Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00 - 6:30 (Bruce) ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 88- 46 JA~IES CARTER - Development of a neighborhood shopping center consisting of three buildings totaling 30, 105 square feet on 4.45 acres in the Neighborhood Commercial District located at the southwest corner of Base Line Road and Hellman Avenue - APN: 208-202-13 & 14. 6:30 - 7:00 (Chris) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-39 - MAT WEST COMPANY - The development of "warehousing" and multi-tenant buildings totalling 326,994 square feet on 21.4 acres of land in the General Industrial District (Subarea 2) of the Industrial Specific Plan located at the southeast corner of 9th Street and Vineyard Avenue - APN: 209-013-01, 11, 12, 18, and 20. Buildings "V" and "W" within the theater court have been changed from 5,500 square foot retail buildings to a 5,400 square foot and a 5,130 square foot {respectively) restaurant buildings, and the buildings, and the theater has increased in size from 1,000 seats to 1,500 seats. 7:30 - 8:00 {Bruce) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-33 - NK ARCHITECTS INC. - Development of 14 industrial buildings totaling 133,676 square feet of floor area on 7.66 acres of land in the General Industrial District {Subarea 8) located at the northwest corner of Vincent Avenue and Jersey Boulevard - APN: 209-142-09. BA:vc Attachments CC: Plannin9 Commission/City Council Commercial/Industrial CONSENT CALENDAR ITEMS AGENDA January 19, 1989 1. )~)R 88-59 - LEWIS HOMES (Steve) Plans, elevations and a perspective drawing of a carport at Tetra Vista Business Park. Committee Action: The Committee approved the project as presented. 2. CUP 88-12 - WESm~HN PROPERTIES (Brett) Street furniture for Tetra Vista Town Center. Committee Action: The street furniture (trash can, bike rack, pots, and bench) were approved subject to the following: a) Alternative bike rack designs should be presented which can have a finish applied to them. b) Trash can openings should be reduced in size to avoid high-wind problems. c) The metal trash receptacles should be painted a blue accent color, similar to the metal site furniture, such as the light standards and wall/column lights. 3. DR 87-08 - LEWIS HOI4ES (srett) Elevation revisions and screening for air conditioning units at Terra Vista Office Park. Committee Action: The Committee recommended approval of the proposed air conditioning unit, screen walls, which were lowered from 6'4" above the roof parapet to 4'4". The Committee also recommended approval of the half-round, multi-paned windows on either side of the main entrance of the building which were made consistent with the approved conceptual elevations. The Committee felt the roof equipment screening should be reviewed and approved by the whole Commission as a consent item at the February 8, lg89 Planning Commission meeting. CONSENT CALENDAR ITEMS AGENDA Commercial/Industrial January 19, 1989 Page 2 4. DR 88-04 - C.R. CARNEY (Chris) Schea~tic plaza design. Committee Action: The Committee approved the schematic plaza design as presented. 5. CUP 88-13 - C.R.H.O. (Chris) Building entrance modifications. Committee Action: The Committee · d not approve the modifications as requested, to delete the metal tubular archway at the entrance. 6. DR 88-37 - UTRAN/HACDONALD (Chris) Revised office building elevations. Committee Action: The Committee approved the office building elevations as revised. 7. CUP 87-36 - OAS INVESTORS (Scott) Building K landscape. Committee Action: The Committee (McNiel, Tolstoy, Coleman) reviewed the plans and recommended the following revisions: 1. A planter should be provided on the north side of building K. 2. The handicap stalls should be relocated to the north side of building K. 3. The parking spaces should be treated with a textured paving treatment. 4. Landscape planters and seat walls should be provided to create a separation between pedestrian circulation and potential outdoor eating areas north of building K. DESIGN REVIEW COMMENTS 6:00 - 6:30 Bruce January 19, 1989 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 88-46 - JAMES CARTER - Development of a neighborhood shopping center consisting of three buildings totaling 30, 105 square feet on 4.45 acres in the Neighborhood Commercial District located at the southwest corner of Base Line Road and Hellman Avenue - APN: 208-202-13 & 14. The Design Review Committee should address the foll owing concerns: Architecture: 1. The south elevation of building "C" should receive additional architectural detail/relief. 2. Tenant signage should be reduced in size. Site ~ an 1. Planter area and pedestrian space should be expanded along the north side of building "C". 2. A substantial planter area should be added along the south si de of building "C" to accommodate trees. 3. Planter area width on the west and east side of building "A" should be expanded to accommodate trees. 4. The planter area width on the south side of building "B" should expanded for trees. 5. Entry and corner monument signs should tie in with the project architecture. 6. Additional enriched paving should be provided at the east parking lot entrance off of Hellman Avenue. 7. Enriched paving should be provided between the south side of building "B" and the northeast corner of building "C". 8. Enriched paving should be provided as a pedestrian link between the sidewalk at the east side of building "C" and the sidewalk along Hellman Avenue. Landscape 1. The buffer landscaping along Spur Drive should have an informal design. The formal screen hedge should be substituted with an informal mass planting of shrubs. 2. Landscaping adjacent to Base Line Road should conform to requirements for that special boulevard treatment. All building facades should receive additional architectural detail/relief. The design and materials of construction should be modified so that the facades are compatible with the residential development to the south. 