PROJECT REVIEW ITEMS
This is the time and place for the Committee to discuss and provide direction to an applicant regarding
their development application. The following items do not legally require any public testimony, although
the Committee may open the meeting for public input.

(Steve/Willie) DEVELOPMENT REVIEW AMENDMENT DRC2009-00413 - STANTEC CONSULTING —
COMERICA BANK - A request to construct a 3,982 square foot retail bank with a drive
thru at an existing retail center within the Industrial Park District, Subarea 7, located at
12035 Foothill Boulevard — APN: 0229-023-05. On January 24, 2007, a Mitigated
Negative Declaration was adopted by the Planning Commission for Tentative Parcel Map
SUBTPM17818. The California Environmental Quality Act provides that no further
environmental review or Negative Declaration is required for subsequent projects or minor
revisions to projects within the scope of a previous Mitigated Negative Declaration.
PUBLIC COMMENTS
There were no public comments.

DEVELOPMENT REVIEW AMENDMENT DRC2009-00413 - STANTEC CONSULTING —
COMERICA BANK - A request to construct a 3,982 square foot retail bank with a drive thru at an existing
retail center within the Industrial Park District, Subarea 7, located at 12035 Foothill Boulevard —
APN: 0229-023-05. On January 24, 2007, a Mitigated Negative Declaration was adopted by the
Planning Commission for Tentative Parcel Map SUBTPM17818. The California Environmental Quality
Act provides that no further environmental review or Negative Declaration is required for subsequent
projects or minor revisions to projects within the scope of a previous Mitigated Negative Declaration.
Background: At the Design Review Committee meeting held on February 16, 2010, the applicant was
asked to return and provide color samples of the proposed roof material color and samples of the
approved roofing material to allow for the comparison of both materials. The samples that were
previously submitted to staff were light in color and apparently may not represent the true colors that the
applicant is trying to use.
Design Parameters: The applicant is requesting that the Committee review the previously approved
Charcoal Blend and proposed Charcoal Brown Blend roof material samples in order to allow the
Design Review Committee to make an informed decision on the aesthetics of the building. This roof
material review follows the new roof pitch to accommodate the concrete tile roofing material that was
recommended for approval at the February 16, 2010, meeting. The applicant was approved to construct
a 3,982 square foot bank building with a drive thru ATM at 12035 Foothill Boulevard at the
January 13, 2010, Planning Commission meeting.
Staff Comments: The following comments are intended to provide an outline for the Committee
discussion regarding this project.
Maior Issues:
1. The applicant is requesting a Charcoal Brown Blend roof material be reviewed and be approved as
roof material for the COMERICA bank building.
Staff recommendation: Staff recommends that the Design Review Committee review the color
samples of the roof material and give a recommendation to the Planning Commission.
Design Review Committee Action:
Yvonne Buan and Renee Webber presented full samples of the approved roof color Charcoal Blend and
the previously reviewed color of Charcoal Brown Blend. The Design Review Committee recommended
approval of the Charcoal Brown Blend citing that the full samples demonstrate that the color is darker
than the previous samples and is inline with what the Committee was looking for in a color contrast on
the building.
