan shows a future elementary school site on the subject
property. A letter from the Alta Loma School District states that
they have no current plans to purchase the land. Property surrounding
the site south of Banyan is designated Low Density Residential (2 -4
dwelling units per acre). The proposed density of Tentative Tract
10076 is 2.75 units per acre.
ANALYSIS: Banyan Avenue is the approximate dividing line in Alta
Loma between one -half acre zoning on the north and smaller lots to
the south. The General Plan Land Use Map indicates this by desig-
natinq property north of Banyan Very Low Density (Less than 2 dwelling
units per acre) and property south of Banyan Low Density (2 -4 dwelling
units per acre).

Considering the lot size of the tracts to the east (7200 -8500 square
feet) and zoning to the south (R- 1- 12,000 and R- 1- 15,000) plus the
vacant lot to the north, this zone change will not adversely affect
surrounding property. In addition, a similar zone change from
P, -1- 20,000 to R- 1- 10,000 was approved in 1950 for property at the
southeast corner of Banyan and Amethyst, in connection with a resi-
dential subdivision of 30 lots on 10 acres of land.
ENVIRONMENTAL REVIEW: Part I of the Initial Study, as completed by
the AppTzcant, is provided for your review and consideration. Staff
has completed Part II of the Environmental Assessment and has found
no adverse impacts orl the environment as a result of this zone change.
If the Commission concurs with such findings, issuance of a Negative
Declaration, would be in order.
FACTS FOR FINDING: The project site is adequate in size and shape
to accommodate the pr-posed lot size. The change of zone is con-
sistent with the General Plan and the corresponding Tract Map has
a density within the range allowed. The approval of this zone change
will not create adverse impacts on surrounding properties.
CORRESPONDENCE: This item has been advertised as a public hearing in
The Dal y Reoort newspaper, and 33 property owners within.300 feet of
the subject property have been notified. To date, no correspondence
di.-:;_cly related to the zone change has been received.
RECOMMENDATION: It is recommended that the Planning Commission con-
Sider-all input and elements relative to this project. If, after such
consideration, the Commission can support the findings, then adoption
of the attached Resolution would be aonrooriatp_

COMMISSION RECOMMENDING APPROVAL OF ZONE CHANGE
MO. 81 -04 REQUESTING A CHANGE IN THE ZONING FROM
R- 1- 20,000 TO R- 1- 10,000 FOR 6.9 ACRES LOCATED
SOUTH OF BANYAN STREET, EAST OF' ARCHIBALD AVENUE -
APN 201- 251 -63 AND 64
WHEREAS, on the 24th day of October, 1981, an application Was
filed and accepted on the above - described project; and
WHEREAS, on the 11th day of August, 1982, the Planning Commission
held a duly advertised public hearing pursuant to Section 65854 of the
California Government Code.
SECTION 1: The Kancho Cucamonga Planning Commission has made
the following findings:. .
1. That the subject property is suitable for the uses
permitted in the proposed1 zone in terms of access,
size, and compatibility with existing land use in
the surrounding area; and
2. That the proposed zonE change would not have signifi-
cant impact on the environment nor the surrounding
properties; and
3. That the proposed zone change is in conformance with
the General Plan.
SECTION 2: The Rancho Cucamonga Plannina Commission has found
that this project wiii not create a significant adverse impact on the
environment and recommends issuance of a Negative Declaration on
August 11, 1982.
NOW, THEREFORE, BE IT RESOLVED:
1. That pursuant to Section 65850 to 65855 of the
California Government Code, that the Planning
Commission of the City of Rancho Cucamonga hereby
recommends approval on the 11th day of August,
1982, Zone Change No. 81 -04.
2. The Planning Commission hereby recommends that
the City Council approve and adopt Zone Change
No. 81 -04.

