i SUBJECT: STREET NAME CHANGE - Approval of a change from Pepper to Culpepper �
located south oFBa se Line at Beryl
The Foothill Fire District has requested that the street names of Pepper
Street and Pepper Court in Tract 12184 and T.-act 9423, respectively, be
changed to Culpepper Street and Culpepper Court.
Tract 12184 is located on the east side of Beryl Avenue and south of Base Line
with Tract 9423 being located directly west on Beryl Avenue.
As you can see on the attached map, Pepper runs diagonally along the Seuthern
® Pacific Railroad tracks and also east-west on the south side of Base Line. To
have Pepper Court and Pepper Street also running off Beryl Avenue is
confusing.
Tract 12184 is being Wilt at this time and Tract 9%23 is a custom lot tract
with no houses existing. Therefore, very little inconvenience would be caused
by such a change.
RECO?WflDATION
It is -ecommended that the Planning Commission consider the input presented
and, if appropriate, recommend that City Council proceed with a public

Dear Chief Almand,
Thank you for your inquiry into the apparent misnaming of Pepper Street on
Tract No. 12184. Staff has reviewed the street continuity of Pepper Street and
we are perplexed as you. We can find no logical reasoning for Pepper Street
having an east - west flow (east of Amethyst) then northeast - southwest, west
of Amethyst (following the spur line tracks).
If logic were to prevail , the northeast - southwest portion should be changed
and Tract No. 12184 remain as is. However, we concur that Pepper Street of
Tract No. 12184 should be changedand we further postulate that Pepper Court should
be changed.
Both Pepper Street of Tract No. 12184 and Pepper Court of Tract 9423 will be
changed to Culpepper Street and Culpepper Court respectively.
If there is any problem with this, please contact us immediately.

Your tract map no. 12184 has brought to our
attention a perplexing situation in street
naming.
Sheet 3 of this map shows a "Pepper Street"
approximately 64 feet north of an existing
"Pepper Court" . Our present map book shows
"Pepper Street" alreadv existing, running
northeast-southwest parallel to the railroad
tracks, from Church St. to Lion, and again
from Kirkwood Ave. to Layton Ave. The new
Pepper Street does not fit into the existing
Pepper Street at all, since the new street
runs east-wes- , and the house numbers overlap
with the northeast-southwest numbers.
There is still time, is there not, to alter
the new Pepper Street' s name to Pepperwood
Ave. , Culpepper Court, Pepper Tree Lane, or
any other choice"
Our Dispatch Center advises us that the computer
will not accept the new Pepper Street as you
have it on map no. 12184. Therefore we have
serious trouble'.

Subject: Rancho Cucamonga Neighborhood Center - Expansion Project
IThis project was engaged at the direction. of the City Cou cil following the
1981 Community Development Block Grant hearings, held for the purposes of
selecting project priorities for the upcoming budget years.
This project, one of several funded through the CDBG allocation to Rancho
Cucamonga, addresses constructing an addition onto the south face of he

existing Neighborhood Center. The purpose of the addition is to met and
answer increasing program servicc demands upon the existing structure, with
particular emphasis toward :he Senior Citizen Program user.
What is proposed is an addition of 3600 square feet under roof, and, et
adjacent wal_.ed in court yard of 1000 square feet. Additional off-street
parking will be provided to meet the normal user demand cycle.
The area uses are fairly self explanatory from the floor plan.
IRequested Comm?_scion Action: Review, comment and forward recommendation via
minute action to the City Council.
If I can provide additional information to the commission prior to the
presentation, on the 9th, I am available at your convenience.

I. Site Characteristics: Two agricultural structures currently
exist on the site, including a delapidated barn and a small
fiat roofed shed. Extensive grading has occurred adjacent to
and at the north end of the site. As shown on Exhibit "C", two
rock retaining walls were coistructed as part of a small
reservoir which has been unused for a number of years. Also,
large Eucalyptus trees are scattered along the north end of the
site and along the east and west property lines.
I1. BACKGROUND: This project is a revision, to a CUP approved in
November 1382 for the First Assembly of God Church. At that time,
the Plannirq Commission approved two temporary buildings on the
property. After approval of the CUP, the church chose to pursue
the development of a permanent facility.
On July 7, 1983, a revised CUP application was submitted requesting
approval of the new building design and site plan. the Design an
Development Review Committees reviewed the plans on August 16th and
Pugust 18th, respectively. The church disagreed with the Design
Review Committee's action and requested a review of the
architecture and site plan by the Planning Commission. On
September 26, 1983, the Planning Commission determined that the
building design and site plan were adequate, but requested changes
to the conceptual grading plan. The public hearing wa� continued 7�
to allow revision of the grading plan, further analysis of the
street improvements along Archibald, and preparation of the final
revised conditions of approval .
In addition, at the October 26, 1983 Planning Commission meeting
the applicant requested a review of the Equestrian Committee's
recommendation requiring installation of the community trail on the
church property along Archibald Avenue. The following sections
outline the issues involved in each of the above items.
III. ANALYSIS:
A. Conceptual Grading Plan: The conceptual grading plan was
approved by the Grading Committee with a condition that the
community trail along Archibald be shown, if required by the
Planning Commission. Revisions to the plan from the previous
meeting include elimination of the 2:1 slope south of the
future sanctuary and providing a meandering slope along Wilson
Avenue, south of the parking lot.
B. Archibald Avenue Streat Improvements: With development of the
project, the church is requirea to construct street
improvements along Archibald and Wilson Avenues. As shown on
page 5 of the Standard Condition form, these improvements
include construction of additional pavement, curbs, gutters,

