ANALYSIS: A. General: The, applicant is proposing a total of three (3) floor plans ranging ii1 size from 2,300- square feet to 2,589, square feet, and each floor plan has three (3) elevations. E. Design_ P.eview Committee: The project was `reviewed by the Committee Blakesley, `Chitiea,'Kroutia) on January 5, 1989. The;}�rplicant was directed to revise the project and return to ti, Committee. The project Was rey.fi w6d,L by the Committee Alakesley, Emerack, Kroutil) on Rich 16, AM, and the applicant was again directed to-revise,-the project and return to the Committee, 0n Auauit 17, 1989 the ';Committee- (Blakesley, MciC el0 Xrcutit) reviewed the project and ` recommended approval with the following conditions: 1, Decorative paving/stamped concrete shauTd be provided on a ` all driveways. 2. : llie side eieva.%ns of Tract 13727, Lots 1 and 12 (Flnor Plan 3, street side elevation),_ should include a window on. the second floor above the garage: ,The window element may be framed as,a window with-`,"st,0,co over, -skuld the installation of a real window not be possible. C. Fr€eway Sound Wall: Located ;directly south :of the project ` site is the 'traffic corridor for the proposed extension of the Foothill Freeway. An acoustical analysis was required,with the tentative tract approvals addressing the necessary wall height to mitigate noise impacts generated from the proposed freeway. The final acoustical ana'ysis recommends that a sound wail' be built six (6) to seven (7) feet above the pad height on the proposed; units. This results in a wall height ranging from ten (10) to sixteen (16) feet from finished grade along the freeway=side of the sound wail, The tract approvals required the sound wall to be reviewed and approved by the ;Planning Commission. prior to the issuance` of building ;permits for the tract, . The design of the proposed freeway sound wall was reviewed by the Design' Review Committee on ,August 17, 198% and the Committee (Blakesley,. McNsel, Kroutil) recommended approval with the following comment*. 1. The split face black, stucco finish, and decorative cap materials of the freeway sound ' wall were approved. BACKGROUND: Staff has 'received a proposal for an "industrial development loco+ed at the southeast corner of 7th Street and Hermosa Avenue. "The deielopment proposal includes a request fcr the vacation of 7th St°4`eet-between Hermosa Avenue Arid the Beer Creek Channel. A previous development East of the project sj,te, between the Deer Creek Channel and Center 'Street was permitt%1 to vacate their portion of 7th Street. Since the previous street vacation was permitted and' site development has rscurred, a continuous connection of 7th Street will not be p,,)ssible. Initial conversations with Traffic Engineering indicate that they are not opposed to,the street vacation request. An amendment to the Circulation Element of the General Plan will not be required, `however, �an amendment to 'Subarea 5 of Ue Industrial Specific Plan will be regtired to 'proceed with the street vacat R.
