A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY
APPROVING TENTATIVE TRACT MAP NO. 12090
WHEREAS, Tentative Tract Map No. 12090, hereinafter "Map"
submitted by USA Properties Fund, applicant, for the purpose of subdividing
the real property situated in the City of Rancho Cucamonga, County of
San Bernardino, State of California, described as a residential devel-
opment of 128 condominium dwellings on 9.2 acres of land, located on the
northeast corner of Archibald Avenue and Feron Boulevard - APN 209-051-
01 into 4 lots, regularly came before the Planning Commission for public
hearing and action on December 9, 1981; and
WHEREAS, the City Planner has recommended approval of the Map
subject to all conditions set forth in the Engineering and Planning
Divisions reports; and
WHEREAS, the Planning Commission has read and considered the
Engineering and Planning Divisions reports and has considered other
evidence presented at the public hearing.
• NOW, THEREFORE, the Planning Commission of the City of Rancho
Cucamonga does resolve as follows :
SECTION 1: The Planning Commission makes the following findings
in regard to Tentative Tract No. 12090 and the Map thereof:
(a) The tentative tract is consistent with all applicable
interim and proposed general and specific plans;
(b) The design or improvements of the tentative tract is
consistent with all applicable interim and proposed
general and specific plans;
(c) The site is physically suitable for the type of development
proposed;
(d) The design of the subdivision is not likely to cause
substantial environmental damage and avoidable injury to
humans and wildlife or their habitat;
(e) The tentative tract is not likely to cause serious public
health problems;
(f) The design of the tentative tract will not conflict with
any easement acquired by the public at large, now of
record, for access through or use of the property within
• the proposed subdivision.

(g) That this project will not create adverse impacts on the
environment and a Negative Declaration is issued.
SECTION 2: Tentative Tract Map No. 12090, a copy of which is
attached hereto, is hereby approved subject to all of the following
conditions and the attached Standard Conditions:
PLANNING DIVISION
1. The perimeter wall on all four sides of the project
shall be completed and fully landscaped with the con-
struction of the first phase of this project. The
design of the wall along Archibald Avenue and Feron
Boulevard shall be meandering with turf mounding against
it and wrought iron shall be used to provide vistas
into the project. The final design shall be submitted
with the landscape and irrigation plans prior to issu-
ance of building permits and shall be subject to review
and approval of the Planning Division.
2. The developer shall contact all property owners along
the east project boundary to coordinate the construction
of the block wall with the removal of existing fences.
• 3. An improved tot lot shall be provided in the center of
the project. The tot lot shall be enclosed by a fence,
shrubbery, or other physical form and must include
an active play area for children. The final design
and location shall be submitted with the landscape and
irrigation plans subject to Planning Division approval .
4. The perimeter wall facing the streets shall be redesigned
to eliminate the linear affect. The wall shall be
designed so that only a maximum of 1-2 feet of wall
are seen above the earth berms and that wrought iron
fencing be used in the design. Vines shall be planted
on all the walls as well as using dense landscaping
in front of walls.
5. A main directory of residents shall be placed at the
main entrance to development.
6. Sidewalks across the driveways shall be designed to
clearly indicate a pedestrian crossing.
7. The roof of the carports shall be roof with material
of earth tone colors and is subject to review and
approval by the Planning Division prior to issuance
of building permit.

• 8. The applicant is encouraged to investigate the use
of anti-grafitee material for use on proposed walls.
9. The Covenants, Codes and Restrictions shall be reviewed
and approved by the City Attorney and shall include
provisions for the Homeowners to be responsible for
maintenance of walls and removal of grafitee. In
addition, provisions shall be made to ensure that the
maintenance of dense landscaping be kept dense and
not trimmed up.
ENGINEERING DIVISION
10. A lien agreement or in-lieu of cash deposit of the
estimated construction cost, plus 20% at the discretion
of the City Engineer, shall be provided for the future
construction of the landscaped median island on Archibald
Avenue (one-half width) .
11. Left turn ingress and egress to the project from Archibald
Avenue shall be prohibited once the median island on
Archibald Avenue is constructed. The developer shall
incorporate a clause in the CC&R's notifying the pros-
pective homeowners of this access restriction.
• 12. The nose of the median island at the driveway entrances
shall be a minimum of 5-feet away from the right-of-way
line.
13. Drainage flows from the major portion of the drainage
Area "E" as shown on The Hydrology Map, shall be conveyed
to Archibald Avenue along Feron Boulevard.
14. All necessary permits and approval from Southern California
Gas Company for the construction on their easement area
shall be required prior to recordation of the map.