street lights, and storm drains. Additionally, parkway
landscaping and irrigation, and a sidewalk are required on
Wilson Avenue, while a community trail is required along
Archibald Avenue. The church has requested that the Archibald
Avenue improvements be delayed until the permanent sanctuary is
constructed or until Edison builds the substation, at which
time the improvements could be coordinated.
The Engineering staff recommends that the Archibald
improvements be installed at the earliest possible date in
order to eliminate any hazards at the intersection created by:
(1) the sudden decrease in pavement width from 72 feet to 35
feet as shown on Exhibit "GI; and (2) the increased traffic at
the intersection created by the proposed church and preschool.
Under the current Ordinance, the City Engineer has the
authority to waive street improvements, but as a matter of
policy, this is only done at the recommendation of the Planning
Commission. If the Planning Commission determines that the
street improvements should be delayed, a lien agreement could
be prepared to have the street work completed at a later date.
C. Comm°unity Trail : Following the initial approval of this
project in November 1982, the Equestrian Committee approved a
detailed trails map indicating a community trail. on the east
side of Archibald Avenue along the church property. During the
review of the revised CUP the church was informed of the new
requirment; however, the church feels an equestrian trail in
front of their future sanctuary will be unappealing. Also, the
church is objecting to the amount of grading and compaction
which must occur to move the toe of an existing slope along
Archibald Avenue 5 feet to the west to acccmmodate the 20-foot
w4d_ trail .
As shown on Exhibit "H", the community trail on Archibald
Avenue crosses the street several times north of the church
property and at the intersection of Archibald and Wilson.
Exhibit "I" shows the status of the trail and land usEs of
adjacent properties. The Equestrian.. Committee recommends that
the trail be maintained on the east side of the street in front
of the church property as shown on the trails map. If the
Commission determines that placement of the community trail on
the west side of Archibald is more appropriate, the standard
conditions form should be revised to include a meandering
sidewalk and landscaping on Archibald to replace the trail .

IV. FATS FOR FINDING: The site is adequate in size and shape to
accommodate the proposed church. The development plans, together
with the conditions of approval as proposed, are consistent with
the General Plan and the applicable zoning ordinance provisions.
In addition, the project will not be detrimental to the public
health, safety, or general welfare of the public or properties in
the immediate vicinity.
V. CORRESPONDENCE: This item has been advertised as a public hearing
in The ai y e ort newspaper, and all property owners within 300
feet rom the suject site have been notified. In addition, public
hearing notices were posted on the property. To date, no
correspondence has been received either for or against this
project.
VI. RECOMMENDATION: It is recommended that the Planning Commission
consider all input and elements of this project. If after such
consideration the Commission can support the Facts for finding and
recommended conditions of approval, adoption of the attached
Resolution would be appropriate.

A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING CO7MIISSION
APPROVING CONDITIONAL USE PERMIT NO. 82-18 FOR ALTA LOMA
ASSEMBLY OF GOD CHURCH, LOCATED AT THE NORTHEAST CORNER
OF ARCHIBALD AVENUE AND WILSON AVENUE IN THE R-1-20,000
ZONE
WHEREAS, on the 1st day of September, 1982, a complete ,application,
was filed by Lawrence Howard for review of the above-descri., .. project,
WHEREAS, or. the 22nd day of Nc ember, 1982, the Rancho Cucamonga
Planning Commission held a public hear'..g to consider the above-described
project.
NOW, THEREFORE, the Rancho Cucamonga Planning Commission resolved as
follows:
SECTION 1: That the following findings can be net:

1. That Plan,the andptheosed use purposeslofitheccord zone intwhich th e the use
is proposed; and
2. That the proposed use, together with the conditions
applicable thereto, will not be detrimental to the
public health, safety, or welfare, or materially
injurious to properties or improvements in the
vicinity; and
3. That the proposed use wilt comply with each of the
applicable provisions of the Zoning Ordinance.
SECTION 2: That phis project will not create adverse impacts on the
environment and that a Negative Declaration is issued on November 22, i982-
SECTION 3: That Conditional Use Permit No. 82-18 is approved
subject to the following conditions:

2. The two doors on the east elevation of the multi-
purpose building shall be relocated to the north and
south sides of the structure. In conjunction with
the change, revised elevations with additional trim
shall be submitted to and approved by the City
Planner prior to issuance of building permits.
3. The sidewalk on the east side of the rrilti-purpose
building shall be removed and additional landscaping
shall be provided along the east property line
adequate to buffer the future homes, subject to the
review and approval by the City Planner.
4. A comprehensive Master Plan of the church property
shall be provided with the development package
required for approval of peF anent facilities. Such
Master Plan shali consider the separation between
buildings, parking lot configuration, adjacent land
uses, and the future reeds and desires of the church
congregation.
5. All laws and regulations of the State Department of
Social Services relating to licensing of children's
day care facilities shall be complied with prior to
opening of the school.
6. Expansion of the preschool and kindergarten beyond
40 students will require the approval of a modified
conditional use permit.
7. If the operation of this school causes adverse
affects upon adjacent properties, the conditional
use permit -hall be brought before the Planning
Commission for their consideration and possible
termination of such use.
S. Operation of the preschool and kindergarten shall
not co,-,nence until such time as all Uniform Building
Code and Title 19 of the State Fire Marshall's
Regulations have been complied with. Plans shall be
submitted to the Foothill Fire Protection District
and the Building and Safety Division to show
compliance.
ENGINEERING DIVISION
9. The church shall be required to participate in the
Alta Loma Channel Assessment District and a written
agreement to the satisfaction of the City Engineer
prior to issuance of any building permits shall be
executed.

10. The catch basin on Archibald, including connecting
pipes, shall be reconstructed with Wilson Avenue
Street improvements.

RESOLUTION NO. 82-108A
A P,ESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION
APPROVING CONDITIONAL USE PERMIT 82-18 FOR ALTA LOMA
ASSEMBLY OF GCD CHURCH, LOCATED AT THE NORTHEAST CORNER
OF ARCHIBALD AVENUE AND WILSON AVENUE IN THE R-1-20,000
ZONE
WHEREAS, on the 1st day of September, 1982, a complete application
was filed by Lawrence Howard for review of the above-described project; and
WHEREAS, on the 22nd day of November, 1982, the Rancho Cucamonga
Planning Commission reviewed and approved Conditional Use Permit 82-18; and
WHEREAS, on the 22nd day of July, 1983, a revised Conditional Use
Permit application was submitted for the above-described project; and
WHEREAS, on the 9th day of November, 1983, the Pzncho Cucamonga
Planning Commission held a public hearing to consider revi•.ions to the
building design, site plan, and conditions of approval for the ibove-described
project; and
WHEREAS, approval of the revised Conditional Use Permit application
shall void the previously approved site plan and building design, and Planning
Commission Resolution No. 82-108.
NOW, THEREFORE, the Rancho Cucamonga Planning Commission resolved as
follows:
SECTION 1: That the following findings can be met:
1. That the proposed use is in accord with the General
Plan, and the purposes of the zone in which the use
is proposed; and
2. That the proposed use, together with the conditions
applicable thereto, will not be detrimental to the
public health, safety, or welfare, or materially
injurious to properties or improvements in the
vicinity; and
3. That the proposed use will comply with each of the
applicable provisions of the Zoning Ordinance.
SECTION 2: That this project will not create adverse impacts on the
environment ano that a Negative Declaration is issued on November 22, 1982.
SECTION 3: Tkat Conditional Use Permit No. 82-18 is approved subject
to the fo owing conditions:

PLANNING DIVISION
1. All laws tnd regulations of the State Department of
Social Services relating to licensing of children's
day care facilities shall be complied with prior to
opening of the school.
2. Expansion of the preschool ar.d kindergarten beyond 60
students will require the ipprovai of a modified
conditional use permit.
3. If the operation of this school causes adverse
affects upon adjacent properties, the conditional use
permit shall be brought before the Planning
Commission for their consideration and possible
termination of such use.
4. Operation of the preschool and kindergarten shall not
commence until such time as all Uniform Building Code
and Title 19 of the State Fire Marshall 's Regulations
have been complied with. Plans shall be submitted to
the Foothill Fire Protection District and the
Building and Safety Division to show compliance.
ENGINEERING DIVISION
5. The church shall be required to participate in the
Alta Lorna Channel Assessment District and a written
agreement to the satisfaction of the City Engineer
prior to issuance of any building permits shall be
executed.
6. The catch basin on Archibald, including connecting
pipes, shall be reconstructed with Wilson Avenue
Street improvements.

