• A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING
COMMISSION APPROVING PARCEL MAP NO. 5126 FOR
A RESIDENTIAL SUBDIVISION OF 3.30 ACRES OF LAND
INTO 4 PARCELS WITHIN THE R-1 -20,000 ZONE LOCATED
ON THE NORTHWEST CORNER OF KLUSMAN AND WHIRLAWAY
APN-201-071 -10 & 49
WHEREAS, on June 11 , 1980, the Planning Commission held a
duly advertised public hearing for the above-described project.
NOW, THEREFORE, THE RANCHO CUCAMONGA PLANNING COMMISSION
RESOLVED AS FOLLOWS:
SECTION 1 : That the following findings have been made:
(a) That the proposed map is consistent with applicable
general and specific plans.
(b) That the design or improvement of the proposed sub-
division is consistent with applicable general and
specific plans .
(c) That the site is physically suitable for the type of
development.
• (d) That the site is physically suitable for the proposed
density of development.
(e) That the design of the subdivision or the proposed im-
provements are not likely to cause substantial environ-
mental damage or substantially and avoidably injure
fish or wildlife or their habitat.
(f) That the design of the subdivision or the type of im-
provements is not likely to cause serious public health
problems.
(g) That the design of the subdivison or the type of im-
provements will not conflict with easements, acquired
by the public at large, for access through or use of,
property within the proposed subdivision.
SECTION 2: That Parcel Map No. 5126 is approved subject to
the following special conditions and the attached standard
conditions:
APPLICANT SHALL CONTACT THE PLANNING DIVISION FOR COMPLIANCE
WITH THE FOLLOWING CONDITIONS:
1 . Lots 2 and 3 must be enlarged to comply with the
City's requirements as set forth in the zoning ordinance.
2. The proposed cul -de-sac is to be enlarged to include
an island to provide vehicle manueverability.
APPLICANT SHALL CONTACT THE ENGINEERING DIVISION FOR COMPLIANCE
WITH THE FOLLOWING CONDITIONS :
• 3. Dedication by final map of all interior street rights-
of-way and all necessary easements as shown on the ten-
tative map.
4. Construct full street improvements (including curb and
gutter, A.C. pavement, sidewalk, on drive approach per
lot, parkway trees and street lights) on all interior
streets .
5. Construct the following missing improvements including,
but not limited to:
Klusman: Curb & gutter, A.C. pvmt. , through the curb
return with 50' transition as approved by the City
Engineer .
6. Construct all storm drain and drainage structures as
shown on the tentative map, or as required by the City
Engineer.
7. Provide all utility services to each lot including sani-
tary sewers, water, electric power, gas, telephone and
cable television conduit. All utilities are to be under-
ground. Where utilities are not installed, conduits shall
• be provided .
8. Developer shall coordinate, and where necessary, pay for
the relocation of any power poles or other existing public
utilities as necessary.
9. Install appropriate street name signs and traffic control
signs with locations and types approved by the City Engineer.
10. Developer is provide all construction plans for drainage
and street improvements. Such plans shall meet approval
of the City Engineer.
11 . Sanitary sewer and water systems shall be designed to
Cucamonga County Water District standards . A letter of
acceptance is required.
12. Street light locations , as required, are to be approved
by the Southern California Edison Company and the City
of Rancho Cucamonga shall be marbelite underground
installations .
13. Approvals have not been secured from all utilities and
other interested agencies involved. Approval of the final
map will be subject to any requirements that may be re-
ceived from them.
• 14. Permits from other agencies will be required as follows:
City: Street construction
D. I .S. Trenching Permit if any trenches are over 5' deep
Cucamonga County Water District: As required
15. The following lots appear to be substandard in either
• frontage, depth or area and should be corrected on the
final map: Lots 2 & 3
16. Install or Bond prior to building permit for each parcel
Al. Proposed subdivision falls within those areas indicated
as subject to flooding under the National Flood Insurance
Program. This subdivision will be subject to the provi-
sions of that program and Ordinance No. 24. Flood Zone #8
B- . A drainage channel and/or flood protection wall along
the entire north property line may be required to divert
sheet runoff to streets .
19. The filing of the tentative map or approval of same does
not guarantee that sewer treatment capacity will be avail -
able at the time building permits are requested. When
building permits are requested, the Cucamonga County Water
District will be asked to certify the availability of
capacity. Permits will not be issued unless said certi-
fication is received in writing .
20. The City Engineer shall make the determination, in accord-
ance with Section 66436(C)(1 ) of the Subdivision Map Act,
that division and development of the property will not un-
reasonably interfere with the free and complete exercise
• of any public entity or public utility right-of-way or
easement and the signature of any such public entity or
public utility may be omitted from the final map unless
the City is notified in writing of any objection to said
determination within the specified time limits of said
Section.
21 . At the time of Final Map submittal , the following shall
be submitted: Traverse calculations (sheets) , copies
of recorded maps and deeds used as reference and/or
showing original land division, tie notes and bench marks
referenced.
22. A drainage easement and concrete mortar lined ditch will
be required along the south property line to convey waters
from the interior street west to the drainage easement.
Design shall be approved by the City Engineer. Drainage
to Klusman shall be minimal .
23. The final map shall obtain vacation or relocation of all
easements which would tend to obstruct future development
of the site. Facilities contained in easements shall , if
relocated, be constructed of the same or equal materials
to the satisfaction of the officials having jurisdiction
over the facilities . All easements shall be shown on the
• final map.

I , JACK LAM, Secretary of the Planning Commission of the City of Rancho
Cucamonga, do hereby certify that the foregoing resolution was duly and
regularly introduced, passed, and adopted by the Planning Commission of
the City of Rancho Cucamonga at a regular meeting of the Planning Commis-
sion held on the 11th day of June, 1980, by the following vote, to-wit:
