I. PROJECT AND SITE DESCRIPTION: A. Action Requested: Approval of the detailed site plan, conceptual landscape plan, and building elevations. B. Project Density: 1.59 dwelling units per acre. C. Surrounding Land Use and1oning: North Vacant; 'flood Control and Very Low Residential (less than 2 dwelling units per acre) South - Existing single 'Family; V);ary Low Residential (less than 2 dwelling units per acre, ` East - Existing single family; Very Low Residential (less than 2 dwelling units per acre) West - Vacant; Flood Control D. General Plan Designations: Project Site - Very Low Residential (less than 2 dwelling units per acre) North - Flood Control South - Very Low Residential (less than 2 dwelling units per acre) East - Very Low Residential (less than 2 dwelling units per acre) West - Flood Control E. Site Characteristics: The site is currently vacant - except for vineyard and scrub vegetation and has a natural slope of approximately 8 -10 percent from north to south, except for approximately 1.5 acres of land directly adjacent to the western property line, where slopes Nary from 12 -16 percent. Single fam.;, homes are east of the site and front onto Amethyst Street. Single family homes are also south of the site. North and west of the site is the San Bernardino County Flood Control land and the Demens Basin. t ITEM A PLANNING COMMISSION STAFF REPORT DR 13674 MIGHTY DEVELOPMENT January 23, 1991 Page 2 Ii; ANALYSIS• A. Backgrounds Tentative. Tract 13674 was reviewed and approved by the Planning Commission on May 25, 1988. A time extension was approved for the tract on May 23, 1990. The approved tract map calls for a gated community with a private loop street which has ,a reduced right -of -way width of 40 feet and a standard road width of 36 feet. A sidewalk will be provided on one side of the road. The 18 lots range in size from 20,070 :to 482960 square feet with an average lot size of 23,872 square feet. B. General: The applicant is proposing to construct 18 custom homes which range in size from 3,845 to 5,215 square feet. The design of the homes was required to comply with the regulations of the Hillside Development Ordinance. The applicant has worked with staff to design a project which meets the standards and the guidelines of the Ordinance. Front yard landscaping is being provided as required by the Hillside Development Ordinance. The conceptual landscape_ plans are attached for approval (See Exhibit I'D -1, 2, 3,; and 4 "). Enriched paving bands which incorporate materials used on the homes are being provided along the driveways to mitigate 'their length and visibility. Private yard walls are proposed to be precision block . with stucco over. The stucco colors were recommended to match the color used on the homes. The wall along Amethyst is proposed to be stucco with brick pilasters and a brick and wrought iron entry. C. R sictn Review Committee: The Committee (McNiei, Melcher, Coleman) last reviewed the project on December 6. -1990 and recommended approval subject to the following conditions which have been added to the Resolution of Approval: 1. The metal .roof of the dor:ier of Plan 13 ('Lot 13) shall be painted to match the primary color of the roof. 2. All stone veneer which resembles native river rock shall be natural stone. D. Trails Committee: The Committee reviewed the project on November 21, 1990, and January 17, 1991, and recommended approval cf the project with the following comments which have been incorporated into the Conditions of Approval: 1. Gates from local equestrian trails to private yards should be 5 feet minimum width. 2. The gates fronting Amethyst Street for the northern -most and southern -most trail should conform to Standard Drawing 1006(C),' which includes a 10 -foot 6 -inch minimum width gate and a step- through de,� `il. ��z IV I Am IV I PLANNING COMMISSION STAFF REPORT DR 13674 MIGHTY DEVELOPMENT January 23, 1991 Page 3 r1I 3. The east -west local trail in the middle of the tract should not have _a gate fronting onto Amethyst .Street. A step - through may be provided if desired. 4. The local trail around the perimeter of the site should have a masonry wall along the interior side of the trail. The outside property line should be fenced with two rail peeler lags along the south .boundary per Standard Drawing No. 1011. The trail along the west and north tract boundaries may have chain link- fence at the outside edge only if required by the San Bernardino County Flood Control District. In addition, to the above comments, the Committee recommended that a temporary 10 -foot wide equestrian easement should be provided on the east side of Lot 2 on Valley Vies Street along the storm drain easement as a requirement of plan check for this lot which is not a part of the subject tract. This easement should connect to the southerly trail for Tract 13074. Once access to the Flood Control District property (future Regional