I. Site Characteristics: The site slopes from north to south at
approximate y .
II. ANALYSIS: Parcel 1 contains an existing single family home along with a
barn and two small steraae structures. The barn is located two feet
from the new property line, however, the Building Code requires this
setback to be three feet. A condition to relocate the property line one
foot has been included in the City Engineer's Report. With the
relocation of the property line, Parcel 4 would be 1,572 feet which is
sq. ft. standard.
Ninth Street improvements with the exception of street trees are
existing. The deve)oper has been conditioned to provide cul-de-sacs on
Comet and 3owen Streets to create a more finished appearance then that
shorn on the attached tentative map.
III. ENVIRONMENTAL REVIEW: Also attached for your review and consideration

is art the nitial Study as completed by the applicant. Staff has
completed Part II of the Initial Study, the environmental checklist, and
has conducted a field investigation. Upon completion and review of the
initial Study and field investigation, Staff found no adverse impacts on
the environment as a result of the proposed subdivision..
IV. CORRESPONDENCE: Notices of Public Hearing have been sent to surrounding
property owners and placed in the Daily Report Newspaper. Posting at
the site has also been completed.
V. RECOMMENDATION: It is recommended that the Planning Commission consider
all input an elements of the project. if, after such consideration,
the Commission can support the recommended conditions of approval as
written in the City Engineer's Report, then adoption of the attached
resolution would be appropriate. It is also recommended that a Negative
Declaration be issued.

units. This results in architectural and site plan chances which
necessitate the chang`ng of lot lines per the attached map. TI,e
proposed changes are minor in nature and do not represent a
significant alteration to the approved project. The proposed
changes were reviewed by the Design Review Committee at which time
the Committee recommended minor changes. The applicant has

A RESOLUTION OF THE PLANNING COMMI_SION OF" THE
CITY OF P,ANCNO CUCAMONGA, CALIFORNIA, CONDITiONAL02
APPROVING TENTATIVE TRACT MAP NO. 11350 (P.D. 80- )
WHEREAS, Tentative Tract Map No. 11_350, hereinafter "Map"
submitted by Lesny Development, applicant, for the purpose of subdividing
the real property situated in the City of Rancho Cucamonga, County of
San Bernardino, State of California, described as the development of
d 114 unit planned development located on the northwest corner of
Hermosa and Base Line dividing 10 acres into 117 lots, regularly came
before the Planning Commission for public hearing and action on November
12, 1980; and
WHEREAS, the Director of Commu.,.ity Development has recommended
approval of the Map subject to all conditions set forth in the Engineering
and Planning Divisions reports; and
WHEREAS, the Planning Commission has read and considered the
Engineering and Planning Divisions reports and has con:,-dered other
evidence presented at the public hearing.
NOW, THEREFORE, the Pianning Commission of the City of
Rancho Cucamonga does resolve as follows:
Section 1. The Planning Commission makes the following
findings 'in regard to Tentative Tract No. I135G and the Map thereof:
(a) The tentative tract is consistent �.ith all applicable
interim and proposed general and specific plans;
(b) The design or improvements of the tentative tract is
consistent with all applicable interim and proposed
general and specific plans;
(c) The site is physically suitable for the type of developmen.-
proposed;
(d) The design of the subdivisioii is not likely to cause
substantial environmental damage and avoidable injury
to humans and wildlife or their habitat;
(e) The tentative tract is not likely to cause serious
public health problems;
(f) The design of the tentative tract will not conflict
with any easement acquired by the public at large,
now of record, for access through or use of the property
within the proposed subdivision.

