SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF JANUARY 5,198g
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 - 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

1. DR 88-32 - CARNEY-THEODOROU
(Brett) Modification of building elevations.
Committee Action: The Committee recommended approval of
the revised elevations. The Committee
also added a condition to the project
requiring permanent patio/dining area
furniture.
2. gR87-08 - LEWIS
(Brett) Elevation revisions and screening for
air conditioning units.
Committee Action: The Committee stated that the proposed
screening was not acceptable. The
applicant was directed to revise the
location of the a/c units and to lower
the height/size of the units where
feasible. The Committee suggested
that the units be placed behind the
tower elements underneath a screen
wall with a roof connecting both
tower/raised parapet elements. The
Committee further suggested that the
half-round window elements on either
side of the central tower/entry
element be provided as originally
proposed. The applicant was directed
to find an architectural solution
which would closely match the original
conceptual approval.
3. NDR 88-59 - LEWIS
(Steve) Revie~ of plans and elevations for a
carport at Terra Vista Business Park.
Committee Action: The Committee requested that a
rendered perspective drawing showing
the relation of the carport to the
immediate surrounding site and
building, be submitted for examination
and approval.
4. M!)R 88-15 - PACIFIC WESTERN DOOR
(Dan) Review plans and elevations for an
industrial building.
Committee Action: The Comittee recommended removal of
the existing mansard and resubmittal
of revised elevations.

Background:
The project was reviewed on December 8, 1988 and issues were discussed
which required modifications to the site plan, architecture and
landscape plans. Comments from the December 8, 1988 meeting are as
follows:
Architecture
1. Mo~e color should be introduced to the building walls. A
monochromatic color scheme may be used.
2. The building entrances should receive more emphasis through the use
of spandrel glass.
3. Building walls in general should be given more detail and relief to
break up the plain linear looking facade. Particular attention
should be given to providing detail to walls which can be seen from
the street including the walls on the north property line.
4. Building signage should be integrated with the revised building
entrances.
5. Bull di ng L/M should be setback further than the adjacent buildings
on Vincent Avenue and the adjoining perimeter wall on Vincent Avenue
should be offset.
6. Spandrel glass should wrap around the southwest corner of building
"N" at the southwest portion of the site.
7. Metal roll-up doors should be painted to match the building.

1. The design of the plazas should be revised to be condusive to
sitting and lunch time use.
2. Cast concrete pavers should be used for the enriched paving
treatment at entrances.
3. Entry monument form and materials should tie in with the buildings.

4. A sidewalk should be provided on the Jersey frontage and the ~ncent
Avenue frontage abutting the property lines per City Engineering
requirements.
Landscape
1. Narrow planters with trees either need to be enlarged to a 7-foot
width or Podocarpus macrophyllus (Yew Pine) or an equal substitute
should be used in the narrow planter areas, i.e. the west side of
building "N" and any other narrow planter areas next to buildings.
2. The streetscape along Jersey Boulevard and ~ncent Avenue should
incorporate deciduous trees back dropped with evergreen trees.
3. Annual color plants should be used at the project entrances and
monument.
Design Review Committee Action:

The Design Review Con~nittee recommended that revised plans be
resubmitted for review with the following:
1. The north elevations of buildings A, B, C and D should receive the
same texture and painting treatment as the other si des of each
respective building.
2. Buildings L and M should be setback further from Vincent Avenue and
the adjacent screen walls should incorporate offset sections.
3. Buildings D, E, L and M should utilize glass on the facades facing
Vincent Avenue.
4. The employee lunch areas/plazas should have concrete tables and
benches.
5. Enlargement drawings of each of the four (4) plazas should be
incorporated on the landscape plan.
6. Podocarpus marophyllus should be planted along the entire length of
the west property line.
7. A continuous curvilinear planter area with shrubs and groundcover
should be added to the lawn area at the base of the east side of the
buildings on Vincent Avenue.
8. Planter areas incorporating trees, i.e.: east side of buildings K
and O, need to be 8 feet in width.

Staff Coaeents:
The following is a list of concerns and/or comments that should be
addressed by the Design Review Committee:
Architecture
1. Adequacy of administration building architecture as required for a
Special Boulevard (4th Street).
2. Proposed color of concrete block for the maintenance building.
Landscaping
1. Modification of landscaping at the west half of the site to
accommodate overflow storm drainage of Day Creek.
Design Review Conmittee Action:

The Committee recommended approval of the project subject to the
following conditions:
1. All required landscaping and screen masonry walls shall be provided.
2. Mechanisms for providing complete landscaping and masonry screen
walls upon completion of the Day Creek Channel, shall be explored.
The project shall not be scheduled for Planning Commission
consideration until this matter is resolved.
The Committee shall recommend denial of the project if no suitable
mechanism is available to insure the installation of required
landscaping and masonry screen walls upon completion of the Day
Creek Channel.
3. The "break-away" wall shall be designed to the satisfaction of the
City Engineer.

4. The accent paving treatment at the 4th Street entry shall be
expanded to provide pedestrian access across the drive aisle.
5. Trees shall be maintained in such a manner to allow full development
and growth.

TRACT 11606-1 DESIGN REVIEW - EL CAPITAN DEVELOPMENT CO. INC. - Review
of site plan and building elevations for a previously approved tract
consisting of 41 single family residences on 11.3 acres of land in the
Low Residential District (2-4 dwelling units per acre) located east of
Mango, south of Victoria Street - APN: 202-771-01 thru 41.
Staff Co~m~ents:
This project is the remaining phase of the previously approved Tract
11606 which was approved on March 11, 1981. The applicant is using the
same architecture previously approved for 11606-2, 3 and 4. The
following con~nents should be addressed by the Design Review Committee:
~te/Grading
1. Increase variety of the unit mix through additional plan #2 floor
plans.
Architecture
1. Provide for 360o architectural treatment.
2. The architectural treatment of the corner side yard elevations
should be enhanced.
3. Decorative masonry sideyard return fencing should be provided.

1. Decorative masonry walls should be returned to the house on corner
lots.
2. ~ deyard wood fencing between homes should be treated with a water
sealant.

provided on all elevations.
4. The south perimeter wall should be 6' high except at the eastern
boundary where the wall may be 5' in height.

DEVELOPMENT REVIEW 88-37 - UTMAN-NLACDONALD & PARTNERS - The development
of a two-story 26,265 square foot office building on 7.09 acres of land
in the Haven Avenue Overlay District (Subarea 6) located at the
northeast corner of Haven Avenue and Acacia Street - APN: 209-401-01.
Background:
At its December 14, 1988 meeting, Planning Commission voted unanimously
to continue Development Review 88-37 to the January 11, lg89 meeting in
order to allow staff time to work with the applicant and take the
project back through Design Review.
Staff Cmments:
Revised drawings of the office building will not be available until
shortly before the meeting. However, we will be treating the project as
a regular review item for purpose of reviewing time.
The following are comments or concerns which should be addressed by the
Design Review Committee:
Architecture
1. Articulation and finish of the building facade.

The Committee examined the proposed plans for the office building and
recommended that revised plans be resubmitted for additional review
prior to consideration by the ~anning Commission. The revised plans
should include the following:
1. Additional glass should be provided at the southwest corner of the
building to give the building more of an office appearance.
2. The roof equipment screening should be designed to emulate the
appearance of the tilt-up walls used on the building.
