SUBJECT: DESIGN REVIEW COMMII'~EE MEETING OF MAY 4, 1989
The following is a description of projects which require review and
rating by the Design Review Committee. P1 ease review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager [noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 - 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. - 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

1. CUP 87-16 - NUWEST
(Brett) Review trash enclosure detail.
Committee Action: The Committee recommended that the trash
enclosure construction consist of heavy wood
lattice (2" x 2" and 2" x 4") in addition to
the block walls.
2. DR 89-O1 - BARTON
(Cynthia) Review building elevation mdifications.
Committee Action: The Committee approved the modified building
elevations with an additional horizontal
reveal to be added to the building and
screen walls. Employee plaza areas are to
include tables or concrete stands; the bench
is to be relocated towards center of the
plaza. Meandering sidewalks are approved
along Utica.
3. DR 87-49 - h3A/BENNum
(Cynthia) Review site plan and design guidelines.
Committee Action: The Committee approved Option "1" for the
building placement on the north side of 7th
Street. The lunch courts should include
tables. Design/Development guidelines shall
be brought before the Committee as a full
item.
4. DR 8848 - SIt~SON ENG.
(Cynthia) Review building color mdification.
Committee Action: The Committee approved the change from cool
greys to warm greys with the condition that
a lighter shade of grey also be used in the
same manner as originally approved. The
grey color should be approved by staff prior
to painting.

TERRA VISTA TOWN CENTER - Review of site plan and el evations for
Mervyn's (Major 2).
Background:
In a workshop session on March 16, 1989, the ~anning Conmnission
reviewed the preliminary elevations with representatives from
Mervyn's. A copy of the minutes from that workshop are attached for
your review. Generally, the workshop discussion focused on the box-like
appearance of the building and the character of the elevations lost by
deleting the perimeter shops. The Commi tree strongly advised the
representatives from Mervyn's to recreate that same character by
providing interest on the three entrance elevations.
Revisions:
The applicant has made many revisions in response to the Commissions
comments. Generally, those revisions are:
1. Small scale tower elements and arched entry with voussoir have been
added to both the east and west elevations.
Staff Comments:
All tower elements should include the overhang with the wood cornice,
consistent with details used by architects Pacifica.
2. An arcade has been added to the southwest corner of the building.
Staff Cmmnents:
The arcade does break up the box-like building appearance, and the shed
roof brings in an additional vertical line, however, the wall surface on
the building face under the arcade is quite large. How will that face
be treated? This area is lacking landscaping at a pedestrian level.
3. The recessed planters around the southeast corner have a small shed
roof added above, creating the appearance of the arcade.
4. Two small scale towers were also added to the rear elevation over
rear entry service doors. They have also added a free-standing
trellis within the back area of the building. The space created by
the trellis and nearby turf area could easily be used as an
employee plaza, as it is isolated from public use.
5. A free-standing trellis has been added to west and east elevations
on either side of the entries. The trellis adds to provi ·ng the
pedestrian scale necessary, particularly within the plaza on the
west elevation.

6. Samples and colors of all materials should be submitted to review
for consistency with the entire project. The following items are
of concern:
Metal "awnings"
Solar Bronze glass
Voussoir material
Other materials, such as roof tile and tile wainscot, would be
expected to be identical to material used elsewhere.
7. ~gnage shown now conforms to the approved sign program. As a
reminder, maximum letter height is 4' x 3" for major tenant
signage.

1. Revise main (south) entry to continue the drama of the entry
statement into the building. The Committee objected to using
stucco/plaster as an al ternate above entry doors. The Committee
suggested changing the spandrel glass to vision glass above entry
doors and modifying the interior floor pl an/ceiling plan to
continue the volume of the arch to the interior.
2. Continue special hardscape treatment of the main entry walk across
the driveway to the south.
3. Madify the southeast corner of the building to provide a 45 degree
cut-off underneath the shed roof to create an angled arcade
connection from the east side of the building to the west side.
4. The master architect, Architects Pacifica, should provide input
regarding how the wainscot material differs from rest of center and
how it would transition from Mervyn's to connecting buildings.
5. Provide alternatives to the scored, painted plaster being used in
the recessed areas underneath the arcade at the southwest and
southeast corners.
6. Towers at the side entries should be redesigned for better
proportion of mass to height. Also, provide greater roof overhang.
7. The sign locations and sizes were recommended for approval.
8. Use lighter color window frames.

9. Provide construction details and sections of key elements, such as
all three entries and the arcade. Will entry ceiling be vaulted or
coffered?
10. Submit manufacturers catalogs with color photographs of design
elements, such as, steel grillwork, window frames, planter boxes
and voussoir.
11. Provide bicycle racks and trash receptacles consistent with center.
12. Applicant should work with master architect and the 1 andscape
architect on developing a more direct pedestrian connection through
the plaza area on the west side.
The Committee concluded by indicating that the conceptual plans were
moving in the right direction subject to refinement of the details.

ENVIRO~ENTAL ASSESSMENT FOR DEVELOPMENT REVIEW 87-60 BARTON
DEVELOPMENT - The development of 11 industrial buildings totaling
125,260 square feet on 8.43 acres of land in the General Industrial
District {Sub area 8) of the Industrial Specific Plan on the west side of
Red Oak between Jersey Boulevard and Enter Court - APN: 209-142-34.
Background:
On March 2, 1989, the Comnittee reviewed the proposed use of Sculptured
Steelox as a roof screen material as a Con~ent Calander item. The
Conmittee did not approve the use of Sculptured Steelox and recomnended
the use of a concrete board. The applicant intends to appeal this
decision, however, the item must be reviewed as a regular item by the
Design Review Committee in order to be appealed.

1. Review Sculptured Steelox material as a roof screen material.
