RESOLUTION NO. 80-08
A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING
COMMISSION APPROVING DIRECTOR REVIEW NO. 80-05
LOCATED AT THE NORTHWEST CORNER OF BASE LINE
AND EAST AVENUE - C-2 ZONE PENDING
WHEREAS, on the 25th day of January, 1980, a complete application
was filed for review of the above-described project; and
WHEREAS, on the 12th day of March, 1980, the Rancho Cucamonga
Planning Commission held a meeting to consider the above-described
project.
NOW, THEREFORE, THE RANCHO CUCAMONGA PLANNING COMMISSION RESOLVED
AS FOLLOWS:
SECTION 1 : That the following findings have been made:
1 . That the site indicated by the development plan
is adequate in size and shape to accommodate
the proposed use, and all yards, spaces , walls,
• fences, parking, landscaping, loading and other
features required by this section.
2. That the improvements as indicated on the
development plan are located in such a manner
as to be properly related to existing and pro-
posed streets and highways.
3. That the improvements as shown on the develop-
ment plan are consistent with all adopted
standards and policies as set forth in this
section.
SECTION 2: That this project will not create adverse impacts on
the environment and that a Negative Declaration is issued on March
12, 1980.
SECTION 3: That Director Review No. 80-05 is approved subject
to the following conditions :
Applicant shall contact the Planning Division for
compliance with the following conditions :
1 . Director Review No. 80-05 is subject to approval
of Minor Deviation No. 80-02. If such Minor
Deviation is not granted, then the development
• 'plan is required to be redesigned to conform to
zoning ordinance setback requirements and
review continued for further review by the
Planning Commission.
2. This approval shall not be effective until a
Change of Zone from RI to C2 is adopted by the
City Council .
3. Two parking stalls shall be eliminated as
indicated on the approved development plan.
4. No outdoor vehicle storage shall be permitted
on this site. Vehicle storage must be totally
enclosed within the buildings.
5. Twenty percent of the trees to be planted along
the Base Line street frontage shall be specimen
size trees ; 24"36" box trees.
6. If the service station becomes vacant for a
period of at least 6 months, then it shall be
determined to be abandoned and the owner shall
demolish the station and remove the gas tanks.
7. No outdoor display or storage of tires , towing
equipment, or other accessories shall be per-
mitted. All auto repair must be conducted
• within an enclosed building.
8. Fifty percent of the parking area shall be
shaded by trees within fifteen (15) years from
completion of project.
9. Site shall be developed in accordance with the
approved site plans on file in the Planning
Division and the conditions contained herein.
10. Approval of this request shall not waive com-
pliance with all sections of the Zoning Ordinance
and all other applicable City Ordinances in
effect at time of Building Permit issuance.
11 . Trash receptacle areas shall be enclosed by a 6
foot high masonry wall with view obstructing
gates pursuant to City standards. Location
shall be subject to approval by the Planning
Division.
12. All roof appurtenances, including air con-
ditioners, shall be architecturally integrated,
shielded from view and the sound buffered from
adjacent properties and streets as required by
the Planning and Building Divisions.

13. Prior to any use of the project site or business
activity being commenced thereon, all conditions
of approval contained herein shall be completed
to the satisfaction of the Director of Community
Development.
14. All parking lot landscaped islands shall have a
minimum inside dimension of 4' and shall contain
a 12" walk adjacent to parking stall .
15. Parking lot lights shall be a maximum height of
12' from the finished grade of the parking
surface and directed away from all property
lines , adjacent streets and residences.
16. Parking lot trees shall be a minimum 15 gallon
size.
17. All two-way aisle widths shall be a minimum of
24 feet wide.
18. Emergency access shall be provided, maintenance-
free and clear, a minimum of 24 feet wide at
all times during construction in accordance
• with Foothill Fire District requirements.
19. All parking spaces shall be double striped.
20. A detailed landscape and irrigation plan shall
be submitted to and approved by the Planning
Division prior to the issuance of building
permits .
21 . A Master Plan of the Existing On-Site Trees
shall be provided to the Planning Division
prior to the issuance of building permits and
prior to grading to determine which trees shall
be retained.
22. Existing Eucalyptus trees shall be retained
wherever possible and shall be trimmed and
topped at 30' . Dead, decaying or potentially
dangerous trees shall be approved for removal
at the discretion of the Planning Division
during the review of the Master Plan of Exist-
ing On-Site Trees . Those trees which are
approved for removal shall be replaced on a
tree-for-tree basis as provided by the Planning
Division.

