SUBJECT: DESIGN REVIEW COMMITFEE MEETING OF JUNE 22, 1989
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your con~nents using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

FRIEDMAN HOMES - A total residential development of 123
single family lots on 84.5 acres of land in the Very Low
Density Residential District (less than 2 dwelling units
per acre), located at the northeast corner of Archibald
Avenue and Carrari Avenue - APN: 201-071-14, 37 & 45.

Committee Action: The Committee (Emerick, Buller)
reviewed the design of the tract and
concluded it met previous direction
given by the Committee; however, they
felt there should be a more equitable
distribution of lot square footages on
Lots 8 through 12.
2. DR 13858 & 13857 (BROCK)
(Tom) Revised elevations.
Committee Action: The Committee {Emerick, Bullet)
reviewed the revised elevations and
concluded:
A. The addition of the bonus room
above the garage on Floor Plan 4
is acceptable and is approved.
B. The request to remove the
decorative tile on Floor Plan 1,
elevation B, was denied.
C. The request to remove the
standing brick element on the
chimney on Floor Plan 1,
elevation C; Floor Plan 2,
elevation A; Floor Plan 3,
elevation A; and Floor Plan 4,
elevation B, was denied.
D. The request to remove the low
wall at the entry way of Floor
Plan 4 was denied; however, the
wall may be lowered to the height
of the window potshelf.
3. DR 10210 (NORDIC) Review of circular driveways.

GRADING MODIFICATIONS TO TENTATIVE TRACT 13316 FRIEDMAN HOMES - A
total residential development of 123 single family lots on 84.5 acres of
land in the Very Low Density Residential District (less than 2 dwelling
units per acre), located at the northeast corner of Archibald Avenue and
Carrari Avenue - APN: 201-071-14, 37 & 45.
Background:
This project was approved by the City Council on May 6, 1987. A time
extension was granted by the Planning Commission on April 29, 1989. The
project is currently going through plan check. The applicant has made
major modifications to the grading plan which needs to be reviewed by
the Committee. The modifications consist of building pad elevation
changes. A total of 42 lots have pad elevation changes which exceed 3
feet. In some cases, changes of 8-11 feet have been made.
Staff Conmnents:
1. Lots 28, 29, and 30 should be lowered in elevation and/or provided
with one-story homes only to preserve views from existing homes to
the north.
2. Provide and align concrete aprons at the equestrian crossing along
8irdsong Place.
3. Design of Spillway southeast of Carrari Street.
4. All 2.1:1 slopes should be planted per 2:1 slope specifications.
The Committee should consider if the project should return to the full
Commission.

The Committee reviewed the plans and recommended the following changes:
1. The pad elevations on Lots 28, 29, and 30 should be lowered by
approximately 4-5 feet. Single story homes should be plotted on
these three lots. The two home owners to the north of Almond
Street should be notified regarding the pad elevation changes and
how it would affect their views.
2. Concrete aprons/approaches should be provided where the equestrian
trail crosses Birdsong Place.

3. Final design of the spillway should be reviewed by the Committee.
The spillway should be designed to appear as natural as possible,
with boulders and natural river rock. Landscaping and irrigation
should be provided to screen the spillway and the screen wall. The
wall should consist of a split face block. The owner of the
property on which the spillway is located should be contacted and
notified of the proposed improvements. Access should be provided
so that this home owner does not have to cross the equestrian trail
to get to the rear of the lot (to the east of the spillway).
4. The equestrian bridge across the spillway should be designed
similar to the existing one within Heritage Park.
5. All 2.1:1 slopes should be planted per 2:1 slope specifications.
The landscape plan should be revised to reflect this change.
Revised plans incorporating the above changes should be reviewed again
by the Design Review Committee.

Background:
This project was approved by the Planning Commission on November 30,
1988. Currently, the appli cant has submitted for plan check review in
order to obtain building permit issuance. However, the applicant has
submitted elevations which do not reflect the original conceptual
approval. Therefore, the changes have been brought before the Committee
for additional review.
Staff Counts:
1. The window pop-outs should be retained on the front elevations.
2. A 2-3 foot wide pop-out has been added on the left side elevations
(top story}. Setbacks should be measured from this building
face. A major roof element has been deleted from this elevation.
3 The top portion of the right side elevation should be enhanced.
4. The elevations for the one 4-plex building which faces Base Line
Road have been included in the attached plans. The left and right
sides of this building should receive architectural enhancement.
5. A new wall design has been proposed for the area behind the theme
park. The amount of wrought iron has been reduced.
The approved elevations are attached for your review to assess the
changes.

The Committee reviewed the revised plans and recommended the following
changes:
1. The second story windows on the front elevations should be
increased in width by 50 percent and provided with a dropped roof
line which would overhang the window area.
2. The accent color should be used on the sliding glass door trim.

3. The landscaping on the north and west side of the theme park wall
should be reviewed and approved by the City Planner. The
landscaping should include tree, shrub, groundcover, and vine
planting to soften the appearance of the wall.
4. The left side elevation of the 4-plex building and the right side
elevations of the 4-plex and 6-plex buildings should be upgraded
architecturally with a shutter pop-out detail as sketched by the
applicant and similar in design to the one provided on the
original, approved right side elevation.
5. Decorative doors should be provided to the garages on the right and
left side elevations.
The final plans should be reviewed and approved by the Planning
Division.
