PROJECT REVIEW ITEMS This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. The following items do not legally require any public testimony, although the Committee may open the meeting for public input. 7:00 p.m. (Donald/Tasha) MINOR DEVELOPMENT REVIEW DRC2011-01021 - STEENO DESIGN STUDIO FOR CROSSROADS RV STORAGE - A request to change the exterior building material from split face to stucco for a previously approved master-planned recreational vehicle and self storage facility on 13.47 acres of land, located at the southwest corner of the eastbound SR-210 Freeway and southbound 1-15 Freeway interchange - APN: 0228-011-31 and 38. Related files: Conditional Use Permit DRC2003-00048 and Conditional Use Permit DRC2008-00204. The Planning Department staff has determined that the project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) and the City's CEQA Guidelines since it involves the alternation of the exterior elevations for a previously approved building. The project is categorically exempt under Section 15301 (Existing Facilities) of the California Environmental Quality Act. PUBLIC COMMENTS There were no public comments. Background: On April 14, 2004, the Planning Commission approved Conditional Use Permit (CUP) DRC2003-00048, a master plan for a recreational and boat storage facility on 9.87 acres of land at the intersection of the eastbound SR-210 and 1-15 Freeway interchange, north of Victoria Street. At that time, the Planning Commission approved an entitlement that was specifically limited to approval of Phase I with only Phase II being indicated as a conceptual layout for future development of the site. Phase I of the master plan consists of 165 covered storage spaces, 278 open spaces, a 1,200 square foot office and caretaker residence, and a 1,800 square foot detail area for recreational vehicles and boats. On September 24, 2008, the Planning Commission approved Conditional Use Permit (CUP) DRC2008-00204, Phase II of the master-planned project. Phase 11 consists of 393 self-storage units that vary in square footage. Environs: The proposed project is located at the confluence of the eastbound SR-210 and southbound 1-15 Freeways. Immediately to the east and south is the 1-15 Freeway, and to the north is the SR-210 Freeway. To the west, across the San Sevaine Drainage Channel, is the Victoria Street Basin. Approximately 200 feet northwest of the project site, across the flood control channel, are single-family dwelling units. Access to the 3.6-acre parcel is from Victoria Street via a Flood Control access road, west of the 1-15 Freeway overpass. Applicable Development Code Sections: Section 17.02.070 — Revisions/Modifications of the Development Code states the following: Minor revisions or modifications to approved site plans, conceptual grading plans, conceptual landscape plans, or architectural plans may be approved by the City Planner. Minor revisions and modifications shall include the following: 8. Exterior material or color changes which do not conflict with the original architectural form and theme, and which are consistent and compatible with the original materials and colors. Although the applicant is not proposing any changes to the form or footprint of the building, the Planning Director is referring the requested revisions to the Design Review Committee because of the scale and scope of the proposed exterior material changes. Proposed Architecture Revisions: The original Design Review approval includes a wall plane that utilizes split-face block material accented by a series of recessed split-face block arches, flanked by ledgestone DRC ACTION AGENDA DRC2011-01021 — STEENO DESIGN STUDIO FOR CROSSROADS RV STORAGE November 15, 2011 Page 2 split-face block material accented by a series of recessed split-face block arches, flanked by ledgestone columns. The upper masonry courses consist of fluted split-face block at the top of the wall plane. The use of the two types of split face material provides a significant amount of architectural interest, shadow, and relief to an otherwise monotonous wall plane that is over 1,500 feet in length along the freeway corridor. Shortly after construction began, the applicant began experiencing a significant amount of graffiti, vandalism and associated abatement costs. The applicant is proposing the removal of the split face block on the wall plane, the removal of the fluted split face block at the top of the wall plane, and the removal of the split face block in the recessed arch areas. In lieu of the split face material, the applicant proposes the installation of a four-tone stucco scheme and horizontal and vertical reveals. The applicant states that the removal of graffiti from split face block is very difficult and costly. Further, if graffiti-tagged split face block is painted it becomes a patchwork of miss-matched colors that is aesthetically unattractive. The proposal to change to stucco will ensure color uniformity by enabling vandalized segments to be re-painted in a section-by-section format, thus maintaining color uniformity. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Maior Issues: The following broad design issues will be the focus of Committee discussion regarding this project. 1. The project is subject to significant public views from the 1-15 and SR-210 Freeways and requires that the building exhibit a high level of architectural design. The primary issue with the applicant's request is striking a balance between maintaining the original level of design caliber that creates visual interest that was approved by the Planning Commission, while finding a viable solution or a material change of the same or better caliber that enables that applicant to remedy vandalism and graffiti in a cost effective manner. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the . Committee will discuss the following secondary design issues. 1. There are no Secondary Issues. Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion. 1. There are no Policy Issues. Staff Recommendation: Staff recommends that the Design Review Committee review the applicant's proposal and provide direction and input as appropriate. Design Review Committee Action: The Design Review Committee reviewed the applicant's request to alter the design of the storage facility by removing the split-face block on the wall plane, the fluted split-face block at the top of the wall plane, and the split-face block in the recessed arch areas. The Committee concurred with the applicant's request that changing split-face material to a four-tone stucco scheme with horizontal and vertical reveals DRC ACTION AGENDA DRC2011-01021 — STEENO DESIGN STUDIO FOR CROSSROADS RV STORAGE November 15, 2011 Page 3 is visually attractive and will enable effective graffiti abatement. The Committee approved the applicant's request subject to the following 2 conditions: 1) recessed, downcast light shall be included at the soffit for each arch; and 2) security cameras shall be installed along the entire perimeter.
