Design Parameters: The project site is a parcel of about 315,000 square feet(7.24 acres)that is about 330 feet(south to north) by about 935 feet (east to west). The site is approximately 600 feet south of Foothill Boulevard. The site is presently developed with 14 office buildings. Because of the rectangular shape of the site,the buildings are"centered"on the site and arranged linearly from east to west in two(2) rows of seven (7)buildings per row. Parking is principally located on the north and south sides of the site with additional parking on the east and west sides of the site. Access to the site is via a single driveway on Rochester Avenue. The center is bound on the north by another (partially) completed commercial complex; on the south by the parking lot for the Rancho Cucamonga Adult Sports Complex; and on the east by an agricultural nursery within a Southern California Edison (SCE) utility corridor. The applicant proposes to amend the Uniform Sign Program that was originally approved on January 9, 2008. The existing sign program dictates that all buildings/tenants shall have one (1) reverse channel, halo-lit aluminum sign not to exceed 12 inches in height to be mounted on metal canopies that are located at each building entrance (Pages 9 and 10). The proposed amendment adds a provision that would permit certain tenants to have a sign on the glass fascia of each building and a wall sign on the north or south elevation instead of the canopy sign (Pages 17-20). Included in the amendment are text changes to accommodate the new signs(Page 5). The remainder of the sign program will be unchanged. For clarity, staff will refer to the existing sign type allowed as"Sign Type 1" and the proposed sign types "Sign Type 2A" and "Sign Type 2B." The proposed amendment complies with the standards and guidelines set forth in the Sign Ordinance, including the maximum number of signs per tenant, sign construction/materials, use of channel lettering, and illumination. The number of signs per tenant will be limited to one (1) when using Sign Type 1 and two (2) when using Sign Types 2A/B. Both the existing and proposed sign types use the same materials and halo-lit illumination. The primary differences between the sign types will be how and where they are installed on the buildings. Sign Type 2A(Pages 17 and 18) uses a steel framing system upon which the letters are mounted. The combined letters and framing are attached to the building via a set of hangers that attach to the parapet. The sign itself will be in front of the glass window but no penetrations through the glass are necessary. Electrical wiring is routed through the framing, while all of the associated switches,transformer boxes, etc.will be behind the parapet. The frame of the sign will be designed to match the appearance and pattern of the mullions on the windows and will be low in profile; the steel tubes that comprise the frame will be 1 inch by 2 inches in size. Sign Type 2B (Pages 19 and 20) is a conventional design where each channel letter is mounted to the wall with the associated electrical hardware located behind the parapet wall. The physical dimensions of Sign Types 1 and 2B are approximately the same and allow for only one line of text. However, the overall height dimension of Sign Type 2A is about 60 inches and is comprised of 3 lines of text with each line of text 20 inches high. DRC AGENDA DRC2009-00772 —WF CONSTRUCTION October 20, 2009 Page 2 Staff Comments: The following comments are intended to provide an outline for Committee discussion. Major Issues: The following broad design issues will be the focus of Committee discussion regarding this project. 1. Installation: The installation of Sign Type 2A using a hanging frame over the parapet wall has been permitted at other locations in the City, including several office buildings located at the east side of Haven Avenue, south of Arrow Route. Staff notes that this is not typical as most signs are wall-mounted. However, the presence of glass windows on the subject buildings generally excludes this method. Does the Committee approve of this type of installation at this office complex? The installation of Sign Type 2B is conventional and staff does not foresee any problems with this sign installation. 2. Design: If the Committee accepts the above-noted installation method,the applicant proposes three basic designs —channel letters with a backing plate that 'fits' the shape of the window behind it, channel letters with a backing plate that is shaped to follow the contours of each letter, and channel letters with no backing plate. Does the Committee have a preference? 3. Size: If the Committee accepts the above-noted installation method for Sign Type 2A, the applicant proposes an overall height dimension of about 60 inches that will be comprised of 3 lines of text with each line of text 20 inches high. Does the Committee accept these dimensions or is the preference for smaller dimension, e.g. 3 lines of text with each line of text 12 inches high? If the Committee accepts the wall-mounted channel letters for Sign Type 2B, the applicant proposes an overall height dimension of about 18 inches that will be comprised of one line of text. Does the Committee accept these dimensions or is the preference for smaller dimension, e.g. match the maximum text height permitted for the canopy-mounted signs which are limited to 12 inches high? 4. Mix of sign types: The amended sign program will have three different sign types, i.e canopy-mounted, hung frame-mounted, and wall-mounted. Staff notes that typically for Uniform Sign Programs, signs are the same design with the most significant variation being the physical dimension of a sign, depending on the tenant. Does the Committee approve of this mix of sign types at this office complex? Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues. None. Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion. None. Staff Recommendation: Staff requests direction on the proposal which will then be used to formulate a recommendation to the Planning Director for review and action.
