• RESOLUTION NO. 80-22
A RESOLUTION OF THE RANCHO CUCAMONGA
PLANNING COMMISSION APPROVING DIRECTOR
REVIEW NO. 80-16 LOCATED ON THE EAST
SIDE OF ARCHIBALD, SOUTH OF 6TH STREET
WHEREAS, on the 21st day of March, 1980, a complete application was
filed for review of the above-described project; and
WHEREAS, on the 23rd day of April , 1980, the Rancho Cucamonga
Planning Commission held a meeting to consider the above-described pro-
ject.
NOW, THEREFORE, THE RANCHO CUCAMONGA PLANNING COMMISSION RESOLVED
AS FOLLOWS:
SECTION 1 : That the following findings have been made:
1 . That the site indicated by the development plan
is adequate in size and shape to accommodate
the proposed use, and all yards, spaces, walls ,
fences, parking, landscaping, loading and other
• features required by this section.
2. That the improvements as indicated on the
development plan are located in such a manner
as to be properly related to existing and
proposed streets and highways.
3. That the improvements as shown on the develop-
ment plan are consistent with all adopted
standards and policies as set forth in this
section.
SECTION 2: That this project will not create adverse impacts on
the environment and that a Negative Declaration is issued on April
23, 1980.
SECTION 3: That Director Review No. 80-16 is approved subject
to the following conditions :
Applicant shall contact the Planning Division for
compliance with the following conditions :
1 . That all trees falling within the 18' planter
along the north boundary line be retained.
Such trees shall be trimmed, topped and properly
maintained. Details shall be indicated on the
410 detailed landscape plan.
2. Landscaping shall be provided around the entire
future building pad along Archibald Avenue.
Existing trees and mature vegetation shall be
maintained in this future area.
3. All existing buildings, trailers, equipment and
uses presently located within the project site
shall be demolished, removed, and terminated.
4. Landscaping along Archibald Avenue shall contain
a reasonable mix of specimen size trees.
5. Landscaped areas throughout the project shall
contain mounded areas, hedges, trees and mixes
of shrubs and ground covers.
6. Specific site plan review for future building
pads is required.
7. Site shall be developed in accordance with the
approved site plans on file in the Planning
Division and the conditions contained herein.
• 8. Approval of this request shall not waive com-
pliance with all sections of the Zoning Ordinance
and all other applicable City Ordinances in
effect at time of Building Permit issuance.
9. Trash receptacle areas shall be enclosed by a
6 foot high masonry wall with view obstructing
gates pursuant to City standards. Location
shall be subject to approval by the Planning
Division.
10. All roof appurtenances, including air conditioners,
shall be architecturally integrated, shielded from
view and the sound buffered from adjacent proper-
ties and streets as required by the Planning and
Building Divisions.
11 . Prior to any use of the project site or business
activity being commenced thereon, all conditions
of approval contained herein shall be completed
to the satisfaction of the Director of Community
Development.
12. Parking lot lights shall be a maximum height of
12' from the finished grade of the parking sur-
face and directed away from all property lines ,
411 adjacent streets and residences.
• 13. Parking lot trees shall be a minimum 15 gallon
size.
14. All parking spaces shall be double striped.
15. A detailed landscape,and irrigation plan shall
be submitted to and approved by the Planning
Division prior to the issuance of building per-
mits.
16. Existing Eucalyptus trees shall be retained
whereever possible and shall be trimmed and
topped at 30' . Dead, decaying or potentially
dangerous trees shall be approved for removal
at the discretion of the Planning Division
during the review of the Master Plan of Existing
On-Site Trees.
Those trees which are approved for removal
shall be replaced on a tree-for-tree basis as
provided by the Planning Division.
17. Street trees, a minimum of 15 gallon size or
larger, shall be installed in accordance with
the Master Plan of street trees for the City of
• Rancho Cucamonga and shall be planted at an
average of every 30' on interior streets and
20' on exterior streets.
18. All landscaped areas shall be maintained in a
healthy and thriving condition, free from weeds,
trash, and debris.
19. Any signs proposed for this development shall be
designed in conformance with the Comprehensive
Sign Ordinance and shall require review and
approval by the Planning Division prior to instal-
lation of such signs.
20. A uniform sign program for this development shall
be submitted to the Planning Division for their
review and approval prior to issuance of Building
permits.
Applicant shall contact the Building Division for com-
pliance with the following conditions:
21 . The applicant shall comply with the latest
adopted Uniform Building Code, Uniform Mechanical
Code, Uniform Plumbing Code, National Electric
Code, and all other applicable codes and ordinances
in effect at the time of approval of this project.
22. Prior to issuance of building permits for com-
bustible construction, evidence shall be sub-
mitted to the Foothill District Fire Chief that
water supply for fire protection is available.
23. Prior to the issuance of a building permit for
a new residential dwelling unit(s) or major
addition to an existing unit(s) , the applicant
shall pay development fees at the established
rate. Such fees may include, but not be limited
to: Systems Development Fee, Drainage Fee,
Permit and Plan Checking fees.
24. This approval shall become null and void if build-
ing permits are not issued for this project within
one year from the date of project approval .
25. Grading of the subject property shall be in accor-
dance with the Uniform Building Code, City
Grading Standards and accepted grading practices.
26. The final grading plan shall be subject to review
and approval by the Planning, Engineering and Build-
ing Divisions and shall be completed prior to
recordation of the final subdivision map or
issuance of building permit, whichever comes first.
Applicant shall contact the Engineering Division for
compliance with the following conditions:
27. All rights of vehicular ingress to and egress
from shall be dedicated as follows : existing
driveway openings shall be closed.
28. Adequate provisions shall be made for the ingress,
egress and internal circulation of any trucks which
will be used for delivery of goods to the property
or in the operation of the proposed business .
29. Construct the following missing improvements
including, but not limited to:
Archibald Ave: Curb & gutter, sidewalk, drive
appr. , street lights, and median
island.
30. Prior to any work being performed in the public
right-of-way, an encroachment permit and fees
shall be obtained from the City Engineer's Office,
in addition to any other permits required.

31 . All street improvements shall be installed to
the satisfaction of the City Engineer, prior to
occupancy.
32. The applicant will be responsible for construc-
tion of all on-site drainage facilities required
by the City Engineer.
33. The following north-south streets shall be designed
as major water carrying streets requiring a combina-
tion of special curb heights, commercial type drive
approaches, rolled street connections , flood pro-
tection walls, and/or landscaped earth berms and
rolled driveways at property line: Archibald Avenue
34. All proposed utilities within the project shall be
installed underground including utilities along
major arterials less than 12 KV.
35. Utility easements shall be provided to the speci-
fication of the serving utility companies and the
City Engineer.
• 36. Developer shall be responsible for the relocation
of existing public utilities, as required.
37. Developer shall be responsible for the installa-
tion of street lighting in accordance with Southern
California Edison Company and City standards.
38. Water and sewer system plans shall be designed and
constructed to meet requirements of the Cucamonga
County Water District (CCWD) , Foothill Fire District
and the Environmental Health Department of the
County of San Bernardino. A letter of compliance
from CCWD will be required prior to recordation.