PROJECT AND SITE DESCRIPTION: This project consists of 19 single
family lots on approximately 6.9 acres of land located south of
Banyan Street, east of Archibald Avenue (Exhibit "A "). A change
of zone from R- 1- 20,000 to R- 1- 10,000 is pending and is also being
considered on this agenda.
The site is currently a citrus grove with a slope of approximately
5a from north to south. A Metropolitan dater District right -of -way
borders the property along the north side and a portion of Banyan
Street extends into the site on the northwest corner. At the south-
west corner of the site, two future streets border the property. In
addition, a 20 -foot wide drainage ditch extends along the south
boundary of the property and Alta Loma Channel, a 50-foot wide par-
tially improved flood control channel, exists to the east. Surrounding
land uses include vacant property to the north and south with single
family hones on various lot sizes to the east and west. The surround-
ing zoning is shown on Exhibit "B ".
Lot sizes wthin the project range from a minimum of 10,000 square
feet to 15,000 square feet at the end of the cul -de -sacs (Exhibit "C'
The natural topography of the site is to be preserved as much as
possible with only grading for the streets as shown on Exhibit "D ".
When this tract develops, _the developer will improve Alta Loma
Channel from the existing spillway; located approximately 100 feet
north of the site, to the south boundary of the project. Improve-
ment of the channel is necessary for the project to pass the Growth
Management point rating system.

ANALYSIS: The proposed street pattern resulted from a number of
site constraints. The location of the north -south street was de-
termir°d by the future roads entering the property at the southwest

across the MWD right -of -way. The location of the southerly east -
west street was chosen to provide proper flood control protection.
In place of the natural drainage ditch, a 42 inch reinforced con-
crete pipe will he provided down the center of the street. Placing
this storm drair• in the street provides good access for maintenance
and increases overflow capacity by sheet flowing in the street.
Banyan Street is shown on the General Plan as an Past -west collector
street. The initial design of the tract map had Banyan extending
all the way through the property. However, based on recommendations
by the City Engineer, in conjuncticn with other design issues, the
street pattern was altered. Two issues concern the Banyan Street
connection. Between Haven Avenue and the project site along Banyan,
numerous homes on 60 -70 foot frontages exist. The increased traffic
associated with the collector street could create traffic safety
hazards. The cost of building a bridge across Alta Loma Channel
was also considered. The Engineering staff does not believe the
amount of traffic generated would justify the expense of the bridge
construction.
A conceptual master plan for adjacent properties prepared by the
Applicant is shown on Exhibit "E ". The igitent of this sketch is
to demonstrate that surrounding properties can be reasonably de-
veloped. The enact street pattern will be determined when the
adjacent land is subdivided. As an example, the southerly street
of this project may be a 90` kpuckle curve which would provide a
north -south street through the adjacent property.
DESIGN REVIEW: When reviewing this project, the Design Review Cora -
mit,-N considered the Banyan Street connection, grading, and solar
orientation. The Committee felt that the proposed Design was accept-
able considering Banyan would not be a through street. The Committee
recommenced approval of the Tract Map.

FACTS FOR FINDING: This project has been designed in accordance with
the General Pan Land Use leap, the Zoning Ordinance, Growth Manage -
ment Ordinance, and Subdivision Ordinance of the City. In addition,
the design has taken into consideration the existing site constraints
and the effect on surrounding properties.
CORRESPONDENCE: This project has been advertised in The Daily Report
newspaper as a public hearing and 33 notices wer- mailed to adjacent
property owners within 300 feet of the subject site. A letter in
opposition to the design of this tract was submitted by Mr. Kanokvechayant,
the owner of 9.1 acres of land to the south between the project site and
Lemon A-enue (Exhibit "F "). To this date, no other correspondence either
for or against this project has been received.
RECOKMENDATION: It is recommended that the Pianning Commission consider
all input and elements of this project. If, after such consideration,
the Commission can support the facts for finding and recommended Condi-
tions of Approval, then adoption of the attached Resolution would be
appropriate.

opposition to the apprcval of this tract as it is presently designed.
The reason for my oppositian is that the most southerly pro;,osed partial
street ( Gloria Street ) severely restricts the design alte - natives for
my parcel to the south. These restrictions on design alternatives cculd
cause the loss of the city better plan and my land value.
I request that the city staff require the owner of tract # 10076
to redesign the tract in a manner which would not predesign a street on
my land.

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY
APPROVING TENTATIVE TRACT MAP NO. 10076
WHEREAS, Tentative Tract Map No. 10076, hereinafter "Map"
submitted by J.M. Nilson, Civil Engineer, applicant, for the purpose of
subdividing the real property situated in the City of Rancho Cucamonga,
County of San Bernardino, State of California, described as a residential
tract subdivision on 6.9 acres of land in the R- 1- 20,000 zone (R- 1- 10,000
pending), located south of Banyan Street, east of Archibald Avenue -
APN 201 - 251 -63 and 64 into 19 lots, regularly came before the Planning
Commission for public hearing and action on August 11, 1982; and
WHEREAS, the City Plarmer has recommended approval of the Map
subject to all conditions set forth in the Engineering and Planning
Divisions reports; and
WHEREAS, the Planning Commissior has read and considered the
Engineering and Planning Divisions reports and has considered other
evidence presented at the public hearing.
NOW, THEREFORE, the Planning Commission of the City of Rancho
Cucamonga does resolve as follows:
is SECTION 1: The Planning Commission makes the following findings
in regard to Tentative Tract No. 10076 and the Map thereof:
(a) The tentative tract is consistent with all applicable
interim and proposed general and specific plans;
(b) The design or improvements of the tentative tract is
consiste -t with al applicablr• interim and proposed
general and specific plans;
(c) The site is physically suitable for the type of de-
velopment proposed;
(d) The design of the subdivision is not likely to cause
substantial environmental damage and avoidable injury
to humans and wildlife or their habitat;
(e) The tentative tract is not likely to cause serious
public health problems;
(f) The design of the tentative tract will not conflict
with any easement acquired by the public at large, now
of record, f6r access through or use of the property
within the proposed subdivision.

(g) That this project will not create adverse impacts
on the envirrinment and a Negative Declarat'on is
issued.
SECTION 2: Tentative Tract Map No. 10076, a copy of which is
attached hereto, is hereby approved subject to ail of the foliew•ing
conditions and the attached Standard Conditions:
PLANNING DIVISION
1. A minimum twelve (12) foot landscape parkway to
include trees, shrubs, ground cover, and irri-
gation shall be provided along_ the east side of
Banyan Street through the 14WD right -of -way.
EMGINEERING DIVISION
2. Installation of an improved concrete channel for
Alta Loma watercourse from the existing spillway
structure to South tract boundary including outlet
structures shall be required. The cost of the
channel shall be credited to the storm drain fees
for the protect and a reimbursement agreement
will be executed in conformance with the City
Ordinance No. 75 to cover contributions which
exceed the amount of these fees. This requirement
may be waived if and when Alta Loma Channel
Assessment District is formed.

This item was cont-'nued from your last meeting per the Applicant's
request. As you recall, Vic Leans Company is seeking reconsideration
of the three elements of the Planned Community text already reviewed
by the Planning Commission: The first issue, the iocatior of the
Community Park; the second issue, the Community Commercial site at
Foothill and Haven; and the third issue, the Neighborhood Cor rcial
centers at Base Line and Milliken. These issues, along with staff
analysis, were covered in .:ur Staff Report of July 28, 1982. Should
you have any additional questions or comments regarding these items,

Tentatively, the Planning staff has scheduled the Planning Com-
mission workshop for Saturday, August 21, 1982, 9 a.m. to noon
and 2 p.m. to 4 p.m. in the Lions Community Center, Gallery West
The purpose of the workshop will be primarily to orient the new
Planning Commissioners to the structure and function of the Com-
munity Development Department and the planning and development
process, highlighting the role of the Planning Commission and
both the Planning and Engineering staffs. I am concurrently
preparing the format for the meeting and will discuss it with
you at your August 11, 1982 meeting. Should ycu have any com-
ments or suggestions on the format prior to the August 11 meetin
please feel free to contact me at any time.