2. Tenant signage should be reduced in size. Site Plan 1. Planter area and pedestrian space should be expanded along the north side of building "C". The planter area should cover the full 1 ength of the building "C" and be wide enough to accommodate trees larger than currently specified. 2. A substantial planter area should be added along the south side of building "C" to accommodate trees. 3. Planter area width on the west and east side of building "A" should be expanded to accommodate trees. 4. The planter area width on the south side of building "B" should expanded for trees. 5. Entry and corner monument signs should tie in with the project architecture. 6. Additional enriched paving should be provided at the east parking lot entrance off of Hellman Avenue. 7. The paved area adjacent to the furtherest easterly parking stall at the northeast corner of building "C" should be converted to a planter area with an 18 inch wide walk insi de the curb adjacent to the parking stall. Landscape 1. The buffer landscaping along Spur Drive should have an informal design. The formal screen hedge should be substituted with an informal mass planting of shrubs. 2. Landscaping adjacent to Base Line Road should conform to requirements for that special boulevard treatment. The palm trees proposed for the landscape setback on Base Line do not and should therefore be substituted with another tree such as Liquidamber which is being proposed and is on the approved street tree list for Base Line Road. 3. The above requirement will modify the design intent of the palm trees. Therefore, the palm trees in the parking lot island north of building "C" should be substituted with Cupaniopsis which is the predominant tree within parking lot. 4. Palm trees should still be utilized in the design by incorporating them in the expanded planter area along the north side of building "C", replacing the Photinia standards. Palms should be clustered at the north entrance to emphasize that 1 ocation. Staff Coamnents: The following is a list of concerns and/or comments that should be addressed by the Design Review Committee: ~ te Plan 1, The general landscape and si de~alk treatment which creates a separation between buildings and circulation aisles throughout the site. 2. Potential conflicts between circulation and parking/loading areas. Specifically at buildings A9-A11 & D4. 3. Views to roll-up doors and loading docks. 4. Jog building A9 to meet a 15 foot landscape setback. 5. Increasing the north side office entry areas on building ET. 6. Potential to relocate office entries for the end suites to the east and west sides of building ET. 7. "Exposed" building corners at southeast and northeast corners of building D6. 8. Decrease asphalt by redesigning the parking at the south end of building B1. Architecture 1. Although the proposed buildings have base color variation and accent colors they do not create visual interest. Landscape 1. Canopy trees, shrubs, ground cover, special paving and pedestrian amenities should be provided at the employee courts. 2. An expanded landscape palette along the AT&SF railroad easement. 3. General increase in landscape areas adjacent to buildings. DESIGN REVIEW CO~4ENTS DR 88-39 - Mat West Company January 19, 1989 Page 2 4. Shrub planting should be used to screen parking. Design Review Committee Action: Members Present: Larry McNi el, Peter Tolstoy, Dan Coleman Staff Planner: Chris Westman The Committee reviewed the proposal and did not support recommending the project to the Planning Commission. Specifically at issue was the design of the "A" type buildings. The Committee has a concern with: a. The lack of landscaping adjacent to building faces with roll-up doors. b. The predominance of roll-up doors on "A" buildings. c. Architectural articulation of building faces. d. Views of loading areas from the internal circulation loop. The applicant was directed to modify the site plan to replace the "A" buildings with "B" buildings. Further review by the Design Review Committee is required prior to scheduling for Planning Commission review. DESIGN REVIEW COMMENTS 7:00 - 7:30 Debra January 19, 1989 MODIFICATION NO. 2 TO CONDITIONAL USE PERMIT 88-12 - WESTERN PROPERTIES - A modification to the theater court area of the previously approved Town Center project. Buildings "V" and "W" within the theater court have been changed from 5,500 square foot retail buildings to a 5,400 square foot and a 5,130 square foot (respectively) restaurant buildings, and the buildings, and the theater has increased in size from 1,000 seats to 1,500 seats. Background: The Committee has been reviewing the modifications to the theater court area (October 20 and December 8, 1988). At the initial review on October 20, 1988 the Committee found the overall concept acceptable, however, they requested additional information to be portrayed on a rendered perspective drawing of the area. The perspective and rendered elevations were then reviewed on December 8, 1988 with the Committee making the following comments: 1. Examples of the proposed surface treatment of the theater facades should be submitted for Committee review. Pictures and samples were suggested for review. Alternative treatments were also proposed and discussed. 2. The northwest corner of the theater building should be revised to incorporate a tower element (or similar detail) as previously proposed. 3. Seating areas, potted pl ants, and other pedestrian amenities should be provided throughout the court yard areas. 4. The north el evation and south el evation should receive some additional detailing to mitigate the "flat" appearance of these elevations. 5. Additional details should be provided to more clearly depict the tower element at the southeastern corner of the theater building. 