HILLSIDE DESIGN REVIEW DRC2008-01012 - ANDRESEN ARCHITECTURE, INC - Development
Review Application to consider architectural and site plans for an 11,906 square foot single-family
residence, an attached 1,668 square foot RV garage, a 1,359 square foot detached garage, a 2,101
square foot detached equestrian/storage/workshop building and multiple deck/patio areas totaling
5,339 square feet on a 12.42-acre lot located at the northwest corner of Amethyst Avenue and Almond
Street on a site that is encompassed by the Very Low (VL) Residential District (.1 to 2 dwelling units per
acre), Flood Control (FC) District and Open Space (OS) District -APN: 1061-501-03. Staff has prepared
a Mitigated Negative Declaration of environmental impacts for consideration.
Project Review Guidelines: The proposed single-family residence is located in the Very Low (VL)
Residential District and within the Hillside Overlay District. The intent of the Hillside Development
Regulations is to minimize grading and ensure that the form, mass, profile, and architectural features of
the house are designed to blend with the natural terrain, preserve the character and profile of the slope,
and give consideration to the size and configuration of the lot.
Because of the grades on the site, the applicant proposes as much as 12 feet of cut/fill. The
Development Code requires that cut/fill over 5 feet requires Planning Commission approval.
Recommendations by the Committee will be forwarded to the Planning Commission for review and
action.
Site Characteristics: The project site is located on the north side of Almond Street at the top of
Amethyst Avenue on a 12.42-acre site. The site is made up of multiple zoning districts, with the
developable portion of the site (Very Low Residential) encompassing 3.2 acres. The applicant has
received permission from the San Bernardino Flood Control District to encroach on their easement to
construct a driveway and patio/recreation areas. The applicant has also received a letter from the Army
Corps of Engineers stating that the project is not under their jurisdiction; therefore, no additional permits
are required from them. The residence to the west shares an access driveway off of Almond Street,
which is entirely on the applicant's property. The lot drains roughly from north to south, with an
approximate elevation change of 200 feet from the north to the south property lines. The lot is bordered
by existing single-family residences to the west and to the southwest on Gooseneck Drive; undeveloped
land outside the boundary of the City to the north; and San Bernardino Flood Control District land to the
east.
Project Design Overview: The applicant proposes constructing an 11,906 square foot single-family
residence, an attached 1,668 square foot RV garage, a 1,359 square foot detached garage, a
2,101 square foot detached equestrian/storage/workshop building, and multiple deck/patio areas totaling
5,339 square feet. The house was designed to work with the grades on the site with the 1st floor/RV
garage tucked under the main living area. The design is within the required building envelope and all
retaining walls conform to the related height limitations. The applicant was unable to minimize the
on-site grading to meet the 5-foot cut/fill limitation necessary for Planning Director approval.
Because of the size of the proposed improvements, a large amount of grading is required. The applicant
has worked to balance the cut/fill with the project requiring 238 cubic yards of fill. Multiple retaining walls
were required because of the 12 feet of cut necessary to construct the driveway and garage. There are
a series of 5 short (3-foot maximum) retaining walls north of the house. The applicant is using gravity
retaining walls that will be landscaped and irrigated with the areas between the retaining walls planted
with scrubs and groundcover to soften their appearance. The house will screen these retaining walls

from public view.
The proposed house conforms to the design guidelines outlined in the Development Code, including
carrying materials and architectural features to all elevations. The lot coverage will be approximately
10.5 percent, which is below the maximum 25 percent permitted in the Very Low (VL) Residential District.
The applicant will widen Almond Street and install the required Community Trail improvements.
Staff Comments: The goals of the Hillside Development District is to minimize the adverse impacts of
grading and to maintain an environmental equilibrium consistent with the existing vegetation, wildlife,
soils, geology, slopes and drainage patterns and to preserve the natural topography and scenic
character of the site. The goals of the Equestrian Overlay District are to promote a rural/farm character
in an urban setting in order to create an infrastructure for the keeping of horses.
The size of the proposed house, garages, outbuildings, and patio areas create a major impact on the
existing undeveloped site. While the applicant has worked to adhere to the restrictions outlined in the
Hillside Development Regulations (Chapter 17.24), the proposed 20,272 square feet of improvements
make it difficult not to create a major impact on the rural character of the site. The question is whether
the large size of the site (12.42 acres) helps to diminish the negative impacts the project has on the
environment. It should be noted that a large portion of the site is undevelopable because of the zoning
and flood control easement restrictions.
Major Issues: The size of the proposed improvements are an issue (see staff comments above).
Minor Issues: None.
Staff Recommendation: The applicant has worked hard to balance the requirements of the Hillside
Development District and the homeowner's desire to live in a very large home. On-site grading has been
reduced to the greatest extent possible, with the house tiered to the existing slope and retaining walls
integrated into the foundation of the house. Additionally, the large lot size helps to mitigate the large
footprint of the project, with roughly 9 acres of the 12.42-acre site left undisturbed. Staff recommends
that the Committee support the proposed design with consideration given to whether the project fully
conforms to the intent of the Hillside Development District.

