PROJECT REVIEW ITEMS
This is the time and place for the Committee to discuss and provide direction to an applicant regarding
their development application. The following items do not legally require any public testimony, although
the Committee may open the meeting for public input.

(Tabe/Carlo). MINOR DEVELOPMENT REVIEW DRC2010-00292 - TAFT & ASSOCIATES, INC. -
A request to modify the color scheme of an Albertsons grocery store within the
Community Commercial (CC) Development District at the northwest corner of
Foothill Boulevard and Vineyard Avenue, located at 8850 Foothill Boulevard -
APN: 0207-102-20. The Planning Department staff has determined that the project
is exempt from the requirements of the California Environmental Quality Act (CEQA)
and the City's CEQA Guidelines as a Class 1 (CEQA Guidelines Section 15303)
exemption, which covers the maintenance of existing structures that involve little or
no expansion of use beyond that existing at the time of the lead agency's_
determination.

MOBILE - A request to install a 61-foot tall multi-carrier wireless facility designed as a
clock tower with an equipment enclosure at an existing retail center in the
Neighborhood Commercial District, located at the southeast corner of Base Line
Road and Milliken Avenue - APN: 0227-182-17.

MINOR DEVELOPMENT REVIEW DRC2010-00292 - TAFT & ASSOCIATES, INC. - A request to modify

Project Overview: The applicant proposes changing the color scheme of the Albertsons grocery store
located at the northwest corner of Foothill Boulevard and Vineyard Avenue. Albertsons is part of a
multi-building commercial center that includes four other buildings. The center has been subdivided
between various property owners.
Albertsons is currently painted a slightly different color scheme than the other buildings in the center.
The proposed colors are 'White Dove" for the major building color and "Valley Forge Brown"for the base
color of the building and the trim color. The applicant does not propose repainting the Albertsons gas
station at this time, which is physically separated from each other by a parking lot. Staff has informed the
applicant that any modifications beyond the change in the color scheme will require the approval of a
separate Minor Development Review and a Sign Permit.
Staff Comments: Staff has visited the site and believes that the proposed colors are in keeping with the
colors used on the other buildings in the center, which are painted in various shades of beige with darker
trim colors. In the last year, Jack in the Box was repainted with much darker colors without receiving
prior approval from the City. Staff feels that the proposed colors will make the Albertsons building stand
out from the other buildings in the center without being discordant with them, which is appropriate for the
major tenant in the center.

Staff Recommendation: Staff recommends that the Design Review Committee approve the proposed
color change as presented.
Design Review Committee Action: The project was approved as presented.

CONDITIONAL USE PERMIT DRC2009-00253 - VERIZON WIRELESS AND T-MOBILE -A request to install a 61-
foot tall multi-carrier wireless facility designed as a clock tower with an equipment enclosure at an existing retail
center in the Neighborhood Commercial District, located at the southeast corner of Base Line Road and Milliken
Avenue -APN: 0227-182-17.
Design Parameters: The applicant is proposing to construct a 61-foot tall multi-carrier wireless facility
designed as a clock tower and an equipment enclosure at the southeast corner of Base Line Road and
Milliken Avenue. The tower will be located within the Central Park Plaza Shopping Center at the
northwest corner of the site.
The clock tower will be just over 61 feet tall with the ability to accommodate (3) wireless carriers. Both
Verizon and T-Mobile will be collocating onto this tower once it is built. The tower has incorporated
elements from the shopping center into its design. The majority of the tower will be various colors of
brown and tan. The roof will consist of the Mission Clay Tile roofing that is used on the existing buildings
in the center. The tower is divided into three sections by trim accents. To break up the height, the lower
two-thirds of the tower will be a darker shade than the top one-third of the tower. The face of the clock
will be bordered by a trim detail for articulation. Also, recessed tile accents along with score lines will be
installed on all four elevations of the tower. A decorative wrought iron fence has been proposed at the
base of the tower to secure the interior of the tower.
An equipment enclosure has been proposed between the tower and the existing bank building to the
east. The enclosure will utilize the same materials as the tower but it will be constructed from CMU block
and have a stucco finish to match the surrounding buildings. Also included on the elevations of the
equipment enclosure, are some arches to tie in the elements of the center. The mansard roof will also
have Mission Clay Tile roofing.
Staff Comments: The following comments are intended to provide an outline for the Committee
discussion regarding this project.
Major Issues: The applicant worked hard with staff to follow the criteria outlined in the Development
Code. There are no major issues regarding this project at this time.
Staff recommendation: Staff recommends that the Design Review Committee recommend approval of
this application to the Planning Commission.
Design Review Committee Action: The Committee members reviewed the project and agreed to
recommend the item move to the Planning Commission for approval.