(g) This project will not create adverse impacts on the
environment and a Negative Declaration is issue'
Section 2. Tentative Tract Map No. 11350, a copy of which is
attached hereio, is hereby approved subject to all of the following conditions
and the attached Standard Conditions:
Planning Division
1. The project mist be consistent with the General Plan and
all of its policies and guidelines at the time of final
map approval for subdivisions and at the time of bL'?ldi^.g
permit issuance for all other residential projects.
2. Prior to approval and rccnrdation of the final map, or
prior to issuance of builoi.-g permits, when no subdivision
map is involved, written: certification from all affecte,t
School Districts, sha'.'i be submitted to the department of
Community Development, which states that adequate school
facilities are or will be capable of accommodating students
generated by this project. Such letter of certification
must have been issued bV -e School District within sixty
(60) days prior to the final map approval i- the case of
the subdivision map or issuance of permits in the case of
all other resz Jential projects.
3. Prior to approval and recordation of the final map, or
prior to the issuance of building permits when no map is
involved, written certification from the affected water
district, that adequate sewer and eater, facilities are or
will be available to serve the proposed project, shall be
submitted to the Department of Community Development.
Such letter must have been issue.l by the water district
within sixty (60) days prior to final map approval in the
case of suldi-ision or issuance of permits in the case of
all other res -itial projects. For projects using
septic tank fs ; ? ities allowable by the Santa Ana Regional
Water Control Bo. rd and the City, written certification
of acceptability, including all supportive information ,
shall be obtai led and submitted to the Zity.
4. All slepe banks in access of five (5) feet in vertical
height shall be landscaped and irrigated in accordance
with slope planting requirements of the City of Rancho
Cucamonga. Such slope planting shall include but not be
limited to rooted ground cover and appropriate shrubs and
trees. All such planting and irrigation shall be continuously
maintained in a healthy and thriving condition by the
developer until each individual unit is sold and occupied
by the buyer. Prior to releasing occupancy for those
units, an inspection of the slopes ;hall be completed by
the Planning Staff to determine tha` it is in satisfactory
condition.

5. This approval shall become null and void if the tentative
subdivision map is not approved and recoroed or building
permits issued when no map is involved, within twelve
(121, months from the approval of this project unless an
extension has been granted by the Planning Commission.
6. Solid core exterior doors, security dead bolts and locks
shall be installed on each unit in this project.
7. Security devices such as window locks shall be installed
or, each unit.
S. A sample of the proposed roofing material shall be submitted
to and approved by the Planning Division prior to issuance
of building permits.
9. All units within this development shall be preplumbed to
be adapted fo, a solar heating unit.
10. This development shall provide an opt`-)n to home buyers
to purchase a solar heating unit. A copy of the sales
material shall be submitted to the Planning Division
prior to :ales activi ;;y.
11. Aden tiate emergency fire access landscaping shall be
I� provided along the north and west property lines.

along the north and west property lines.
13. All dwelling units shall be provided w5th an automatic
garage door opener.

aisle. C. C. & R. 's shall be developed C, the applicant and
submitted to the City Planning Division prior to issuance
of building permits.
15. All landscaped and open areas shall be continually maintained
by a Homeowner's Association or some other method acceptable
to the City. Proof of such maintenance shall be filed
with the City Planning Division prior to issuance of
building permits.
16. A detailed lighting plan shall be submitted indicating
the style, illumination, location, and the height of all
exterior lights to be located on the project site.
Such lighting shall be so designed to shield adjacent
properties from light and provide only necessary lighting
needed for security to the development. Such plans shall
be submitted 'W the Pla, ing Division for review and
approval prior to issuance of building permits.

17. All swimming pools installed with the development of
this project shall be solar neated.
18. Trash pick-up service shall be provided to each individual
unit and containers shall be kept out of general view from
the street.
19. The C. C. 8 R. 's shall restrict the storage of recreational
• --hicles on this site unless they are the principle source
of transportation for the owner.
20. Standard patio cover plans shall be submitted to and approved
by the City P1Znner and Building vffieidl prior to occupancy
of the dwelling units.
21. Prior to grading or any work on the site, the applicant
shall contact the Director of Community Service to
determine if the existing structure is of historical
significance which would warrant its relocation by the
applicant for preservation..
22. Final parcel and tract maps shall conform to City standards
and procedures.
23. Details of the retaining wall and grading technique along
the North property line shall be included in the final
grading plan.
24. Turf block access shall be provided from the visitor
parking area to the circulation aisles leading to the
dwelling units.
2J. Speed bun.ps :,hall be provided along the north and west
driveway.
26. All buildings numbers shall be identified in a clear and
concise manner, including proper illumination.
Engineering Division
27. Easements for sidewalks for public uses contiguous to
Hermosa Avenue shall be dedicated to the City.
28. Design and installation of catch basins on the perimeter
streets for future connection to the master planned
storm drains, shall be required. The openings of the
catch basins shall be plugged in a manner suitable to
the City Engineer. The cost of installation will be
credited to the drainage fees for the project.