23. Street trees, a minimum of 15 gallon size or
larger, shall be installed in accordance with
the Master Plan of street trees for the City of
Rancho Cucamonga and shall be planted at an
average of every 30' on interior streets and
20' on exterior streets.
24. All landscaped areas shall be maintained in a
healthy and thriving condition, free from
weeds, trash, and debris.
25. Any signs proposed for this development shall
be designed' in conformance with the Comprehen-
sive Sign Ordinance and shall require review
and approval by the Planning Division prior to
installation of such signs.
26. A uniform sign program for this development
shall be sumitted to the Planning Division for
their review and approval prior to issuance of
Building permits.
Applicant shall contact the Building Division for
• Compliance with the following conditions :
27. The applicant shall comply with the latest
adopted Uniform Building Code, Uniform Mechanical
Code, Uniform Plumbing Code, National Electric
Code, and all other applicable codes and
ordinances in effect at the time of approval of
this project.
28. Prior to issuance of building permits for com-
bustible construction, evidence shall be sub-
mitted to the Foothill District Fire Chief that
water supply for fire protection is available.
29. Prior to the issuance of a building permit for
a new commercial or industrial development or
addition to an existing development, the appli-
cant shall pay development fees at the estab-
lished rate. Such fees may include, but not be
limited to: Systems Development Fee, Drainage
Fee, Permit and Plan Checking fees.
30. This approval shall become null and void if
building permits are not issued for this pro-
ject within one year from the date of project
approval .
• 31 . Grading of the subject property shall be in
accordance with the Uniform Building Code, City
Grading Standards and accepted grading practices .
• 32. The final grading plan shall be subject to
review and approval by the Planning, Engineering
and Building Divisions and shall be completed
prior to recordation of the final subdivision
map or issuance of building permit, whichever
comes first.
Applicant shall contact the Engineering Division for
compliance with the following conditions :
33. Adequate provisions shall be made for the
ingress, egress and internal circulation of any
trucks which will be used for delivery of goods
to the property or in the operation of the
proposed business.
34. A raised landscaped median island shall be con-
structed on Base Line in accordance with City
design standards. The applicant shall design
and construct the island in conjunction with
the development of this project.
35. Construct the following missing improvements
including, but not limited to:
Base Line: Curb & Gutter, A.C. Pvmt. , Drive
Appr. , and Street Lights
East: Curb & Gutter, A.C. Pvmt. , Drive
Appr. , Street Lights, A.C. Overlay
and Catch Basin
36. Prior to any work being performed in the public
right-of-way, an encroachment permit and fees
shall be obtained from the City Engineer's
Office, in addition to any other permits required.
37. Street improvement plans approved by the City
Engineer and prepared by a Registered Civil
Engineer shall be required, for all street
improvements, prior to issuance of an encroach-
ment permit.
38. Surety shall be posted and an agreement executed
to the satisfaction of the City Engineer and
the City Attorney, guaranteeing completion of
the public improvements, prior to the issuance
of building permits.
39. All street improvements shall be installed to
the satisfaction of the City Engineer, prior to
• occupancy.
40. Pavement striping, marking, traffic and street
name signing shall be installed per the require-
ments of the City Engineer.
41 . The applicant will be responsible for construc-
tion of all on-site drainage facilities required
by the City Engineer.
42. Intersection drains will be required at the
following locations :
on the west side of East Avenue at Base Line
43. The following north-south streets shall be
designed as major water carrying streets
requiring a combination of special curb heights,
commercial-type drive approaches , rolled street
connections , flood protection walls, and/or
landscaped earth berms and rolled driveways at
property line:
East Avenue
44. All proposed utilities within the project shall
be installed underground including utilities
along major arterials less than 12 KV.
45. Utility easements shall be provided to the
specification of the serving utility companies
and the City Engineer.
46. Developer shall be responsible for the reloca-
tion of existing public utilities, as required.
47. Developer shall be responsible for the instal-
lation of street lighting in accordance with
Southern California Edison Company and City
standards.
48. Water and sewer system plans shall be designed
and constructed to meet requirements of the
Cucamonga County Water District (CCWD) , Foothill
Fire District and the Environmental Health
Department of the County of San Bernardino. A
letter of compliance from CCWD will be required
prior to recordation.
49. Permits from other agencies will be required as
follows :
• Caltrans for: Concrete curb return at ramp
•
50. A signal warrant study shall be provided by the
applicant to determine whether or not a signal
is needed at this site as a result of this pro-
ject. If the study reveals that such a signal
is needed for the safe operation of this develop-
ment, then the applicant shall install the
signal .
