CONSULTING INC. (for Chaffey Joint Union School District) - A proposal to subdivide four (4) vacant
parcels with a combined area of approximately 53 acres into 76 lots in the Very Low (VL) Residential
District located at the east side of East Avenue, north of the Foothill Freeway (SR-210); APN: 0225-191-
03, -04, -13, -15, and -20. Related files: Preliminary Review DRC2006-00793 and Variance
2009-00020.
Background: This application was previously reviewed by the Trails Advisory Committee on
December 9, 2009. At that time, the Committee recommended to the Planning Commission approval of
this application subject to some revisions, which were incorporated as Conditions of Approval. The
applicant indicated that his client could feasibly comply with most of the revisions. The exceptions were
some changes that required further discussion with, and approval by, the City's Engineering Department.
The outcome of those discussions follows each recommended condition. The Committee indicated that
it was unnecessary to have a follow-up review (deferring to staff to verify the revisions). However, to
ensure that the Committee is satisfied with the revisions, including some solutions that differ from those
originally requested, the application is being presented to the Committee for additional review and
discussion.
1. Preserve in-place, where feasible, existing trees that will be within the alignment of the new
Community Trail.
Comment: The Public Works Department's response is this would not be acceptable as this
would reduce the overall width of the trail and obstruct the passage of maintenance vehicles. The
trail would have to be widened to accommodate the presence of the trees. The alternate solution
proposed by the applicant and accepted by staff, is to plant a new windrow of Eucalyptus trees
parallel to the south perimeter of the project site.
2. If acceptable to the Engineering/Public Works Department Design, vehicles (horse trailers, hay
deliveries, etc.), shall be able to navigate throughout the network without having to drive in
reverse. Where a Local Feeder Trail ends at a Community Trail, vehicles shall be allowed access
onto the Community Trail, and the vehicle gate step-through may be eliminated.
Comment: The Engineering Department's response is this would not be acceptable as allowing
private vehicles on the Community Trail would incur additional operational expense for the City
and introduce a potential safety hazard. The alternate solution proposed by the applicant and
accepted by staff, is to have `hammerhead turnarounds' at the north terminus of each north-south
trail. Each turnaround has approximate dimensions of 20 feet (width) by 25 feet (length).
3. If acceptable to the Engineering/Public Works Department, acquire an access easement from the
developer of Tract 17651 to allow equestrian vehicle access from the Community/Local Feeder
Trails.
Comment: The Engineering Department's response is this would not be acceptable as allowing
private vehicles to cross the Community Trail would incur additional operational expense for the
City and introduce a potential safety hazard. The alternate solution proposed by the applicant
and accepted by staff, is to have 'hammerhead turnarounds' at the north terminus of each
north-south trail. Each turnaround has approximate dimensions of 20 feet (width) by 25 feet
(length).

4. Enlarge the corner 'cut-offs' at the intersection of the north to south and the east to west trails at
Lots 15 and 16 so that they are 20 feet by 20 feet (instead of 10 feet by 10 feet).
Comment: The applicant indicated that they could comply with this revision (note: the corner
'cut-offs' are still shown with dimensions of 10 feet by 10 feet).
5. Provide missing corner 'cut-off' at the right angle turn of the trail, located at Lot 17.
Comment: The applicant completed this revision. However, the 'cut-off' will need to be
increased to 20 feet by 20 feet similar to Condition No. 4 above.
6. Drainage 'V' ditches shall be no more than 6 inches deep and minimum of 5 feet wide.
Comment: The applicant has indicated that they will comply with this revision.
7. Provide walls per City standard instead of PVC fencing throughout the trail network within the
tract, except along the north side of the Community Trail.
Comment: The applicant has revised the plans. Instead of a 6-foot high block wall, proposed by
the applicant and accepted by staff, is a 2-foot high block wall with a 4-foot high wrought iron
fence on top of it with pilasters located at equal intervals along the length of each wall segment.
These walls are shown on the plans as solid lines.
8. Provide PVC fencing at the south side of Lot 76.
Comment: The applicant has indicated that they will comply with this revision.
9. Increase the width of the trail entrance at Lots 17 and 76 to facilitate vehicle access.
Comment: The applicant has indicated that they will comply with this revision.
10. Install the replacement Eucalyptus windrows in the Community Trail and make part of the
Community Trail maintenance. Provide additional width as necessary.
Comment: The Public Works Department's response is this would not be acceptable as this
would reduce the overall width of the trail and obstruct the passage of maintenance vehicles.
Furthermore, this would incur additional operational expense for the City. The alternate solution
proposed by the applicant and accepted by staff, is to plant a new windrow of Eucalyptus trees
along the south perimeter of the project site.
11. Provide striping in the street at all horse crossings.
Comment: The applicant has indicated that they will comply with this revision.
12. Reduce the length and eliminate interim turnarounds of the east to west trail segments behind
Lots 1 and 16.
Comment: The applicant has indicated that they will comply with this revision. However, it
appears that the applicant is proposing the same 'hammerhead turnarounds' as proposed to

address Condition No. 2. During the previous Committee review, it was concluded that these
turnarounds are not necessary at Lots 1 and 16.
13. Provide trail signage for the Community Trail at all trail intersections per City standards.
Comment: The applicant has revised the plans accordingly.
Additional comments:
1. The Committee may want to consider a corner 'cut-off' of 20 feet by 20 feet at the right angle turn
of the trail located at the southwest corner of Lot 76. However, because of the alignment of the
walls at this location, the width of the trail is approximately 30 feet at this location and a 'cut-off'
may not be necessary.
2. Between Lots 8 and 9 there is a 25-foot wide drainage easement with two (2) parallel wall
segments proposed on either side of it. One of the walls will be on the property line that will
separate the two lots. The other wall will be within Lot 9; this wall appears unnecessary or is a
drafting error and should be revised accordingly.
3. Between Lots 15 and 16 there is a proposed 15-foot wide equestrian trail with a 5-foot wide
drainage easement. However, at the north end of the trail near the street there is a block wall
proposed across it and there is no wall proposed along the east side of the trail. This appears to
be a drafting error and should be revised accordingly.
4. Provide the missing corner 'cut-off' of 20 feet by 20 feet at the proposed trail intersection located
at the southwest corner of Lot 10.
Staff Recommendation: Staff recommends that the project be approved, incorporating the above
revisions, and forwarded to the Planning Commission for review and action.
