SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF APRIL 20, 1989
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your conments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee 's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Conmission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessa~ arrangements made.

AMERICAN - The Design Review of building elevations and
~ site plan for a previously approved Tentative
Tract Map consisting of 75 single family lots on 28.7

the south side of 24th Street and north of Lower Loop
Road. Associated with this application is Tree Removal
Permit 89-21.

Committee Action: Due to concerns regarding graffiti,
the Comnittee approved the request to
paint the decorative perimeter walls
subject to the following:
1. The wall should be painted to
math the natural mission slump

walls should be painted to match
and all sides of the wall should
be painted.

Comittee Action: The Comittee {Kroutil, Emerick)
approved the revised lettering and
lighting scheme. However, they did
not approve the change of cap detail
and preferred to remain with the
approved cap detail. The lighting
scheme should be consistent with City
standards.

(Bruce) Review building colors.
Committee Action: The Committee examined samples of the
proposed building materials and colors
with the original submittal and
approved the proposed color changes.

DESIGN REVIEW FOR TENTATIVE TRACT 13566 - CENll/RY AMERICAN - The Design
Review of building elevations and detailed site plan for a previously
approved Tentative Tract Map consisting of 75 single family lots on 28.7
acres of land in the Low Density Residential District at the south side
of 24th Street and north of Lower Loop Road. Associated with this
application is Tree Removal Permit 89-21.
Staff Coaments:
Century American is proposing to develop the second half of an approved
tract. Due to the manner in which the two halves have been phased, the
new product will be intermixed with the approved units in several
instances. Therefore, the applicant is proposing a landscape and
architectural treatment which is similar to that previously appreved.
(See attached).
The following is a list of concerns and/or conments which should be
addressed by the Design Review Committee:
Arc h i te c tu re:
1. Due to structural similarity between elevations, a modified roof
design should be used on one or more elevations. (For example,
provide a hip roof on Plans 1B and 2B).
2. Provide a decorative sunburst truss under the gable roofs on
Victorian elevations.
3. Use a decorative scalloped shingle under the gable roof on
Victorian elevations (1D, 3D).
4. Garage door pattern on Plans 4A should have a more rectangular
design and shape.
5. Continue banding treatment around side elevations of the California
Ranch elevations 1A and 2A.
Design Review Committee Action:

1. Provide a modified roof design (hip, clipped gable, etc.) on two
elevations of Plan 1.
2. Provide a decorative sunburst truss under the gable roofs on the
Victorian elevations. In addition, the truss elements should have
a more substantial appearance.

3. Provide a decorative scalloped shingle under the gable roof on
Victorian elevations, (iD, 3D).
4. Additional architectural detailing should be adeed to the 1st and
2nd story garage walls adjacent to the front entry for elevations A
and C of Plans 3 and 4.
5. Provide decorative chimney cap details on all elevations. The
detailing should match the architectural treatment, including
either trim or masonry banding.
6. Relocate the driveway on lot 98 farther to the west.
7. Applicant should work with staff to revise plans prior to
scheduling Planning Commission.

MINOR DEVELOPMENT REVIEW 89-13 - REEL/GROBMAN - The development of 5

Background:
The overall project (Turner Industrial Park) was originally approved by
the Planning Commission on September 23, 1987. The applicant for the
above referenced project is requesting to raise a section of Building C
and utilize silos and water coolers. Originally, this application was
reviewed and approved with conditions by the Planning Division on
January 3, 1989 as Minor Development Review 88-58, which called for
eight (8) silos of 50 feet to be located to the west of Building C,
directly behind the middle portion of this building. This portion of
the building was proposed to be raised from 30 feet to 50 feet.
On January 9, 1989, the applicant requested modifications to the
original approval under Minor Development Review 89-05. This
application was for eight (8) silos of 60 feet and a section of Building
C to be raised in height from 30 feet to 60 feet. Also, the southern
most section of Building C was now proposed to be utilized, thereby
modifying the original request. This application was deemed incomplete
and never pursued further by the applicant.
On March 15, 1989, the applicant requested additional modifications,
which make up Minor Development Review 89-13. The applicant is
requesting to raise a portion of the southern most section of Building C
from 30 feet to 42 feet and to add five (5) 60 foot silos and three (3)
water cooling towers directly to the west of the aforementioned
addition.
The Design Review Conmittee reviewed Minor Development Review 89-13 as a
Consent Calendar item on April 6, 1989 and did not recommend approval as
presented. The Conmittee felt that this particular site may be
inappropriate for this type of equipment.
Staff Coaments:
All application materials will be provided at the meeting. The
applicants will provide additional information as needed.

