On:December 89 1989, staff reviewed the sample panel , plaster surface. Staff approved the lower portion of'' the sample panel as,%the. desired surface, The architect, Tom Dond, informed staff that he'had also approved this same lower `portion of the sample and instructed the contractor to follow the .approved sample.' My staff, Nancy, Fong and Debra Meier, initially met with Mr. Marshall Rayner on January 12, 1990 to, review the plaster work (brown-.coat`., at-that time). My staff informed 'him that the plaster surface was unacceptable. They directed Mr. Rayner that the undulations in the plaster surface were, too rough and should be smoothed out to reflect the approved:-sample panel. Mr. Rayner reassured staff that when the color coat and the final coat of paint are applied to the, brown coat, the finished 'plaster surface would be smoothed out. On February E, 19zv, Nancy Fong and I met with you and Mr. Rayner and continued' a dialogue on the unacceptable plaster surface. At that time, it was left that staff'would invite the Design Review Committee (Commercial) to visit the site. Both committee members did visit the site and reported back that the plaster, surface was unacceptable. Mr. Torn Bond, the project architect, then proposed to smooth out, portions 0 'tile building wall of Buildings A 3 B by replastering them. On March 9, 1990, Nancy and I`again met with you and Mr. Rayner:to discuss the plaster surface and the architects proposal of replastering ply, portions.of Buildings A b B. It is my opinion that the spot patching and, replastering certain areas of the building walls would.not achieve the results the, City is looking for. Therefore, Buildings A 5 B are to be replastered to lesson the undulations and create a more uniform surface. consistent with the 'approved sample panel.