24. The developer shall widen the east side of Hermosa
Avenue including curb, gutter, sidewalk, driveway
approach, street lights from Base Line Road to the
S.P.R.R. and on Base Line from Hermosa to 600 feet
east to the requires: width of the master planned streets.
The construction cost of this widening will be reimbursed
by the City. The applicant shall be responsible for the
design. The applicant shall enter into a cooperative
agreement with the City for the construction of and the
reimbursement for this widening project prior to issuance
of auy permit for the project.
30. The unique character and appearance of Hermosa Avenue
and Base Line Road, with its unique rock work, shall be
incorporated into the widening project. A conceptual
plan in perspective view showing this special feature
shall be submitted to the Engineering and Planning
Departments for approval .
32. A cash deposit shall be required to cover the cost of
the grading and paving on Base Line Road prior to issuance
of building permits. On completion of the grading and
paving, to the satisfaction of the City Engineer, the
cash deposit shall be refundea.
® 32. All existing easements lying within the future right-of-way
are to be quit claimed or delineated, as per the City
Engineer' s requirements, prior to recordation of the
tract map.
33. All perimeter landscaped parkways are required to be
annexed into the landscape maintenance district.
34. Landscaping and irrigation systems required to be installed
on public right-of-way perimeter of this tract area shall
be continuously m:.intained by the developer until accepted
by the City and annexed into the landscape maintenance
district.
35. Final plans and profiles shall show the location of any
existing utiltiy facility that would affect construction.
36. Adequate provisions shall be made for acceptance and
disposal of surface drainage entering the property from
adjacent areas.
37. Concentrated drainage flows shall not cross the sidewalks.
Under sidewalk drains shall be installed per City standards.

WHEREAS, Tentative Tract Map No. 11350 hereinafter "Map" submitted by

real property situated in, the City of Rancho Cucamonga, County of San
Bernardino, State of California, described as a residential development of 114
toh^hoLse dwellings on 10 acres of land, located on the northwest corner of
Base Line and Hermosa into 117 lots, regularly came before the Planning
Commission for public hearing and action on November 9- 1983; and
WHEREAS, the City Planner has recommended approval of the Map subject
to all conditions set forth in the Engineering and Planning Division's
reports; and
WHEREAS, said map was conditionally approvEd by Resolution No. 80-66
on November 26, 1980, said conditions remain unchanged.
NOW, THEREFORE, the Pianninq Commission of the City of Rancho
Cucamonga does resolve as follows:
SECTION 1: The Planning Commission makes the following findings in
regard to Tentative Tract No. 11350 and the Map thereof:
(a) The tentative tract is consistent with the General
Plan and specific plans;
(b) The design or improvements of the tentative tract is
consistent with the General Plan and specific plans;
(c) The site is physically suitable for the type of
development proposed;
(d) The design of the subdivision is not likely to cause
substantial environmental damage and avoidable
injury to humans and wildlife or their habitat;
(e) The tentative tract is not likely to cause serious
public health problems;
(f) The design of the tentative tract will not conflict
with any easement acquired by the public at large,
now of record, for access through or use of the
property within the propose.i subdivision.

I. Site Characteristics: The site consists of a vacant parcel
which slopes gent Ty from north to south. Currently, the site
contains a variety of indigenous plant materials and field
grasses.
11. ANALYSIS•
A. General :
The applicant 'is proposing the construction of two large
warehouse buildings (177,550 sq. ft. and 138,595 sq. ft.)
within the industrial park area of Subarea 6. Large warehouse
structures such as these are typically not encouraged within
industrial park areas; however, die to the parcel 's location
adjacent to an existing rail spur, it was a previous Planning
Co-mission decision (at the time of narcelization) to allow
this type of General Industrial use, provided that the project
reflects the high design and landscaping standards set forth
within the Industrial Park category of the Industrial Specific
Plan. In addition, please note that the project will be
located contiguous to 6th Street, a special bculevard, thus
should reflect the City's highest design standards.
As documented within the Industrial Specific Plan, "Industrial
Park uses will have a high quality, campus like setting wit',
the greatest amount of landscaping". In addition, the design
standards have been developed to protect lards in this group
(Industrial Park) from development which is inappropriate due
to either function, appearance, or environmental effects.
Lastly, the Plan snecifically states that "all exterior wall
elevations of buildings and screen walls shall have
architectural treatment compatible with the surrounding land
use and architecture".
B. Design Review Committee: The Design Review Committee was
concerned with the lack of architectural detail on the north
and south Wildine elevations and recommended that these
elevations reflect the same characteristics as other structures
found within the Industrial Park district. As illustrated on
Exhibit "8", the app-,ica.rit's building elevations do not fully
reflect the community's design sta,-,dards for the Industrial
Park district. For comparison purposes, graphics have been
provided of previously approved projects which show the
architectural detail which would be appropriate for the
Industrial Park district (Exhibit "D") . Please note that these
examples provide great amounts of variety, visual interest, and
architectural details, which is in keeping with the intent of
the Industrial Specific Plan.

