SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF MAY 18, 1989
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your conments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Conmittee's concerns will be typed up
as the formal action/recom,~ndation of the Committee and distributed to
the Conmission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 - 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

Committee Action: The Design Review Committee did not
see enough significant changes to make
a decision. A decision on the project
was deferred in order to obtain
additional information.

ENVIROle4ENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-09 - SHARFI - The
development of an office and warehouse building totaling 14,360 square
feet on 0.53 acres of land in the Industrial Park district (Subarea 7)
of the Industrial Area Specific Plan located on the west side of Maple
Place between Elm Avenue and Arrow Route - APN: 208-351-64.
Background:
This item was previously reviewed by the Conmittee on April 6, 1989,
however, the applicant was not present at that meeting. The applicant
requested that this item be brought back to the Conmittee, to allow the
applicant to be present.
Staff Comnts:
1. The 5' side building setback is eliminated in the proposed master
plan.
2. More articulation/relief of building elevations should be provided.

The Conmittee reconmended approval of the project with the following
conditions:
1. The first 24 feet of the southeast section of the building shall be
stepped back in order to maintain a five foot side yard setback.
2. A ledge along the balcony edge shall be provided over the main
entry of the building.

DEVELOPMENT - The development of 11 industrial buildings totaling
llEF7261~ square feet on 8.43 acres of land in the General Industrial
District (Subarea 8) of the Industrial Specific Plan on the west side of
Red Oak between Jersey Boulevard and Enter Court - APN: 209-142-34.
Background:
On March 2, 1989, the Conmittee reviewed the proposed use of Sculptured
Steelox as a roof screen material as a Consent Calendar item. The
Conmittee did not approve the use of Sculptured Steelox and reconmended
the use of a concrete board. The applicant intends to appeal this
decision, however, the item must be reviewed as a regular item by the
Design Review Committee in order to be appealed to the Planning
Conmission.
Staff Coments:
1. Review Sculptured Steelox material as a roof scneen material.

ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 89-08 - HUGHES
INVESTMENTS - The development of an integrated shopping center
consisting of 11 buildings totaling 127,261 square feet on 12.9 acres of
land in the Neighborhood Conmercial District of the Victoria Conmunity
Plan located at the southeast corner of Highland Avenue and Milliken
Avenue - APN: 227-011-22.
Staff Comments:
This project has been accepted as complete for processing, but has
substantial design and technical issues which have not been addressed by
the applicant. Resolution of these issues will require revisions which
must occur prior to scheduling for Planning Commission. The major
design issues which the Comaittee should address are:
1. All food uses and drive-thru facilities should be clearly shown and
designed to City Standards.
2. Substantial landscape planters should be provided behind the
Albertson's, Sav-On, and Shops buildings.
3. Details should be provided on the design of the recycling center.
4. Trash enclosures should be reoriented to accessible places and not
in front of potential parking spaces.
5. The parking lot west of Building 11 should be redesigned to reduce
the paved area and to meet the setback from the Ke~on Way right
turn lane.
6. More planter area should be provided at the northeast corner of
Shops 3.
7. The applicant should consider elimination of the southerly drive
access to Woodruff Place.
8. Larger enriched paving areas should be located at project entries.
9. The walkway in front of the Albertson's should be enlarged to
provide additional planting area.
Architectore:
1. All elevations facing existing Highland Avenue and the future
freeway should be significantly upgraded. All roof mounted
equipment must be shown on the site sections and adequately
screened from view including the freeway.
2. Variation in the building plane should be provided on all street
facing elevations, particularly for Shops 2 and 10.