UNIFORM SIGN PRGRAM (AMENDMENT) DRC2010-01010 - VIRGINA DARE BUSINESS CENTER -
NATIONAL SIGNS - A request to amend Uniform Sign Program No. 39 to allow Logos, double stacked
lines of copy on the first floor of the building and to designate new areas to place building identification
signs on the building located at 10470 Foothill Boulevard within the Virginia Dare Business Center.
Design Parameters: The building is a 34,642 square foot multi-tenant office building on the northwest
corner of Foothill Boulevard and Haven Avenue. The applicant is proposing to modify the existing
Virginia Dare Business Center Uniform Sign Program No. 39 to allow tenant spaces over 3,000 square
feet of floor area to have building identification signs on the south and east elevations at a maximum
letter height of 24 inches but to allow double line copy up to 48 inches. This would double the current
sign height of 24 inches, but the maximum letter height for a single letter on a line will remain at
24 inches. The maximum sign area at no time will be bigger than the maximum of 150 square feet area
as allowed by the sign code. The square footage of a sign will still be calculated by the amount of linear
leased frontage of each tenant in a multi-tenant situation. The applicant's request to amend the program
to allow two lines of copy will set the maximum over all sign height as 48 inches and as an example a
48-inch sign could consist of two lines of copy with 22-inch letters and the code will require at least a fl-
inch separation between lines, thereby totaling a maximum overall height of 48 inches. The maximum
number of signs that will be allowed on the building at any given time is 4 signs as indicated in
Exhibit B-2 (Multi-Tenant). A single tenant or sole tenant as indicated in Exhibits B-1 (Single/Sole
Tenant) and can only have a total of two building identification signs. The areas where tenants can place
signs will depend on the number of tenants in the building (Exhibits B-1 and B-2), and no signage will be
allowed on the band above the second floor. The signs can only to be located on the band area between
the first and second floor.
The last change to this program is to only allow logos with the landlord's approval. The changes to the
Sign Program will only affect the building at 10470 Foothill Boulevard, which is located at the south east
corner of the property. The maximum allowable length of the signs is also being changed from a
standard 24 inches to 70 percent of the total leased linear frontage, which the Sign Ordinance allows.
This is to allow the single tenant to be able to use the single line of copy for the building identification
signs on both frontages. This amendment only changes Pages 3, 7 and 8 of the Uniform Sign Program.
Staff Comments: The following comments are intended to provide an outline for the Committee
discussion regarding this project.

Technical Issues: The applicant worked with staff to follow the City's Sign Ordinance and comply with
the design criteria outlined in the Development Code. Staff finds the proposal acceptable with the
inclusion of the following items:

1. Add to insert Page 3, No. 7 to read as follows: If Single Tenant no longer occupies entire building,
and then signage for any additional tenant will require the sole tenant to adhere to Exhibit B-2 and
modify any existing signage that does not meet the requirements for location on this Exhibit.
2. Insert Page 3 with this modification will replace the current draft previously proposed. The new
insert will be placed in Uniform Sign Program No. 39 following approval of the DRC.
Staff recommendation: Staff recommends that the Design Review Committee recommend approval of
the Amendment of Uniform Sign Program No. 39 with above corrections.

Design Requirements for Illuminated Signs
1. All letters must be plex face channel, in upper case letters. All tenants shall utilize the Optima
Bold letter style as shown in Exhibit"A". No logos will be permitted unless approved by
landlord. Logos may utilize registered colors and artwork.
2. A *major tenant with a registered trademark,five (5) existing locations, and 3000 square
feet of tenant space may use their own letter style.
* Definition of major tenant-A single tenantoccupying more than 3000 square,feet of
contiguous space in a building.
3. Maximum width shall be equal to 70%.of the lineal leased frontage. Single tenant (Sole
Tenant in building) sign must center horizontally on said.frontage. Multi-tenant signs
must be two feet horizontally from the edge of said frontage. See Exhibit"B1 (Sole
Tenant)& 132 (Multi-Tenant)"
4. Stacked copy of two (2) lines of.22" letters with 4"separation between lines totaling up to
48" in overall height shall be allowed on buildings with tenants over 3000 square feet.
5. Tenants with more than one.(1)front may have to two (2)building signs, or two (2)building
signs, and one (1)monument space.
6. Approved plex color is Acrylite-015-2 white or equivalent. Approved neon color is clear red.
Construction Requirements
1. Letter fabrication to be 5"deep and 22ga sheet metal returns and backing: Interiors to be
primed and painted white. Exteriors to be primed and painted dark green with '1/8 thick plex
faces and 3% white or bronze trim cap. For reverse channel halo illuminated channel letters
utilizing LED illumination letters may be reduced to 3" in depth.

INSTALLATION
1. Tenant' s sign contractor shall completely install and
connect sign display and primary wiring at sign
location stipulated by landlord.
2 . Landlord reserves the right to hire an independent
electrical engineer (at tenant ' s sole expense)
