Please review the attached plans, visit the project sites, and write down your conments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Conmittee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Conmission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. - 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00- 6:30 (Cindy) ENVIROI~4ENTAL ASSESSMENT FOR DESIGN REVIEW 88-17 UNIVERSAL pROPERTIES - The development of 38 townhouse units on 3.15 acres of land in the Medium Residential District (8-14 dwelling units per acre} located on the north side of Arrow Highway opposite Ramona Avenue APN: 208-311-03, 04, 21 and 24. OR 13857 & 13858 - BROCK (Tom) Modification of approved floor plan mix. Conmittee Action: The Conmittee approved the change of nine (9) units from 4-car to 3-car garages as presented. However, the Committee felt mDre information ms needed before a decision could be made on the change of unit mix. 2, DR 10210 - MDRDIC (Bev) Applicant is requesting Development Review approval for Eat 28, which ms not included in previous submittals. Committee Action: The Committee approved the utilization of Model 2800. Mowever, they were concerned with the height of the slope and access to the local equestrian trail. The project should be reviewed by Grading Conmittee and Trails Advisory Committee prior to Planning Conmission review. 3. Conmittee Action: Approved subject to the condition that detailing be consistent with previously approved el evation. De sc ription: With this project, the applicant is intending to retain the existing single family Mediterranean style house in its curn~nt location, at the southwest portion of the site. In addition, the proposed units have been designed to be compatible with the house, consistent with reconmendations of the Historic Preservation Conmittee. Also, single story units are proposed along the rear property boundary and along Arrow Route in order to mitigate the impact to adjacent single family homes and to create a balanced appearance along Arrow Route. Staff Coments: 1. The recently completad arborist report recon~nends preserving an existing cedar tree located at the southeast portion of the site. However, in order to preserve this tree, redesigning of the three single story units would be necessary. 2. Based on a sight-line visibility study a number of the street trees will have to be removed or relocated farther back from the street. 3. Provide decorative metal gates for the trash enclosures. liesign Review Comtttee Action: Members Present: Bruce Emerick, Peter Tolstoy, Otto Kroutil Staff Planner: Cindy Norris Conmittee Action: The Conmittee reviewed the proposed project and reconmended the following revisions: 1. Redesign the three units located east of the driveway in order to preserve the existing cedar tree in place, consistent with reconmendations of the arborist's report. 2. Revise the design and placement of the patios for the units east of the driveway in order to reduce or eliminate the appearance of the seven (7} foot sound wall along Arrow Route. DESIGN REVIEW COMMENTS DR 88-17 - UNIVERSAL PROPERTIES Page 2 3. Architectural elements of the existing house should be repeated to include items such as the curved po~ch element, awnings, etc. 4. Provide additional guest parking spaces. 5. Relocate or provide additional trash enclosures which should be mere equally spaced throughout the site. DESIGN REVIEW COMMENTS 6:30 - 7:00 Tom May 18, 1989 DESIGN REVIEW FOR TENTATIVE TRACTS 13542 AND 13542-3 GRIGSBY DEVELOPMENI - The design review of building elevations and detailed site plan for ~previously approved Tentative Tract consisting of 80 single family lots on 26.76 acres of land in the Low Residential District (2-4 dwelling units per acre} located north of Banyan Avenue, west of the Deer Creek Channel - APN: 201-191-21 and 22. Background: The applicant is proposing to develop the remaining 80 lots of Tentative Tract 13542, which was approved with a total of 206 lots. Four (4) floor plans are proposed with a total of three (3) elevations each. The proposed architecture is identical to the original approval. The following are concerns and/or conments that should be addressed by the Committee: Site Plan: 1. Corner side yard walls and return walls. 2. Wall design and landscape setback along Banyan Avenue. 3. Increase wall setback along Banyan Avenue to allow for tree planti ngs. Architecture: 1. Provide accent trim, i.e., stucco or wood around all windows, doors, and attic vents for 360 degree architectural treatment. 2. Provision of a two-car garage and bonus room versus three-car garage on 12 units (15%). 3. Architectural treatment should be expanded on all elevations to break up large blank areas. Design Review Committee/~tion: Members Present: Otto Kroutil, Bruce Emerick, Peter Tolstoy Staff Planner: Tom Grahn The Conmittee approved the project with the following conditions: 1. Side, rear, and corner side yard walls of graY slumpstone will be provided. A return wall should also be provided on the short-side of each front yard. Additional trees should be provided in the rear yards of lots backing onto Banyan Avenue, adjacent to the wall subject to City Planner approval. Pop-outs of approximately 5 x 10' should be provided in the perimeter wall along Banyan Avenue to allow for street tree planting. Pop-outs should be located at each property line and should be shown on the final landscape plan and will be subject to approval of the City Planner and City Engineer. DESIGN REVIEI~ COMMENTS 7:00 - 7:30 Brett May 1B, 1989 DESIGN REVIEW FOR TRACT 13662 LEWIS HOMES The design review of building elevations and detailed site plan for a portion of a previously approved Tentative Tract Map consisting of 26 single family lots on 3.4 acres of land within the Terra Vista Planned Community in the Medium Density Residential District located on the southeast corner of Haven Avenue and Base Line Road - APN: 1077-101-58. Staff Comments: Lewis Homes has received approval of the Tract Map and 76 condominium units to the west and north of these 26 single family lots. This review includes only the 26 zero lot line style homes. The following staff comments should be provided by the applicant and addressed by the Conmittee: 1. 360 degree architectural treatment. 2. Decorative side yard (between homes) return fencing. 3. More variation in roof lines, entryways, roof tile colors, etc. Oesiiln Review Committee Action: Members Present: Bruce Emerick, Peter Tolstoy, Otto Kroutil Staff Planner: Brett Homer The Conmittee reviewed the plans for both Tracts 13662 and 13664, which utilize the same product type. The following changes are to be made by the applicant and reviewed by the Planning Division prior to scheduling for Planning Commission. 1. Landscaping should be provided not only within the front yard area (which is required) but also within the side yards to mitigate the zero lot line elevations of the adjacent home. Tree plantings in this area should be provided as well as other planting. 2. Return roof elements and column, pilaster, and/or similar building plane changes should be provided on the zero lot line elevations. A gable return was suggested on the Plan 2 (left) elevation. A return roof overhang vas also recommended for the Plan 1 (left) elevation. 3. - Special architecturil treatment and enhancements should be made on the two homes which face Haven Avenue. It vas recommended that these homes be revised so that the zero lot line elevation did not face Haven Avenue. DESIGN REVIEW COMMENTS T 13662 - LEWIS HOMES Page 2 4. Rear and side elevation window trim should be provided on all homes as depicted in the revised elevations priesended by the applicant.