The Committee recomanended that to achieve the desired design
solution, a variety of solutions be employed. Specifically,
the Committee recommended:
1. Breaking up the north and south elevations by providing a
substantial variation in the building form, architectural
details, fenestration, use of graphics, etc.
2. Providing extensive landscaping contiguous to 6th and 7th
Streets, and providing a continuous landscape strip along
the east property line.
The applicant made only minor adjustments to the elevaticns by
providing some sandblasted panel-. When staff reviewed the
revisions, we indicated that the modification appeared minor
and that the DRC was expecting more substantial revisions.
Staff recommended to the applicant that his proposed solutions
be brought back to the DRC. However, the applicant did not
want to spend the time for that, as he felt he did what the
Committee asked.
With regard to this design issue, the Commission basically has
three (3) options:
O tion 1: Continue review of the eroject and take :t back
e ore t e Design Review Committee for resolution of design
issues; or
Option 2: The Commission may wish to approve the project with
the attached conditions of approval, which requires additional
architectural work; or
0ption3: The Commission may wish to approve the project with
no m odif—ications.
C. Develo ent Review Conanittee: The Development Review Committee
was primarily ccincerned with landscaping and recommended that
the total landscaped area be increased to the required
Industrial Specific Plan minimum of 15 percent of the net lot
area.
Presently, the applicant has provided approximately 11.6 percent of
landscaping for the entire project. However, the Planning
Commission may modify the landscape coverage requirement
determined that the project is designed to the highest aesthetic
quality compatible with the land use category and consistent with
the surrounding land use. If the Commission wishes to proceed in
this direction, staff recommends that extensive landscaping and
berming be required contiguous to 6th and 7th Streets. In

addition, a dense landscape buffer should be provided along the
east property line. Lastly, landscaping should be provided
adjacent to office areas and Within the parking area (Exhibit "E") .
In addition to the above, the Development Revie, Committee
recommended full street improvements contiguous to 5th Street, 7th
Street, and haven Avenue, and the establishment of one (1)
reciprocal access drive approach along 5th Street.
D. Grading Committee: The Grading Committee approved the
conceptual grading plan subject to approval of a final grading
plan.
E. Environmental Assessment: PLrt 1 of the Initial Study has been
completed by the applicant and is attached for your review.
Staff has completed the Environmental Checklist and found no
significant adverse environmental impacts related to the
construction, of the project. If the Commission concurs with
these findings, issuance of a Negative Declaration would be
appropriate.
III. FACTS FOR FINDINGS: It is recommended that the Commission review
the project to determine if the project is adequate in size and
shape to accommodate the proposed development and that the proposed
uses are in accordance with the objectives of the Industrial
Specific Plan.
In addition, the Commission is asked to determine if the proposed
design and site plan, in conjunction with the Conditions of
Approval, are consistent with the City's current development
standards.
Lastly, the Commission should determine if the project provides
adequate setbacks, landscaping, buffers, and improvements which
make it compatible with surrounding land uses.
Conditions of approval have been provided if the Commission wishes
to approve the project.
IV. CORRESPONDENCE: This item has been advertised for environmental
review in The Daily Report newspaper.

A RESOLUTION OF THE Rp.NCHO CUCAMONGA PLANNING COMMISSION
APPROVING DEVELOPMENT REVIEW NO. 83-27, SOC/GREENiREE,
LOCATED BETWEEN 6TH A 6) ZONE
WHEREASET, WEST OF HAVEN IN THE
INDUSTRIAL PARK
WHEREAS, on the 26th day of August, 1983, a complete application was
filed by SDC/Greentree for review of the above-described project; and
WiiEREAS, on the 9th day of November, 1983, the Rancho Cucamonga
Planning Commission held a meeting to consider the above-described project.
NOW, THEREFORE, the Rancho Cucamonga Planning Commission resolved as
follows:
SECTION 1• That the following can be met:
1. That the proposed use is in accord with the
objectives of the Zoning Ordinance and the purposes
of the zone in which the use is proposed; and
2. That the proposed use, together with the conditions
applicable thereto, will not be detrimental to the

ENGINEERING DIVISION
3. This project shall be subject to the conditions
established by the serving rail company for at grade
crossings and protection devices.
4. The spur track shall not cross 7th Street but shall
"break away" from the main track beyond 7th Street.
5. A revised grading and drainage plan illustrating how
the spur track area will drain shall be required and
reviewed by the Grading Committee prior to issuance
of building pe- :its.
6. The proposed driveways on 6th Street shall be
relocated to have one driveway at the common property
line for joint access.

