Purpose Statement
The Rancho Cucamonga Public Library Foundation supports the Rancho
Cucamonga Library's innovative programs and services. We believe the library is
the cornerstone of lifelong learning throughout our community by transforming
knowledge, imagination, and discovery.
Our unique contribution to the library is demonstrated through:
• Fundraising for library programs and services
• Advocating at the local, state, and national levels
• Creating awareness of our 3 Amazing Libraries
We are a passionate and diverse team of talented, dedicated volunteers committed
to enriching the Rancho Cucamonga Library.

Brief History of RC Library Foundation
The Rancho Cucamonga Public Library Foundation was founded as a 501(c)3
organization in 1997. When first incorporated, the bylaws of the Foundation stated
that:
The purpose of the Foundation is to provide support to:
(a) Aid and assist the Rancho Cucamonga Public Library, hereinafter referred to as the "library",
in any manner which will benefit the Library and its programs and which will improve its
potential to provide service to the citizens of the City of Rancho Cucamonga.
(b) Undertake any programs or projects which will serve the purpose stated above and are
deemed appropriate and advisable by the Library Director and the duly appointed members
of the Rancho Cucamonga Public Library Board of Trustees;
(c) Operate exclusively for charitable, literary, or educational purposes, including but not limited
to, merchandising and to soliciting and receiving contributions, gifts, endowments, or
bequests in any negotiable form, banking or investing the receivables, and distributing these
assets for the benefit of the Library;
(d) Encourage understanding and appreciation of the work of the Rancho Cucamonga Public
Library
These same goals continue today. Over the years, the Rancho Cucamonga Public Library
Foundation has raised over two million dollars to support the programs and services of the
Rancho Cucamonga Public Library.
Funds for the Library have been raised in creative ways.
Since their inception, the Library Foundation has
sponsored a number of events including partnering with
local wineries for wine tastings and dinners, partnering
with local businesses on shopping "give back" programs, -
working with the Lewis Operating Corporation on an - " " . L ,;

apartment rental agreement, and sponsoring its signature
fundraising program, the Library Telethon, a live broadcast
that highlights local community entertainment.
Between 2002 and 2006, the Library Foundation joined forces with the Rancho Cucamonga
Community Foundation to form the Performing Arts and Literacy (PAL) campaign, a
capital building campaign to raise funds for the Victoria Gardens Cultural Center and what
is now the Paul A. Biane Library. The PAL campaign raised over $5 million.
IIIIIIIIIIII Today, the Rancho Cucamonga Public Library Foundation
continues to raise funds for the Library. Recent highlights
include being one charity designated by the Victoria Garden
Shopping District for their "Tour de Fork", receiving grants
from both Southern California Edison and the Southern

providing the seed funding for the Rancho Cucamonga Public Library to develop their Play
and Learn IslandsTM, which are now being sold to libraries throughout the State of
California.
In addition, the Library Foundation continues to sponsor the very popular Library
Calendar and Annual Report, which is distributed widely in the schools and throughout the
community, (This year, it is anticipated that a minimum of 20,000 calendars will be
distributed.) The calendar outlines the over 900 different programs, story times, computer
classes and other events that are held annually at the 3 Amazing Libraries.
The Library Foundation, in conjunction with the
• Friends of the Library also helps to sponsor the
Summer Reading Program, which over 6,000 children
�Mi -r participate in annually, and the quarterly Cultural
” r� i' , ,;; ,t74. Arts Night events, where anywhere from 400 to 1,500
members of the community will come out the Library to
enjoy live music, storytellers, crafts and other
interactive activities geared for towards the entire
family.

