Staff Planner: Steve Fowler, Assistant Planner Action: The applicant, Tina Wong, attended the meeting and expressed they had inquired about allowing a driveway approach on Etiwanda Avenue approximately two years ago when the northerly neighbor constructed his garage and installed an approach on Etiwanda Avenue. Committee Member, Carol Douglas, posed concerns regarding the decomposed granite being maintained within the trail right-of-way. A condition will be attached to the Minor Exception Review requiring that the trail be maintained. Tom Tisler (Committee Member), had concerns regarding passenger vehicles exiting the rear yard and out toward the trail where pedestrians travel. It was noted that the trail is approximately 10 feet wide there and the garage is to be used for recreational vehicles only, and not passenger vehicles. All passenger vehicles will be parked in the three car garage attached to the main residence. The Committee recommended that the application move forward as stipulated in the Committee discussion. III. PUBLIC COMMUNICATION: This is the time and place for the general public to address the Trails Advisory Committee. Items to be discussed here are those which do not already appear on this agenda. Design Parameters: The applicant is proposing to construct a 678 square foot second dwelling with a 292 square foot shop attached to a 1,491 square foot recreational vehicle garage at 12901 Cherokee Road. This site is on the southeast corner of Cherokee Road and Etiwanda Avenue in the Very Low Residential District of the Etiwanda Specific Plan. The garage will be taking access from Etiwanda Avenue. A 20-foot section of trail fencing will be removed to allow a clear line of site. Also, the driveway approach is limited to a 12-foot width and the apron will stop at the trail fencing and decomposed granite will be installed across the trail area. A similar driveway was installed on the property on the northeast corner of Cherokee Road and Etiwanda Avenue. The applicant has been in contact with the City for over a year working out the access issue from Etiwanda Avenue. This application is for a minor exception of the height limitation in the rear yard setback because of grading constraints. STAFF RECOMMENDATION: Staff requests that the Trails Advisory Committee members review the proposed change to the trail and provide input and direction.
