E. Site Characteristics The site is located on the north, side
of Sig"hland Avenue across from the. Windrows Village of the
Victoria Planned Coawdity. Thy project .is bounded ,on the
south by the fdtjlre Foothill Free ray and the north by Summit
,. . Avenue. The property slopes rroughly four' (4) percent.from
north to south. :There is an existinT si"le family residence
located at the ngrthwtst corner of the site that has been
incorporated igto-,the design!`gf ttia subdivision.
II. ANALYSIS:
A. Sackgrouni',`' The development of this pro3ec.:fsite. is Unique" in,
That the,,eastern portion of the site falls"under "the Very,Law
Residential il,istrict (;1-2 dwelling ;units ,per^acre) of ;the
Etiwanda SpecifI P9an the western portion .of the site was
recently annexed by,, the City, and, fills "under the :Low ,
Residential 'isirict (2-4 dwelling units per, acre) of the
f Development Code`'(See,Exhibit "A")
B. Genera!: The applicant is pro��si�ng tw,a different prcducts
for a total of thirteen (13) floor;plans.' In that` portion
developed under £twanda Specific Plan there'a��x?4 ` toss

with eight (8) floor plans :ranging in size from"2 4 square.
feet to 2,926. square feet, and each floor plan has two (2)
elevations. In that,.po,tion developed under the Development
Code there ar&L,a07 lots, With fbe (5) floor L plans ranging- in
size from, 2,014. square feet toL 2,607 square feet, and each
floor Alan has thrse.(3)L elevations.
C. 0esi n Review Committee: The prodett was reviewed by; the
t yommittee akeS cNiel, Duller) an duly 6;41989' The
applicant was directed to revite the project and return to the
Committee. 0n July 20, 1989, the Committee '(9lakesley,
McNiel, Kroutil) reviewed th4` project and reccmmended approval
with the following conditions:
1 Elevation 2266 should -ber modified as follows:
remove the sunburst details, and provide a shed
roof dormer on the frant elevation. III
2, The solid wail used along the sWth side of Summit
Avenue,` along corner 'side yards, and as return
walls should be constructed out of a split face
block. The mortar should be flush wifh the block
and should match the black color. The pi tasters 1

approval, are in compliance with applicable, provisions o the

A. Recitals.
(i) Matt 'Southern California h&j filed an application for the
approval of Design Review for Tentative 'tract Na. 13812 as described in the
title of this Resolution. Hereinafter in this Resolution, the subject
Development Review request is referred to as "the application".
(ii) On the 23rd of August 1989; tha Planning Commission of the
City of Rancho Cucamonga„conducted a meeting on the application and #ancluded
said meeting on that date.
(iii) All legal prerequisites to the adoption of this Resolution
have occurred.

(4) Cross-gutters shall be eliminated where storm drains are
available.
(5) Arapaho Road shall be renamed btage Drive.
(6) Sight obstructions shall be minimized at intersections and for°
driveways on the inside of curves 'on Bluegrass Avenue, Golden ;rails Avenue,
and Show Horse Way as approved by the City Traffic Engineer.
Building and Safety Division
(1) The grading of .the south tier may; ptrockied prior' to final
° resolution of the slope drainage. An interm eastiwest toe e—rh outletting to

E. Site .Characteristics: The site, a former vineyarc, is
currently vacant and void' of any significant land forms..
However, two 'mature tree$�do exist at the northeast corner of
the site. Neither are- significant, but they will be required
to be .replaced per the City's Tree Preservation Ordinance.
Streets, curbs, and'gutters have been constructed around the
site.
II, ANALYSIS•
A. General: The proposed tract is consistent with'the revived
Victoria Community Dian 'foi,, the Victoria Groves area:-f'-The
designated minimum;lot .size' is 5 000 square feet, ,with the
average lot size being 5,500 square feet. The proposed lots
meet the minimum lot, size as well as the average lot size.
The proposed tract k planned For subdivision only, no unit
-'eveloptaent is being proposed at this time. L The applicant,
intends to girAe this tract and ,sell "padded lots" to another
developer. Per ordinance requirements, the projectj�'aveloper
would be requ1'red to_reapply for Design Review,`oefore building,
permits could`be isso.j.
B. Design Review Comnittee: The Design Review Committee -first
reviewed this project at the meeting. of July 20, 1989. At
that time, the Committee (McNiel, Blakesley, Nissen) advised
the applicant to address the Issue of the .double frontage lots
by redesigning the tract.
Th. William Lyon Company has since worked with staff to revise
the map to address the stated concerns of the Design -Review
Committee and staff. The revised map was subsequently
submitted for review and approval of the committee,` The;
Desi-,% Review Conmittee will review the revised map on August
17, {'-Q, Staff will 'provide an oral report on the
Committee0s recommendation.
C. Technical Review Committee: The Technical Review Comm22tee
reviewed the pro ect aTdetermined that the project is
consistent with all applicable Standards and Ordinances, and _
therefore recommended approval.
0. Environmental Assessment: Part I of the Initial Study has
been ±comp etc y the app leant. Staff has completed Part; I'I
of the Environmental,,Checklist and found that there could be a
significant noise impact on residehts of the subdivision if
the proposed Foothill Fkeeway is constructed in the future.
An acoustical analysis reccrmended that a t-«tenty-Qne (21) foot
high wall be built in the rear of the lot along Highland
Avenue to mitiga,,e°future noise: problems which would-be,
created by the;pro�Iosed futuhr-e freeway. Staff has recommended.
that the sound mitigation wall be constructed at the same time