Strategic Planning Process Overview
The Rancho Cucamonga Library Foundation is dedicated to supporting the City of
Rancho Cucamonga Library's innovative programs and services through
fundraising, creating awareness about the City's three exceptional libraries and
advocating for library interests and goals at the local, state, and national levels. In
order to become even more effective at supporting the outstanding Rancho
Cucamonga Library system, the Foundation began a strategic planning process in
the summer of 2013.
The Foundation Board Executive Committee, working with facilitator Ray Patchett,
launched the process on August 16, 2013. The Executive Committee established the
overall strategic planning process (Appendix A), including determining the scope of
the process, the participants and the schedule.
On Saturday August 24, 2013 the full Board met to begin developing the strategic
plan. The workshop started with a Year End Review and Forecast of the Trends:
What's Ahead, presented by the Library Director and Assistant Library Director.
Key points learned from the review and the forecast are:
• The Library needs to remain cognizant of trends in society, and how to
incorporate these trends (and not only library trends) into their operation and
culture.
• Similarly, the Library Foundation must be aware of current trends in
fundraising (i.e. crowd funding and crowd sourcing.)
• Libraries will remain relevant in our community as long as the Library (and
by extension, the Library Foundation) can continue to provide programs and
services that the community values, wants, and perhaps does not even realize
they need (yet.)
During the same meeting, the Board drafted the m•., "Ait

when we accomplish our work.
At the same workshop, the Board conducted a
SWOT Analysis (Appendix C), which helped
assess the Foundation Strengths, Weaknesses, Opportunities and importantly
Threats. The work of the full Board was returned to the Executive Committee to
clarify and refine.

On Monday September 9, 2013, the Board Executive Committee convened to hone
the Foundation purpose statement (Appendix D) into an engaging powerful draft
Foundation purpose statement for full Board consideration.
The Executive Committee also reexamined the Board SWOT Analysis input to
ascertain the essential Strategic Directions on which the Foundation must focus in
order to support the City of Rancho Cucamonga Library programs and services. The
draft Strategic Directions (Appendix E) developed by the Executive Committee from
the SWOT Analysis are:

strategic goals that align with the strategic
directions that the Board must address over the
next two to five years to be successful.
On Tuesday October 1, 2013 the Board Executive Committee convened to confirm
the Foundation's Strategic Directions and reshape the Foundation Goals (Appendix
H) for clarity, particularly as it relates to timing and resources.
On Monday, October 7, 2013 the full Foundation Board met to finalize the Rancho
Cucamonga Library Foundation Board Purpose Statement (Appendix I) and finalize
the Strategic Direction and Goals (Appendix J).
What follows are the results of that process. Members of the Board and Executive
Committee are proud to present the Rancho Cucamonga Library Foundation 2014-
2016 Strategic Directions and Goals.

Summary and Conclusion
The world is rapidly changing. The pace is unrelenting, with the demands for
library services and programs growing daily, resulting in numerous challenges and
ample opportunities for the Rancho Cucamonga Library Foundation.
Technology is providing challenges in that everything happens faster than at any
prior time in history. Opportunities abound in finding ways to connect and serve
patrons that we cannot even comprehend given our current thinking. It is essential
that we use our imagination and creativity to fundraise and support our Library
programs and services, so that they can sustain their exceptional services and
programs for our whole community.
In that context, the role of libraries is changing to be not only the cornerstone of life-
long learning, but also to serve as a catalyst for people to come together in the
pursuit of community, knowledge, and discovery. The Foundation is a vital
resource partnering with people from all walks of life and establishing alliances
with the business, faith, government and non-profit sectors to provide world-class
library programs and services.
The Foundation's defining motive is to deliver on our Foundation purpose, which is
to fundraise, advocate and create awareness of our 3 Amazing Libraries. Each
action we take must be directed toward realizing our goals. Therefore, this
strategic plan is an outline of continuous planning and evaluation; establishing a
strategic base that will help us respond to the needs of our community and supports
the City of Rancho Cucamonga Library system.
The future is full of challenge, promise and change. WE will face many challenges
in delivering on our purpose and role. WE will partner and engage our community.
We will work hand in hand with the Rancho Cucamonga Library staff to provide the
finest library programs and services in the land. And, our efforts will make a
meaningful difference for the Rancho Cucamonga Library system and in the lives of
ALL of the people that they serve.

The Rancho Cucamonga Public Library Foundation supports the Rancho
Cucamonga Library's innovative programs and services. We believe the library is
the cornerstone of lifelong learning throughout our community by transforming
knowledge, imagination, and discovery.
Our unique contribution to the library is demonstrated through:
• Fundraising for library programs and services
• Advocating at the local, state, and national levels