3. In general, architectural details should be enriched. For example,
cap, cornice, base, and trim elements should be explored for use.
In addition, there appears to be many "blank" areas requiring mere
detail, particularly on the Albertson's (south elevation), Building
2 (east elevation) and Building 10 (south elevation).
4. Provide elevations of storefronts. Variation in window/door
patterns should be provided on the elevations.
5. Provide additional architectural detailing and landscaping on the
west elevation of the Albertson's and the east elevation of the
Say-On building.
Landscaping:
1. Provide substantial landscaping to the rear of the shopping center
to screen it from Highland Avenue and the freeway.
2. Provide additional tree plantings throughout the site, particularly
in front of building faces.
3. Satellite plaza areas with pedestrian amenities should be provided
throughout the site. Bike racks should be provided.
4. Lot A should be landscaped for screening purposes.
5. Additional landscaping should be provided in the service station
area.
6. All retaining walls visible from public areas should be decorative.
7. All transformers and ground mounted equipment should be heavily
screened with shrubs and tree plantings and or walls.
8. Additional tree wells should be provided to break up the expansive
paved areas.
g. Details of the light standards, trash enclosures and other site
furniture should be provided.

The Comnittee reviewed the plans and directed the applicant to address
the following items in revised plans to be submitted for additional
Conmittee review. These comnents should be addressed in conjunction
with or preferably after resolution of the extensive technical issues
associated with this project.
1. A Conceptual Plan should be provided which depicts anticipated
drive-thru and food uses within the center. These plans, which may
consist of overlays, should meet all City Standards in terms of the
drive-thru policies and parking requirements.
2. In general, landscaping areas and tree plantings should be
increased throughout the site. Substantial landscape planting area
should be provided in the area of the service station. The
Committee recom.~nded that the width of the planting area behind
the supermarket and drug store be extended on the shopping center
property, south of Lot A.
3. The architectural scheme should be modified to include much greater
detailing, such as cap, cornice, base, and trim elements. In
general, all elevations need to be enhanced. Suggestions included
making modifications to building mass and bulk, use of spandrel
glass to encourage pedestrian activity on all street facing
elevations, additional storefront detailing, and increased emphasis
on entries and other focal points. The Comnittee was especially
concerned with the rear elevations facing the freeway, which they
recomnended for substantial improvements.
4. The architectural theme should be mare residential in character
then industrial. The Comnittee suggested the architectural
elemants associated with the areas' historic winery structures.
The Comnittee felt the use of arches, gables, and towers was
app ropr iate.
5. A major entry statement should be made along Milliken Avenue,
either at the entrance driveway along that street or at the
northeast corner of Kenyon Way and Hilliken Avenue. The rolocation
of Buildings 9 and 10 was also suggested. It was suggested that
these buildings be grouped closer together with a small plaza area
in between them. The entry should include such items as special
accent landscaping, special paving, seating, and perhaps a
fountain.
6. Parking in front of the store fronts should be eliminated or
confined to only a few stalls in localized areas. This will allow
for additional landscaping and site furniture, such as bike racks,
low seat walls, pottad plants, trash receptacles, etc. No vending
machines or other apparatus should be permitted within the center.

7. The area in front of the Albertson's should be expanded to provide
enhanced paving areas, low raised planter areas, and other
pedestrian amenities. It was reconmended that this area be at
least 15 feet in width for substantial tree planting. The area
should be designed to discourage outdoor storage of shopping carts
and/or merchandise. A paving detail and/or sample should be
provided.
8. Additional landscaping and planting area should be provided in the
areas visible from the service station area, including the west
elevation of shops at Building 7 and Albertson's. The planter
width south of the 4 parking stalls by the entry drive off of
Milliken should be increased to accomnodate tree planting. In
general, planter widths throughout the site need to be increased to
acconmodate additional tree planting. This would include tree
wells within the parking lots.
g. Accent paving at all driveway entries should be substantially
increased in depth.
10. Satellite pedestrian plaza areas with pedestrian areas should be

11. Details of the crib retaining wall should be provided.
12. Details of the light standards, trash enclosures, and other site
furniture should be provided.
13. Elevations of the recycling center facility should be provided with
the details to be verked out with City staff.
14. The service station should reflect the detailing and architectural
theme of the center as a whole. The colors, roof tile, and
building materials should be integrated with the shopping center 's.
15. The planter area at the northeast corner of Shops 3 should be
increased in width to acconmodate tree planting.
16. Trash enclosure areas should be designed to prevent parking in
front of them.
Given the number of items to be addressed, the project should return as
a full item for additional Committee review. The Committee did not have
time to address all aspects of the project. TherefoFe, additional
review and comments are necessary.