6. The store fronts of retail pads "W" and "V" should receive the same level of detail as the Terra Vista Village Center, but not necessarily the same design. Sections of the colonades shou1 d be provided to illustrate the store front design. The plans included for the January 19, 1989 meeting particularly address items 1, 2, 4, and 6 from the above list. DESIGN REVIEW COM~MENTS CUP 88-12 - Western Properties January 19, 1989 Page 2 Design Review Coa~fttee Action: Members Present: Larry McNiel, Peter Tolstoy, Suzanne Chitiea, Bruce Enerick, David Blakesley, and Dan Coleman Staff Planner: Brett Horner The Committee reviewed the colored elevations, material samples, renderings, photographs, and model of the theater building, buildings W and B and made the following comments: 1. The revised elevations were acceptable as proposed with the added tower element along the north elevation and the trellis/colonade along both the north and south elevations. A kickplate or base detail was suggested but was not added due to grading considerations around the theater building. Such a detail could, however, be used in other project areas such as on the retail buildings south of the theater. 2. A molding detail along the top of the wainscot should be used in key areas which have alot of pedestrian activity. 3. Actual samples or pictures of the special paving proposed in the courtyard and walk areas should be provided for Committee review. 4. The lighting at the southwest corner of the theater building should be accentuated to attract pedestrian activity. Specifically, the lighting should highlight the palm trees at that location. 5. The special pedestrian accent paving leading to the courtyard should be extended into the parking lot areas to direct pedestrians into the courtyard. Special bollards should be installed across the bicycle path where it crosses the pedestrian spine to slow or stop bicyclists and skateboarders. 6. Details should be submitted on the proposed reflecting pool, the entire area north of the theater building and building W, including the open lawn area. The design of the pool should appear less "hi- tech" and should mitigate any potential liability/safety issues. 7. The theater marquee on the "lantern" tower should be set into the tower face and not mounted on the exterior. A cover should be installed to protect the letters from wind damage. 8. The surface treatment of the theater building (4" x 16" blocks with 1/8" slurry plaster wash) was essentially approved as proposed. The storefronts of buildings W and V should be provided for variation. The Con~nittee suggested angled doorways, multi-paned windows, and "unconventional" glass window treatment. 10. The Committee suggested a dome, designed consistent with the period architecture for the top of the proposed "lantern" tower. Details should be submitted for review by the Committee. 11. Adequate lighting should be provided along all trellis/colonade walkways intended for pedestrian access to the theater entrance. 12. Special paving should be provided for the traffic turnaround circle south of the theater building. 13. Material and color sample boards should be submitted to staff for stamped approval and incorporation into the Conditional Use Permit file. The above items should be addressed by the applicant and submitted for final Committee review and approval prior to Planning Commission review. DESIGN REVIEW COMMITTEE 7:30 - 8:00 Bruce January 19, 1989 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-33 ~ ARCHITECTS INC. - Development of 14 industrial buildings totaling 133,676 square ~ of floor area on 7.66 acres of land in the General Industrial District (Subarea 8) located at the northwest corner of Vincent Avenue and Jersey Boulevard - APN: 209-142-09. Background: The project was reviewed on December 8, 1988 and January 5, 1989. Issues were discussed which required modifications to the site plan, architecture and landscape plans. Following are comments from the January 5, 1989 meeting which should be examined with the revised plans: 1. The north elevations of buildings A, B, C and D should receive the same texture and painting treatment as the other sides of each respective building. 2. Buildings L and M should be setback further from Vincent Avenue and the adjacent screen walls should incorporate offset sections. 3. Buildings D, E, L and M should utilize glass on the facades facing Vincent Avenue. 4. The employee lunch areas/plazas should have concrete tables and benches. 5. Enlargement drawings of each of the four (4) plazas should be incorporated on the landscape plan. 6. Podocarpus marophyllus should be planted along the entire length of the west property line. 7. A continuous curvilinear planter area with shrubs and groundcover should be added to the lawn area at the base of the east side of the buildings on ~ncent Avenue. 8. Planter areas incorporating trees, i.e.: east side of buildings K and O, need to be 8 feet in width. The sandblasted portions on the north elevation of buildings A, B, C, and D should be connected by a sandblasted band at the base of each respective building, still maintaining the eroded edge effect of the texture treatment. 2. The setbacks of buildings L and M and the setbacks of the adjacent walls should be dimensioned on the site plan. 3. All planter areas should be dimensioned on the site plan. 4. All dimensions on the site plan should have the same corresponding scaled dimension. 5. Provi de a section drawing through the employee lunch areas indicating the form of the tables and benches. 6. The planter areas incorporating trees, i.e., east side of building K and O, should be dimensioned and scaled to 8 feet in width. 7. The minimum depth of the curvilinear planter on the ~ ncent Avenue frontage should be 5 feet. 8. At least two additional planters with trees should be added in the parking area at the north side of building O.