Trail) is obtained, the easement could be vacated. III. FACTS FOR FINDINGS: The pi -oject is consistent with the requirements of the Development Code, including the Hillside Development Ordinance, and the General Plan. The project will not be detrimental to adjacent properties or cause significant environmental impacts. IV. A RESOLUTION OF THE PLANNING COMMISSION OF THE CI'1` OF RANCHO CUCAMONGA, CALIFORNIA, APPROVING DESIGN Rtv.p FOR TRACT NO. 13674 LOCATED IN THE VERY LOW RESIDENTWl DISTRICT (LESS THAN 2 "DWELLING UNITS PER ACRE), ON THE w_. WEST SIDE OF AMETHYST STREET, NORTH OFc "VALLEY VIEW DRIVE, AND MAKING FINDINGS IN SUPPORT THEREOF - APN: 1061- 401 -03 A. Recitals. O Mighty Development has filed an application" for the Design Review of Trace No. 13674 as described in the title of this Resolution. Hereiraftsr, the subject Design Review request,.! I is referred to as "the 7, ;!Plication." (ii) On January 23, 1991, the Planning Commission of the City of tancho Cucamonga held a meeting to consider the application. (iii) All legal prerequisites prior to the adoption of ttis Resolution have occurred. B. Resolution. NO'r(, THEREFORE, it is hereby found, determined, and resolved by the Planning Commission of the City of Rancho Cucamonga as follows: 1. This Commission hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct, 2. Based upon substantial evidence pr :tinted to this Commission during the above - referenced meeting on January 23, 1991, including writte -1 and oral staff reports, this Commission hereby specifically finds as follows: 'i That the proposed project is consistent with the objectives of the General Plan; and (b) That the proposed design is in accord with the objectives of the Development Code and the purposes of the district in which the site is located; End (c) That the proposed design is in compliance with each of the applicable provisions of the Development Code; and (d) That the proposed design, together with the conditions applicable thereto, will nct be detrimental to the public health, safety or welfare or materially injurious to properties or improvements in the vicinity. T. PROJECT AND SITE DESCRIPTION: A. Action Requested: Approval of the site plan, elevations, and issuance of a Negative Declaration. B. Surrounding Land Use and 'toning: North Vacant; Park South - Vacant; Recreational Commercial East -- Vacant; Medium -High Residential (14 -24 dwelling units per acre) West - Del Mar Apartments; Medium -High Residential (14 -24 dwelling utcits per acre) C. ANALYSIS• A. General: The applicant is proposing to construct a temporary cag e— television receiving site to ' provide cable service for the Terra Vista Planned Community and neighboring areas (see Exhibit "B "). The site is located approximately 500 feet east of Milliken Avenue and immediately south of the approved YMCA site. The applicant is proposing to locate four 10 -foot high satellite dishes, a 30 -Foot antenna, and a temporary building within the confines of a 5 -foot high, slump block wall (see Exhibit "C "). Landscaping is proposed along all sides of the enclosure. The applicant is proposing to pave the driveway off Milliken Avenue for the first 1100 feet with the remainder of the driveway being gravel. Based on discussions with the applicant, they anticipate using the site for a period of at least two years, potentially extending up to five years. The applicant has been, and is currently, exploring possible locations in which to house their permanent facility, B. Dosi n Review Committee: The Committee (Melcher, Tolstoy, -r ufi review a—tWe proposal and recommended approval subject to the following conditions: 1. The wall enclosure proposed shoul'\ Je constructed* of block with a stucco finish, painted to'match the YMCA. 2. The landscaping along the southern portion of the enclosure should be pulled further away from the wall and more evenly dispersed to provide greater screening for the satellite dishes. C. Environmental Assessment: After having .compl,�ted the nvil"ironmen a ec ss , staff has determined that the proposed receiving site will not have a significant impact on the environment. Therefore, staff recommends that the Planning Commission issue a Negative Declaration. III. FACTS FOR FINDINGS: The project is consistent with the General pin, the eve opment_Code, and the Terra Vista Community Plan. The project will not be detrimental to adjacent properties or cause significant adverse environmental impacts. In addition, the 1 proposed use and site plan, together with the recommended Conditions of Approval, are in ccinpiiance with all applicable provisions of the Terra Vista Community Plan, the Development Code, and City Standards. j IV. (b) That the proposed use, together with the conditions applicable thereto, will not be detrimental to the public health, safety, or welfare or materially injurious to properties or improvements in the vicinity.