that the freeway is built, so that it can be located in a more
effective site and, when. more detailed information on the

recomrending a 6-8 foot stall along the tots which abut
Highlnd Avenue, which is consistent with all . other tract
approvals along Highland Avenue in the Victoria' Planned
Commeinity,, s1
III. FACTS FOR FINDINGS: This project is consistent with the,Victoria
l?I anne ommunity and the General' Plan. The project will not be
detrimental to adjacent ' properties or� cause significant
environmental limoactt." In addition, the proposed use, -.together
with the,.recomrnended=Conditions Iof Approval,I,are in compliance
with, the applicable :provisions of the Victoria Planned>Cammunity,
thel Development'Code and City Standards.
IV. CORRESPONDENCE This item has been advertised as a public hearing
'ip,'TieD ails Report newspaper, the property posted, and notices
were sent to a property owners within-300 feet of the project
site. In ,addition, notices Were alsq,ma led to residents within
an expanded notification area near the site.
V. RECOMMENDATION: Staff recommends that the Planning Commission
Alk approve _h s project through adoption of the at Resolution
and issuance of a Negative'Oeclaration.

SUBJECT: PARKING STANDARDS FOR APAR-tMENTS ANV CONDOMINIUMS
I. ABSTRACT: The purpose of th,'s report is for 'the Commission to
review the existing parking standards for apartments and
condominiums, examine the adequacy oe'°these standards, and provide
direction to staff.
II. BACKGrOUND: On November,18, 1RRY'; the City Council adopted an
Ordinance—to upgrade 'tte parking standards for multiple family
devel;apment (apartments, condos, and townhRmes), as recommended by
the Planning Commission. Toe Development `Code Amendment brought
the parking standards foi, apartments,in a-Y;ne with condos and added
design guidelines for carports and garages. Recently, the City
Council directed ;&,-Tf to study the parking ratios; for multiple
Coun
ty development,- sspecially for studio and F bedroom types of
units, and to deter {ne the adequacy of these standards. The
fallowing section of jhe report will analyze this issue.
A. General: The Current parking standards haire been in effect
since December, 1987. There are numerous multiple family
development projects that have been approved since 1987,
howeti8, none have beer. completed or occupied yet. Therefore,
f staff cannot 4nduct a survey of these projects that were
designed under^ the new standards to evaluate .the effectiveness
of the Code changes. To assist the Commission in studying
this issue, staff conducted a phone survey of the surroun;ling ,
cities to compare the parking. standards for multiple family
development,
Table I shows the summary and results of this survey.- A tot31
Of twelve (12) cities were surveyed, with four (43;Cities in
each of the: three (3) counties, namely San Bernardino', Orange,
and Los Angeles. Table 't lists the parking standards for
apartments and condominiums .and the numerical'' parking
requirements for visitor and/or guest parking, including the

C. Condominiums (Table II) Again, the City of Rancho
Cucamonga's parking ratios are loweM than, other cities
surveyed. Seven out of the twelve cities, require 2 parkinn
spaces peter unit for a studio or 1 bedroom apartment,,whereas,
Rancho Cucamonga requires 1.3 spaces, Nine cities surveyed
a require 2 spaces for a ,2 bedroom unit (Rancho, Cucamonga
requires ,,8 spaces),, ` .For .3 .bedroortt units, eight cities
require 2 spaces, and the highest,. Anaheim; is. 3.5 spaces per
unit,
D. Availability of Parkino: It is important t� note that "a
number of factors can affect the availability o�;,'parking
within a project, bath for tenants and guests.
1. A smaller, I bedroom unit may be rented by more than
c person*, hence, demanding at least 'two-car,,spaces
+then than 1.5 required in Rancho Cucamonga.
j2. Likewise, a 2 bedroom unit can be assumed, to be rented
to more than one person; hence, the need. for 2 pa6ih'9'
Q spaces versus the 1.8 %.u&ently required in RaZcho
Cucamonga.
3. As the market becomes more "Competitive and rents
increase, the`trend .has been to build apartment units
with ;garages, . Unfortunately, these garages, t'ike=with
single family homes, often become a storage, room,
f resulting 1,1n tenants using guest parking spaces. The.
City is dependent on the on-site msnagdt for

controlling this prohtem.

I. RECOMMENDATION: The Traits Advisory Committee, rat their meeting
of At Mast 16, recommended' that the P14nning Commission modify the
star Ord from a three-rail to a,,.�two-rail PVC'.' fence, with
es,}ntially the same height.
1. ANALYSIS: ' The Committee indicated that .the existing two-rail
fences located 'on the. .Community Trails.,around Heritage Park
reflected the desired standard. The City's,cureent Standard calls

for a three-rail PVC'- fence (see Exhibit '8") that s 416" fn
height. .The two-rail ;fences at Heritage F' rk are 412" ,inr height:

The following factors` were considered by the :`rails Advisory
Committee in making,_. recommendation. �
1. Two-rail fences_ad'2quately contain the horsesjr assuming
a 4 211 height. ;� ji
2. Two-rail fences .provide better sight=li'ne visibility at
intersections.
3. Two-rail fences provide better visibility of landscaping
behind the fences and create a Less "walled-in"
appearance. r
4. Two-rail fences would reduce material add labor costs,
