BACKGROUND: Tentative Tract 13566 was originally approved by.' "the anPT nn�ommission, on July 22,,'1987. A one year time extension of the map was granted by the Planning Commission on June 28,":,198a" in order to alto►;, the applicant additional time to record the final' map. DuFin;,this period, the first t!vo phases (112 lots) of the map were`rer,iHed, leaving a' remainder parcel of 42.16ts. The SubdivisionPitsp Act (Section 66452.6)., allows a 36 'month 'time extension in trese! instances. Thus, the new expiration date of the 'map is July'22,'1993. "'(See Exhibit "B.") II., ANALYSIS: The Design Review, for Tract 13566 was, however,. approved separately from the Map on June 8 1988. Building permits have been issued on some of the lots, but not all. The' remaining lots which have not been issued .building permits were due to expire on June 8, 1990. According to the Development Code, extensions may be granted in 12 month increments, not to ''exceed 5 years from the original date of,,, - approval. Therefore, the applicant may request two additional time extensions extending the 'Design Review for Tract 13566 until June 8, 1993. The applicant is currently requesting a one year time extension which would expire on June 8, 1991: Staff analyzed the proposed, time extension and comp ared;x. the proposal with current development criteria - outlined in the Development L Code and the;Etiwanda Specific Plan. Plannino Division 1) Verification of the high water level' (NWL) of tL4 San Sevaine Spreading Basins adjacent to the east property boundary is- required prior to recordation of the final map. In the event there is ,a major deviation from the previously calculated high water level, the site shall 'be redesigned to the satisfaction of the City ,Planner andi° City Engineer. 2) That any off -0 to easements required from County Flood ' '1. The' . remaining 30 trees shall '`'be removed and replaced with 15- gallon size replacement trees on a one -to- One -basis to be planted on the west side of the flood control levy. A landscape and irrigation plan illustrating tree relocation and replacement shall be reviewed and approved by the City Planner and City E gineer: prior to recordation of the final map. BACKGROUND: The Planning Cornnission continued this item from its un J a 2T,— Y990'meeting in order to allow staff time to-evaluate the revised parking information submitted by the applicant. II. ANALYSIS: A. Lane Use /Issues The Industrial Specific Plan classifies the pia;_ 7' use 'is automotive sleet _storage. This - use is prohibited in Subarea 5; however, - the Planning Commission approved Industrial Specific. Plan Amendment DO -02 at its June 27, 1990, meeting which would conditionally permit automotive fleet storage. The Pmondment must be approved by the City Council; therefore, a condition has bees added to the attached Resolution of Approval making this approval c -Angent upon approval of the Specific Plan Amendment. B. Parking: According to the revised parking information provired'by the applicant and site inspections., staff's view is that the ex' ;sting -and proposed parking improvements will be sufficient for the proposed use: Since a portion of the existing square footage is vacant at this timC�, there is sufficient parking even with the approval of this application. On Exhibit "A ", staff has distributeC- the vacant square footage according to the current percentage of warehouse and manufacturing uses in the winery. ,According to this calculation there should be sufficient parking when . fully 'leased. III. - RECOMMENDATIONS: Staff recommends that the Planning Commission arprove Coondittonal Use Permit 90 -13 through the adoption of the attached Resolution with conditions and issuance, of a Negative Declaration. Compatibility.Issues: The complex in which Medi -Ride proposes to locate is occupied by a number of different users.. These uses - include offices, a contractors office, automotive service, warehouJing - and manufacturing. k1l businesses are generally 'open - -`during ' similar hours throughout the week. No conflicts are expected between the proposed use and existing uses, except for packing as discussed below. D. Parking Issues: According to the data provided ' by the applicant and information gathered by staff, the .existing parking at the Winery would not be sufficient for the proposed use (see Parking Calculations). There are 130 'parking spaces existing on the site. The existing businesses, within the project site require 113 parking spaces which leaves. only _i�' spaces available for Medi- Ride. A'. total of 46 parking paces would be required for the applicant's business operation; :hence,. the situ would have a deficit of 29 parking spaces. J11 ' According to the applicant (see. That laborious process, as well as the time spent in "fine- tuning" the Milliken Park design concept :with Community Services staff, kept them from starting working drawings until late summer, and various design problems (see ecnlosed transmittal letter copy) delayed our submission for plan check until late September. At that time, with 10z months to go, it, still appeared that the City's normal plan check process would allow us plenty of time for construction. Tt did not. ABSTRACT': The purpose of this report is to introduce to you the Draft. Trails Implementation Plan. At your next meeting, staff will review the specifics of the Plan with tho Commission and seek your comments to forward to the City Council. No action is necessary tonight. —' I;I. BACKGROUND: The purpose of the ;Plan is to implement the comprehensive trails system set forth by the City'z General Plan for regional, community, and local feeder trail„. The intent is to set forth a program to translate the 'trail system envisioned by the General- Plan -Into reality by identifying precise ti -ail alignments, setting design starlards, determining, costs, and defining a financing plan to fund trail development. A key component of the Trails Implementation Plan is a Financing Plan that will identify fundit,i sources for a'l elements of trails implementation, including acquisition, construction, and maintenance. In order to prepare a 'financial Plan, preliminary estimates for construction costs must be determined. ThP Construction Cost Estimates and Financing Plan (Appendix), that are currently being prepared by consultants, twill complete the final document to be presented to the City Council far adoption. II'I. IMPLEMENTn', 1N PROGRAM ELEMENTS; A. Phase I The first phase would establish a policy plan, and derailed standards for trail development and would provide the cost factors and funding sources. The Trails Implementation Plan satisfies this phase. B. Phase II - The secone phase of the program is to acquire the rights -of -way necessa f for trail impra-''lment. In undeveloped areas, the trail syF sm is primarily installed by developers as development occurs. The main' concern here is to acquire' the needed rights -of -way in area_ of the community that are already` developed, such as Alta Loma, to I'll in the "missing links."
