PROZECT AND SITE DESCRIPTION: The Alta Loma Assembly of C-Qd Church is
requesting review and arruval of a Conditional Use Permit to construct
the first phase o- ' their ch:ircl: facility and to operate a preschool.
The 5.5 acre site is located at the northeast corner of Archibald and
Wilson Avenue (Exhibit
Three structures currently exist on the site, including two delapidated
barns and a small fiat roof shed. Extensive grading has already occured
adjacent to, and at, the north end of the site. As shown on Cxhibit
"B ", two rock retaining walls were constructed as part of a small
reservoir which has -been empty and unused for a number of years. Also,
large Eucalyptus trees are scattered around the north end of the site
and along the east and west property lines.
The church is proposing to remodel the flat roofed shed for use as an
office. A multi- purpose building will be constructed on the foundation
of the barn closest to the east property line. In audition, forty -six
parking spaces will be installed and a fenced playground area for the
preschool will be provided on the south side of the office building.
The detailed site plan (Exhibit "C ") illustrates the first phase of the
church facility. Much of the site, including the two rock retaining
walls, will remain as is.
Zoning for the subject site and all surrounding properties is
R -1 20,000. The General Plan designates the area as Very Low Density
Residential (less than two dwelling units per acre). As shown on
Exhibit "D ", the surrounding land uses include single family homes,
vacant property, and the Alta Loma Channel. The Southern California
Edison Substation is planned for the northwest corner of Archibald and
Wilson Avenues. Approved Tentative Tract 10047 is located immediately
to the east and includes a future street on the common property line.

ANALYSIS: The location of the proposed buildings allows flexibility for
p aan ng the ultimate layout of the site. A conceptual Master Plan was
prepared as shown on Exhibit "& ", and illustrates possible locations of
future church buildings. However, before the permanent sanctuary is
constructed a more detailed Master Plan should be prepared which
provides for more functionally related church facilities. This way, the
church can maximize the potential of the site and adequately plan for
the future needs of the congregation.
When the land between the church and the Alta Loma Channel is developed,
a 32 -foot wide street will be constructed adjacent to the church's east
property line (Exhibit "H "). The multi- purpose building will be set
back 25 feet from the curb. To acccommodate this future street, the
church has agreed to provide four feet of dedication and appropriate
landscaping along the east property line. Also, minor architectural
revisions to the multi- purpose building are planned so that the
structure will be more compatible with future homes to the east.
Regarding the use of the site as a preschool, all applicable City
ordinances, including parking, have been met. In addition, the size of
the playground area meets the State requirements of 75 square feet for
each child. Conditions of Approval typical of preschool applications
are provided for your consideration.
With construction of the project, the church will be required by
ordinance to construct street improvements along the frontage of the
property on Archibald Avenue and Wilson Avenue. As shown on page four
of the Standard Condition form, these improvements include construction
of additional pavement, curbs, gutters, sidewalks, street lights, storm
drains, and parkway landscaping and irrigation. The church has
requested that the Archibald Avenue improvements be delayed until the
permanent sanctuary is constructed or until Edison builds the substation
at which time the improvements could be coordinated.
Under the current ordinance, the City Engineer has the authority to
waive street improvements, but as a matter of policy this is done only
at the direction of the City Council or Planning Commission. Exhibit
"I" illustrates existing pavement width on Archibald Avenue and the
improvements to be installed by the church and Edison. The pavement
below Wilson Avenue is at the Ultimate width of 72' while north of
Wilson it is currently 351. The church must provide 18' of additional
pavement. No provisions have been made at this time for widening
Archibald in front of the houses north of the church property. The
Engineering Staff recommends that the Archibald improvements be
installed at the earliest possible date. The hazards at the

