HomeMy WebLinkAbout80-47 - Resolutions • RESOLUTION NO. 80-47 A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION APPROVING SITE APPROVAL NO. 80-04 LOCATED AT 8908 HYSSOP IN THE M-2 ZONE. WHEREAS, on April 3, 1980, a formal application was submitted requesting review of the above-described project; and WHEREAS, on September 24, 1980, the Planning Commission held a duly advertised public hearing for the above-described project. NOW, THEREFORE, THE RANCHO CUCAMONGA PLANNING COMMISSION RESOLVED AS FOLLOWS: SECTION 1: That the following findings have been made: 1 . That the site is adequate in size and shape. 2. That the site has adequate access . 3. That the proposed use will have no adverse effect on abutting property. • 4. That the proposed use is consistent with the proposed General Plan. 5. That the conditions listed in this report are necessary to protect the public health, safety, comfort, convenience, and general welfare. SECTION 2: That this project will not have significant adverse impacts on the environment and Negative Declaration is issued on September 24, 1980. SECTION 3: That Site Approval No. 80-04 is approved subject the the following conditions: 1. The use of the site is approved for the storage of refuse trucks , bins and equipment and truck washing and trash bin cleaning and washing. If addtional uses are desired, then specific review and approval by the City Planning Commission must be obtained prior to commencement of that requested operation. 2. The temporary office building shall be removed from the site by September 24, 1982. 3. The development of any permanent buildings require review 411 and approval by the Planning Staff. A six foot high block wall shall be provided along Hyssop Street frontage twenty-five (25) feet from the property line south of the driveway along the frontage of the area proposed for development. 5. Minimum three (3) foot high mounding and dense landscaping shall be provided between the front wall and curbing along Hyssop for the area proposed for development. 6. Dense landscaping shall be provided along the west property line and south boundary of the project. 7. An eight (8) foot high view obstructing chain link fence shall be installed along the south, west and north boundary of the project. View obscuring slats shall be installed only in the temporary fence along Hyssop. A block wall on entire north boundary line is required if proposed building is not completed within a 2-year period. 8. The entry gate shall be view obstructing. 9. Tree wells 40 feet on-center shall be provided along the north property line and shall contain minimum 15 gallon size trees. • 10. Dense landscaping shall consist of large/fast growing shrubs and trees . Dense landscaping is meant to obstruct views into the project site. 11 . Site shall be developed in accordance with the approved site plans on file in the Planning Division and the conditions contained herein. 12. Revised site plans and building elevations incorporating all conditions of approval shall be submitted to the Planning Division prior to issuance of building permits. 13. Approval of this request shall not waive compliance with all sections of the Zoning Ordinance and all other applicable City Ordinances in effect at time of Building Permit issuance. 14. Prior to any use of the project site or business activity being commenced thereon, all conditions of approval contained herein shall be completed to the satisfaction of the Director of Community Development. 15. Parking lot trees shall be a minimum 15 gallon size. Resolution No. 80-47 Page 3 • 16. All two-way aisle widths shall be a minimum of 24 feet wide. 17. All parking spaces shall be double stripped. 18. A detailed landscape and irrigation plan shall be submitted to and approved by the Planning Division prior to the issuance of building permits . 19. Street trees, a minimum of 15 gallon size or larger, shall be installed in accordance with the Master Plan of street trees for the City of Rancho Cucamonga and shall be planted at an average of every 30' on interior streets and 20' on exterior streets. 20. All landscaped areas shall be maintained in a healthy and thriving condition, free from weeds, trash, and debris. 21 . Any signs proposed for this development shall be designed in conformance with the Comprehensive Sign Ordinance and shall require review and approval by the Planning Division prior to installation of such signs. Applicant shall contact the Building Division for compliance with • the following conditions: 22. The applicant shall comply with the latest adopted Uniform Building Code, Uniform Mechanical Code, Uniform Plumbing Code, National Electric Code, and all other applicable codes and ordinances in effect at the time of approval of this project. 23. Prior to issuance of building permits for combustible construction, evidence shall be submitted to the Foothill District Fire Chief that water supply for fire protection is available. 24. Prior to the issuance of a building permit for a new commercial or industrial development or addition to an existing development, the applicant shall pay development fees at the established rate. Such fees may include, but not be limited to: Systems Development Fee, Drainage Fee, Permit and Plan Checking fees . 25. This approval shall become null and void if building permits are not issued for this project within one year from the date of project approval . 26. Grading of the subject property shall be in accordance with the Uniform Building Code, City Grading Standards and • accepted grading practices . 27. The final grading plan shall be subject to review and approval by the Planning, Engineering and Building Divisions and shall be completed prior to recordation of the final subdivision map or issuance of building permit whichever comes first. Resolution No. 80-47 Page 4 • Applicant shall contact the Engineering Division for compliance with the following conditions : 28. Construct the following missing improvements including, but not limited to: Hyssop; Curb and gutter, A.C. pavement, Drive approach, Street lights, A.C. overlay and A.C. Berm. Curb installation shall be limited to portion of lot to be developed. A.C. Berm (8 inch) shall be installed on remainder of lot frontage. 29. Prior to any work being performed in the public right-of-way, an encroachment permit and fees shall be obtained from the City Engineer's Office, in addition to any other permits required. 30. Street improvement plans approved by the City Engineer and prepared by a Registered Civil Engineer shall be required, for all street improvements, prior to issuance of an encroachment permit. 31. Surety shall be posted and an agreement executed to the satisfaction of the City Engineer and the City Attorney, guaranteeing completion of the public improvements, prior to recording of the map or the issuance of building permits , • whichever comes first. 32. All street improvements shall be installed to the satisfaction of the City Engineer, prior to occupancy. 33. The proposed project falls within areas indicated as subject to flooding under the National Flood Insurance Program and is subject to the provisions of that program and City Ordinance No. 24. (AO Zone) . 34. A drainage channel and/or flood protection wall will be required to protect the structures by diverting sheet runoff to streets. 35. All proposed utilities within the project shall be installed underground including utilities along major arterials less than 12 KV. 36. Utility easements shall be provided to the specification of the serving utility companies and the City Engineer. APPROVED AND ADOPTED THIS ;24TH)DAY OF SEPTEMBER, 1980.