The Design Review Committee recommended approval of the original Minor
Development Review (MDR 88-58) with the following modifications:
1. The southernmost section of Building "C" will now be utilized for
the operation. Said section shall be raised to 50 feet with 8
fifty foot silos placed directly to the west of this section.
2. Three (3) water cooling towers shall be included as part of this
approval. Said towers shall be placed directly south of the silos
and wast of Building "C".
3. All mechanical equipment for the water cooling towers shall be
screened from view through the use of a chain link fence with
slating. Said slating shall be painted to match the colors of the
building, silos and water cooling towers.

DESIGN REVIEW FOR TRACT 12462 - WATT Design Review of building
elevations and detailed site plan for a previously approved Tract Map
consisting of 27 single family lots on 17 acres of land in the Very Low

side of Sunmit Avenue, east of Etiwanda Avenue - APN: 225-181-02 and
03.
Site Plan:
1. Continuation of solid wall along the roar of Lots 1, 11, 16 and 27.
2. Corner side yard solid walls on Lots 2, 3 and 10.
Architecture:
1. Provide greater use of traditional/rural building styles and
materials consistent with the requiroments of the Etiwanda Specific
Plan (Sections 5.42.202 and 5.42.602-).
2. Expansion of 360 degree architectural treatment (i.e., stone,
brick, rough sawn wood, etc.).
3. Four units (approximately 15%) should provide a two-car garage and
bonus room rather than a throe-car garage.

The Design Review Conmittee roviewed the project, but did not roconmend
approval due to the following concerns:
Site Plan:
1. Lots 1, 11, 16 and 27 should be provided with solid corner side
yard and roturn walls.
2. The solid wall should be provided along the roar of lot I extending
from the community trail to the gate leading from the local
equestrian trail.
3. The solid wall should be provided along the roar of lots 11 and 16.
4. Design of the solid wall should include natural stone pilasters,
stucco finish, and a decorative cap.
5. P.V.C. equestrian trail fencing should be provided along the front
property line of lots 13, 14, and 15.

Architecture:
1, The diagonal siding on the garage door of Elevation 520 should be
replaced with horizontal and/or vertical siding.
2. The standing brick should be removed from the chimney of Elevation
520A, and should be replaced with more con~patible building
material, i .e., rough sawn wood.
3. Elevation 521B should incorporate standing brick on the chimney, to
match the front elevation.
4. The pink and green color samples were not acceptable and should be
replaced with compatible earth toned colors.
5. A decorative finish should be provided on all driveways.
The applicant was directed to return to the Committee on a Consent
Calendar basis.

the Low Density Residential District (2-4 dwelling units per acre)
located at the southwest corner of Etiwanda Avenue and 25th Street
APN: 225-082-01.
The Design Review Conmittee (Kroutil, Emerick, McNiel ) initial ly
reviewed the project on Manch 30, 1989. At that time the Committee had
the following concerns:
1. The width of the paseos, particularly Lots A and B, should be
increased to 30 feet. However, the width may vary.
2. Masonry wall on either side of the paseos should not extent to the
curb. Wrought iron railings may be used to define the paseo if
desired.
3. The connection to Etiwanda Avenue should be maintained to provide a
connection to the proposed community trail.
4. The perimeter wall design for Etiwanda Avenue should be revised to
reflect the proposed design scheme outlined in the Etiwanda North
Specific Plan.
5. A paseo connection to Tract 13527 to the south should be
incorporated between Lots 13 and 14. Steps can be utilized if
necessary.
6. A bridge should be incorporated in the northern and western
portions of the tract to provide access across the proposed
drainage easement. The bridge should be of permanent materials and
designed to be strong enough to accommodate bicycle and pedestrian
traffic only.
7. An e~anced parkway should be provided on one side of Streets A, D
and F. The parkway may contain additional street trees, shrubs
and/or groundcover. This area will be homeowner maintained.
Revised design sketches will be presented at the Design Review Committee
meeting for your review.

1. The design of the perimeter wall along Etiwanda Avenue as well as
the streetscape should be designed in conformance with policies and
standards set forth in the proposed Etiwanda North Specific Plan.
Drawings should be reviewed and approved by the Design Review
Comnittee prior to the recordation of the Tract Map.
2. A temporary fence such as chain link should be placed across the
paseo connection to Tract 13527 to the south until such time as
that tract develops.
3. The enhanced parkway treatment along Streets A, D and F should be
redesigned to include a double row of clustered trees. The design
should be reviewed and approved by the Design Review Comnittee
prior to the recordation of the Tract Map.
4. The ownership of the slope located along the south tract boundary
should be transferred to the southerly property owner prior to
recordation of the map. If this is not feasible, an exclusive yard
easement or some other acceptable mechanism should be agreed upon
prior to map recordation. Installing gates in the wall to provide
for homeowner access is not considered to be an acceptable
so 1 u ti on.
5. Masonry walls along the paseo edges should be provided and should
be terminated at the setback line. Some type of low visual barrier
may extend to the curb where appropriate.