intersection created by the sudden decrease in pavement width and
increased traffic from the church warrants those improvements. ::owever,
if the improvements are delayed, a Lien Agreement could be prepared to
have the street work completed with development of future church
buildings or coordinated with the Edison improvements.
DESIGN REVIEW COMMITTEE: When reviewing the project, the Design Review
Committee felt that t:ie architecture of the proposed buildings,
particularly the flat roofed office, did not meet the desion standards
of previously approved church structures. However, the church explained
that the office building is a temporary structure and that the
architecture of the permanent sanctuary has not been determined. With
this in mind, the Committee recommended approval of the project with the
condition that the proposed structures be upgraded architecturally to
match the design of the future buildings, or be removed when the
permanent facilities are constructed.
ENVIRONMENTAL REVIEW: Part I of the Initial Study, as completed by the
app icant, is attac ed for your review. Staff has completed Part II of
the Environmental Assessment and found no adverse impacts on the
environment as a result of this project. If the Commission concurs with
such findings, issuance of a Negative Declaration would be in order.
FACTS FOR FINDING: The site is adequate in size and shape to
accommmo ate t e _c urch and preschooi. The development plans, together
with the Conditions of Approval, are consistent with the General Plan
and the applicable Zoning Ordinance provisions. In addition, the
project will not be aetrimental to the public health, safety, or general
welfare of the public, or properties in the immediate vicinity.
CORRESPONDENCE: This item has been advertised as a public hearing in
The Daily Report newspaper, and ali property owners within 300 feet of
the suubject site have been notified. In addition, public hearing
notices were posted on the property. To date, no correspondence has
been received either for or against this project.

A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION
APPROVING CONDITIONAL USE PERMIT NO. 82 -18 FOR ALTA LOMA
ASSEMBLY OF GOD CHURCH, LOCATED AT THE NORTHEAST CORNER
OF ARCHIBALD AVENUE AND WILSON AVENUE IN THE R- 1- 211.000
ZONE
WHEREAS, on the 1st day of September, 1982, a complete application
was filed by Lawrence Howard for review of the above - described project; and
WHEREAS, on the 22nd day of November, 1982, the Rancho Cucamonga
Panning Commission head a public hearing to consider the above- described
project.
NOW, THEREFORE, the Rancho Cucamonga Planning Commission resolved as
follows:
SECTION 1: That the following findings can be met:
1. That the proposed use is in accord with the General
Plan, and the purposes of the zone in which the use
is proposed; and
2. That the proposed use, together with the conditions
applicable thereto, will not be detrimental to the
public health, safety, or welfare, or materially
injurious to properties or improvements in the
vicinity; and
3. That the proposed use will comply with each of the
applicable provisions of the Zoning Ordinance.
SECTION 2: That this project will not create adverse impacts on the
environment and that a Negative Declaration is issued on November 22, 1982.
SECTION 3: That Conditicnal Use Permit No. 82 -18 is approved
subject to tn— ��3ring conditions:
PLANNING DIVISION
1. When the permanent sanctuary is constructed, the
subject buildings shall be removed or upgraded
architecturally to match the design of the permanent
facilities. Conceptua; elevations for the
building(s) to be saved shall be submitted with the
development package required for approval of future
buildings.

2. The two doors on the east elevation of the multi-
purpose building shall be relocated to the north and
south sides of the structure. In conjunction with
the change, revised elevations with additional trim
shall be submitted to and approved by the City
Planner prior to issuance of building permits.
3. fie sidewalk on the east side of the multi- purpose
building shall be removed and additional landscaping
shall be provided along the east property line
adequate to buffer the future homes, subject to the
review and approval by the City Planner.
4. A comprehensive Master Plan of the church property
shall be provided with the development package
required for approval of permanent facilities. Such
Master Plan shall consider the separaticn between
buildings, parking lot configuration, adjacent land
uses, and the future needs and desires of the church
congregation.
5. All laws and regulations cf the state Department of
Social Services relating to licensing of children's
day care facilities shall be complied with prior to
opening of the school.
6. Expansion of the preschool and kindergarten beyond
40 students will require the approval of a modified
conditional use permit.
7. If the operation of this school causes adverse
affects upon adjacent properties, the conditional
use permit shall be brought before the Planning
Commission for their consideration and possible
termination of such use.
8_ Operation of the preschool and kindergarten shall
not commence until such time as all Uniform Building
Code and Title 19 of the State Fire Marshall's
Regulations have been complied with. Plans shall be
submitted to the Foothill Fire Protection District
and the Building and Safety Division to show
compliance.
ENGINEERING DIVISION
9. The church shall be required to participate in the
Alta Loma Channel Assessment District and a written
agreement to the satisfaction of the City Engineer
prior to issuance of any building permits shail be
executed.