1 SUBJECT: ZONING ORDINANCE DETERMINATION 83-03 - ALTA LOMA FEED
TORE - A request to determine i a—feed store facility is
appropriate for the VL District of Etiwanda.
ABSTRACT- The Development Code allows the Planning Commission to
determine if a use, if not specifically listed, is similar in nature and
scope to those permitted or conditionaliy no,-mitted within a Development
District. Attached is a letter from James S. Crowell, President of Alta
Loma. Feed Store, requesting direction from the Planning Commission
regarding the continuance of a feed store facility recently opened in
the VL District of Etiwanda.
BACKGROUND: The business in question was recently relocated from the
west side of Amethyst Avenue to 6681 Etiwanda Avenue. The subject site
is part of a ten acre parcel, located on the east side of Etiwanda
Avenue, north of Victoria. The site is directly east and across the
street from the fire station. The easterly five acres of the site are
vacant land and not used at the present time. The westerly five acres
along Etiwanda Avenue are mostly orange groves with the exception of a
nursery in the rear portion of the lot. The site contains one 20 X 30
block structure with a fenced storage area on the east side of the
structure. The buldirg is currently used by Alta Loma Feed as a retail
sales outlet and storage facility for their feed and grain products.
The surrounding propert;es are basically undeveloped with the exception
of the fire station across the street and two residential dwelling units
located on adjacent large parcels. This new location lies within the VL
(Very Low Residential - 1. to 2 du's/ac) District of Etiwanda.
ANALYSIS: According to the Etiwanda Specific Plan, agricultural uses
sucl-i as raising, grazing, breeding, boarding or training of large and/or
small animals is either permitted or conditionally permitted on lots of
2.5 acres or more prior to residential development. See attached
section of the Etiwanda Specific Plan for permitted agricultural uses
within the residential zone. Some of these agricultural uses would
require the storage of hay, fe?d and grain.

According to the letter received from Mr. Crowell , only items related to
domestic animal needs and that of local farmers would be sold from this
location. The use would be considered retail sales of feed and grain
products, but only on a small scale. The use would not be permitted to
expand beyond its present state, therefore, the agricultural character
of the area would not be altered due to this use.
RECOKMENDATION: It is reccmmanded that the Planning Commission consider
this request and umake a use dete—. ."--t?on As to whether the proposed use
is similar in nature to be allowed or considered to be permitted within
the VL District of Etiwanda with a Conditional Use Permit, consistent
with the intent of the Etiwanda Specific Plan and General Plan.

The purpose of establishing a feed store in the Etiwanda area is to fulfill
the needs of the local agricultural area. We propose to sell only items related
to domestic animal needs and t:iat of local farmers. We feel that this is a

much needed area in which to expand.
This is a new direction for our store, as we have discontinued many sundry'
items such as western wean , boots, bats, belts, etc. and other related items
that were sold in our store on Amethyst Avenue.
We realize that this area will he developed within the next few years and
with that in mind we will be looking for a new location.
At the present stage of development in the Etiwanda area, we feel our store
j is a tremendous asset for this agricultural region.

.203 Agricultural Uses:
Prior to development, the following agriculture! uses
are: either permitted or conditionally permitted on lots
of 2.5 acres or more:
(a) Permitted Uses:
Farms for orchards, trees, field crops, truck gardening,
flowering gardening, and other similar enterprises
carried on in the general field of agriculture.
p o$zing. breeding,ding, boarding or training of large
or small animals: except concentrated lot feedirg and
commercial poultry and rabbit raising enterprises,
subject to the following:
Cats and dogs: limited to the keeping of not to exceed
four (4) cats and/or four (4) dogs, over four (4) months
of age.
Small livestock: with the number of goats, sheep, and
similar animals limited to twelve (12) per acre of total
ground area, with no more than one (1) male bit.
Cattle and horses: including calves and colts over six
(6) months of age, with a maximum number of four (4)
animals per acre of total ground area.
Hogs: (nongarbage fed) with a maximum number of two
(2) per acre of total ground area. The total number of
such animals on any parcel or premises not to exceed
five (5) over six (6) months of age.
Combinations of the above animals, provided the total
density on any given parcel shall not exceed that herein
specified.
In no event shall there be any limit

The raising of chinchilla, nutria, hamsters, guinea pigs,
cavy, rats and similar small animals.
Dog kennels, dog training schools, small animal shelters
and dog breeding establishments with outside runs.
Wholesale Distributor and processor of nursery - plant
stock. Retail nursery where incidental and contiguous
to propagation of nursery stock and/or wholesale
distributor. Outdoor storage and display are prohibited
except for nursery -plant stock. 1
.204 Setback, height and design guidelines for proposed
residential development adjacent to schools, churches,
and other sensitive uses:
New development shall recognize and respect existing
conditions and uses, and shall be designed with
sensitivity to minimize its impact on such existing
uses. Design considerations shall include building
orientation and its relationship to established uses,
adequate buffering, height limitations to prevent
sightline int,-usion, structural setbacks, location of trash
enclosures, and other design solutions as may be
necessary to assure compatibility of existinb and future
uses. However, adjacent o the existing Myohoji Temple,
the setba^k shall be no less than 35.
