A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING
COMMISSION APPROVING DIRECTOR REVIEW NO. 80-08
LOCATED AT 8137 MALACHITE AVENUE IN THE C-1 ZONE
WHEREAS, on the 25th day of February, 1980, a complete application
was filed for review of the above-described project; and
WHEREAS, on the 26th day of March, 1980, the Rancho Cucamonga
Planning Commission held a meeting to consider the above-described pro-
ject.
NOW, THEREFORE, THE RANCHO CUCAMONGA PLANNING COMMISSION RESOLVED
AS FOLLOWS:
SECTION 1 : That the following findings have been made:
1 . That the site indicated by the development plan
is adequate in size and shape to accommodate
the proposed use, and all yards , spaces , walls,
fences, parking, landscaping, loading and other
features required by this section.
• 2. That the improvements as indicated on the develop-
ment plan are located in such a manner as to be
properly related to existing and proposed streets
and highways.
3. That the improvements as shown on the development
plan are consistent with all adopted standards and
policies as set forth in this section.
SECTION 2: That this project will not create adverse impacts on
the environment and that a Negative Declaration is issued on March 26,
1980.
SECTION 3: That Director Review No. 80-08 is approved subject to
the attached standard conditions .
Applicant shall contact Planning Division for com-
pliance with the following conditions:
1 . Site shall be developed in accordance with the
approved site plans on file in the Planning
Division and the conditions contained herein.
2. Approval of this request shall not waive com-
pliance with all sections of the Zoning Ordinance
• and all other applicable City Ordinances in effect
at time of Building Permit issuance.
• 3. All roof appurtenances , including air conditioners ,
shall be architecturally integrated, shielded from
view and the sound buffered from adjacent proper-
ties and streets as required by the Planning and
Building Divisions .
4. Trash receptacle areas shall be enclosed by a
6 foot high masonry wall with view obstructing
gates pursuant to City standards. Location shall
be subject to approval by the Planning Division.
5. Prior to any use of the project site or business
activity being commenced thereon, all conditions
of approval contained herein shall be completed
to the satisfaction of the Director of Community
Development.
6. Parking lot lights shall be a maximum height of
12' from the finished grade of the parking sur-
face and directed away from all property lines ,
adjacent streets and residences.
7. Parking lot trees shall be a minimum 15 gallon
size.
. 8. All two-way aisle widths shall be a minimum of
24 feet wide.
9. Emergency access shall be provided', maintenance
free and clear, a minimum of 24 feet wide at all
times during construction in accordance with
Foothill Fire District requirements.
10. All parking spaces shall be double striped.
11 . A detailed landscape and irrigation plan shall be
submitted to and approved by the Planning Division
prior to the issuance of building permits.
12. Street trees, a minimum of 15 gallon size or
larger, shall be installed in accordance with the
Master Plan of street trees for the City of
Rancho Cucamonga and shall be planted at an aver-
age of every 30' on interior streets and 20' on
exterior streets.
13. All landscaped areas shall be maintained in a
healthy and thriving condition, free from weeds,
trash, and debris.

• 14. Any signs proposed for this development shall be
designed in conformance with the Comprehensive
Sign Ordinance and shall require review and
approval by the Planning Division prior to instal-
lation of such signs .
15. A uniform sign program for this development shall
be submitted to the Planning Division for their
review and approval prior to issuance of Building
permits.
Applicant shall contact the Building Division for com-
pliance with the following conditions:
16. The applicant shall comply with the latest adopted
Uniform Building Code, Uniform Mechanical Code,
Uniform Plumbing Code, National Electric Code, and
all other applicable codes and ordinances in effect
at the time of approval of this project.
17. Prior to issuance of building permits for combustible
construction, evidence shall be submitted to the
Foothill District Fire Chief that water supply for
fire protection is available.
18. Prior to the issuance of a building permit for a
• new commercial or industrial development or addition
to an existing development, the applicant shall
pay development fees at the established rate.
Such fees may include, but not be limited to:
Systems Development Fee, Drainage Fee, Permit and
Plan Checking fees.
19. This approval shall become null and void if build-
ing permits are not issued for this project within
one year from the date of project approval .
20. Grading of the subject property shall be in accor-
dance with the Uniform Building Code, City Grading
Standards and accepted grading practices.
21 . The final grading plan shall be subject to review
and approval by the Planning, Engineering and
Building Divisions and shall be completed prior to
recordation of the final subdivision map or
issuance of building permit whichever comes first.
Applicant shall contact the Engineering Division for
compliance with the following conditions:
22. Adequate provisions shall be made for the ingress ,
egress and internal circulation of any trucks which
• will be used for delivery of goods to the property
or in the operation of the proposed business.
• 23. Construct the following missing improvements
including, but not limited to:
Malachite Avenue: 25' wide drive appr. .
Full Alley: A.C. pvmt. , new drive appr. ,
A.C. overlay and ribbon gutter
24. Prior to any work being performed in the public
right-of-way, an encroachment permit and fees
shall be obtained from the City Engineer's Office,
in addition to any other permits required.
25. Street improvement plans approved by the City
Engineer and prepared by a Registered Civil Engineer
shall be required, for all street improvements ,
prior to issuance of an encroachment permit.
26. Surety shall be posed and an agreement executed
to the satisfaction of the City Engineer and the
City Attorney, guaranteeing completion of the
public improvements, prior to recording of the
map or the issuance of building permits, which-
ever comes first.
27. All street improvements shall be installed to the
satisfaction of the City Engineer, prior to
• occupancy.
28. All proposed utilities within the project shall be
installed underground including utilities along
major arterials less than 12 KV.
29. Utility easements shall be provided to the speci -
fication of the serving utility companies and the
City Engineer.
30. Developer shall be responsible for the reloca-
tion of existing public utilities , as required.
31 . Developer shall be responsible for the instal-
lation of street lighting in accordance with
Southern California Edison Company and City
standards.
32. Water and sewer system plans shall be designed
and constructed to meet requirements of the
Cucamonga County Water District (CCWD) , Foothill
Fire District and the Environmental Health
Department of the County of San Bernardino. A
letter of compliance from CCWD will be required
prior to recordation.

• 33. Approvals have not been secured from all utilities
and other interested agencies involved. Approval
will be subject to any requirements that may be
received from them.