SUBJECT: CONDITIONAL USE PERMIT 82 -25 - GLEASON - The use of a 4800
square foot portion of an existing industrial building in
the General Industrial category (Subarea 4) for Inland
Empire Turf Supply, a whoiesale and retail landscape and
irrigation supply business to be located at 9223 Archibald
Avenue, Suites D, E, F, and G - APN 209 - 211 -32.
PROJECT AND SITE DESCRIPTION: The applicant, James Gleason, is requesting
review and approval of a Conditional Use Permit to operate a landscape and
irrigation supply business mt the northEast corner of Archibald Avenue and
6th Street (Exhibit "A"). Located in Subarea 4 of sne Industrial Specific
Plan, the subject use is classified as Building Supplies and wales and is
subject to a Conditional Use Permit.
As shown on Exhibit "B", the subject business would occupy four suites
totalling 4800 square feet in a building facing Archibald Avenue.
Approximately twenty -one parking spaces are assigned to the subject unit,
eight of which are located behind the building. The property is
designated on the General Plan and Industrial Specific Plan as General
Industrial. Surrounding property on the east side of Archibald is also
General Industrial, while property on the west side of Archibald is zoned
R -1.
The subject business is currently operating on the south side of 6th
Street, approximately 150 yards southeast of the proposed site. The
applicant is proposiaig to move to the new location because of the better
visibility on Archibald Ave up. Merchandise to be sold will include
fertilizers, lawn mowers, garden tools, irrigation pipe, sprinkler heads,
and related items. Plant material will be sold by special order only, and
may be stored at the site temporarily before being picked up or delivered
to the purchaser. Services offered include small engine repair and tool
sharpening. The business currently has ore small delivery truck which is
usually parked off -site after business hours.
The applicant has requested that outdcor storage be allowed in the parking
area behind the subject units. A six -foot high block wall with two
chainlink gates with metal slats is proposed to secure the area. Items to
be stored include plastic pipe, fertilizers, and plant material.

A list of businesses surrounding the subject unit was provided by the
applicant as shown on Exhibit °D ". The businesses in the same building as
the subject suites have a low intensity office character, except for the
Soup 'N' Stuff restaurant. The subject unit was previously occupies by a
furniture store.
ANALYSIS: When the subject building was constructed, the County zoning if
effect at the time (M -1) - allowed all commercial uses permitted in the
Neighborhood Commercial (C -1) and General Commercial (C zones.
Consequently, adequate parking for commercial uses was provided.
Although twenty -one parking spaces assigned to the subject suites, the
storage area proposed will eliminate eight spaces, so thirteen will
remain Under the Industrial Area Specific Plan, limited commercial
activities are allowed and a unit similar to the subject suites would
require only twelve parking spaces. The building which Inland Turf
occupies curra^tiy shares thirteen parking spaces between two businesses
and no parking problems are apparent.
Regarding outdoor storage, the area at Inland Turf's present location is
unsightly from behind the building because it is unscreened. The storage
area at the proposed site will be screened on all sides and the height of
the stored materials will not exceed the height of the block wall. One
ccncern is that the storage area will eliminte all assigned parking behind
the subject units. The business does operate a delivery truck so loading
or parking behind the building could block the aisle way. To reduce the
probability of this occurring, staff recommends that the storage area be
reduced in size so one parking space behind the building will be set aside
for parking the delivery truck.
No adverse effects on the adjacent businesses are anticipated with
approval of this application. The volume of business anticipated should
not require any additional parking spaces than assigned.
FACTS FOR FINDING: The proposed use is in accordance with the General
Plan an ndustr:a� Area Specific Plan. In addition, the use together
with the recommended Conditions of Approval, would not be detrimental to
the surrounding businesses, the public welfare, safety, or environment.
CORRESPONDENCE: A public hearing was advertised in The Daily Report
newspaper and public hearing notices were sent to surrounding property
owners within 300 feet of the subject units. In addition, public hearing
notices were delivered to each business in the industrial park. To date,
no correspondence has been received either for or aga`nst this project.

8. This Conditional Use Permit is valid only for the
current owner and operator. Any change of ownership
