SUBJECT: DESIGN REVIEW COMMIllEE MEETING OF JULY 6, 1989
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

- Design review of building elevations and detailed site plan for a
previously approved tract map consisting of 151 single family lots on
66.77 acres of land in the Very Low Residential District (1-2 dwelling
units per acre) and the Low Residential District (2-4 dwelling units per
acre) located north of Highland Avenue, south of Summit Avenue, and west
of Etiwanda Avenue - APN: 225-161-35, 36, 37, 38, 49, 53, 55, 61 and
225-171-01, 09, 10, 17.
Background:
The applicant is proposing two architectural series in this development
proposal. The 200 Series is designed for lots in the Low Residential
District and the 500 Series is designed for lots in the Very Low
Residential District. The 500 Series architecture was reviewed by the
Committee on April 20, 1989 for the development of Tract 12462. The
elevations have been revised to reflect concerns and recommendations
presented by the Con~nittee.
Staff Conm~ents:
Site Plan:
1. Revise the detailed site plan, grading plan, and landscape plan to
accurately reflect equestrian easements and drainage easements as
shown on the tentative map and as conditioned in the Resolution of
Approval.
2. Return walls on all lots within the Low Residential District.
3. Provide sections and elevations of the wall along "C" Street.
4. Indicate the location of the heavy broom finish concrete crossings
where equestrian trails cross public streets.
5.-, Provide a detail of material used in the pedestrian connections
leading from "L" and "I" cul-de-sacs to "C" Street and the
connecting cul-de-sacs on "A" Street.
6. Provide a 70 foot equestrian envelope.
Architecture:
1. Label all materials on all elevations.
2. Provide floor plans and roof plans for all units to accurately
determine variations among units.

3. On the 200 Series, extend architectural elements used on the front
elevations to the side and rear elevations for 360 degree
architectural treatment,
Design Review Committee Action:

The Conmnittee reviewed the project but did not recommend approval due to
the following concerns:
1. The landscape plan needs to accurately reflect the location,
design, and materials of all walls. Specifications should include
the wall layout and any special treatments.
2. Return walls should be provided on all lots within the Low
Residential District. Provide details of the wall location, design
and materials.
3. A minimum 80 percent of the units proposed within the Low
Residential District should have a front facade material other than
stucco.
4. Revise the elevations of the single-story floor plan, Plan #226, to
include elements typically found in Victorian style architecture.
5. Extend the chimney veneer, ie., brick and field stone, to the
entire chimney and not simply at the base.
6. Front yard landscaping is required on all lots within the Very Low
Residential District of the Etiwanda Specific Plan.

Background:
This project was last heard by the Planning Commission on April 12,
1989. The project was approved subject to Design Review Committee
review and approval of the landscape plan.
Staff Counts:
1. A solid, view obstructing wall or fence should be provided along
9th Street. Also, a sample of the proposed fencing along 9th
Street should be provided.
2. Additional tree plantings should be provided along 9th Street and
in front of the existing office building along Helms Avenue.
3. The driveway proposed on 9th Street should be planted temporarily
until it is constructed.

The Committee recommended approval subject to the following conditions:
1. A split face block wall with cap and columns should be provided
along the entire 9th Street frontage.
2. Tree, vine, shrub, and groundcover planting should be provided in
the area designated for the driveway off of 9th Street. This drive
(whether permanent or temporary) is subject to Engineering Division
approval.
3. Additional tree plantings should be provided along 9th Street and
in front of the existing office building along Helms Avenue.
4. The proposed fencing along Helms Avenue was acceptable, but should
be replaced with the same wall design to be built along gth Street
within 3 years if redevelopmerit of the site does not occur before
then.

SUBJECT: MODIFICATION TO CONDITIONAL USE PERMIT 88-12 - WESTERN
PROPERTIES - Various modifications to the site plan
involving Majors 2, 3 and 4, Buildings E, F, G, H, K, L,
P, S, and T, primarily as a result of modifications for
Major 2 (Mervyn's) and Major 3 (Montgomery Ward), and
design review of Major 3 and the related tires, battery
and acessory shop.
I. ABSTRACT: The modification is requested to receive approval of
various site revisions that have occurred through the Design Review
of Major 2 (Mervyn's) and Major 3 (Mentgomory Ward).
II. BACKGROUND: Specific site details such as walkways, site
furniture, landscaping, etc. have been approved and are not
expected to change. As the remainder of the buildings are
designed, each will be subject to Design Review processing. As an
update, the following buildings have already received Design Review
approval from the Planning Conmnission - Major 1 (Target), Major 2
(Mervyn's), Theater, Buildings A,B,V and W.
III. SITE PLAN ANALYSIS:
The specific changes represented in this submittal include -
1) Medification of "Major 2" to incorporate the Mervyn's store.
2) Adjustments to adjacent Buildings B and E.
3) Adjustments to Buildings S & P to create a view corridor for
Mervyn 's.
4) Adjustments to the surrounding curb lines, including the
creation of additional parking behind Marvyn's to be used as
overflow parking for the Theater.
5) The elimination of Building T.

2. Kids Store The Commission had previously requested an
enlarged detail of the Kids Store to review various details.
In addition, they expressed concern regarding the
yellow/purple signage scheme and multi-color awning.
Staff Commment:
Refer to sections H, J, and K for enlarged details of the Kids
Store. Look particularly at Section J - elevation of
arcade; the glass has been added to the first portion of the
arcade, the other two portions have enriched detail. The
architect has added a series of tree wells along the arcade of
this elevation adjacent to the Kids Store, directing
pedestrian traffic through the arcade. The issue of color
will need to be discussed with the architect and Montgomery
Ward representatives.
3. Electric Avenue - The Commission had previously discussed the
design of the metal trellis frames within the window arches.
In addition to changing the color, the frames should appear to
fl oat within the arch form. The Commission also expressed the
importance of the col or and tower element to the east end of
the center, desi9n details should be studied accordingly.
Staff Comment
Refer to Section E for detail of the steel tube lattice used
within the window search around E1 ectric Avenue. The
Commission should review the southeast elevation of Electric
Avenue. The elongated tower will serve as the anchor for
Building L as well as the east end of the center.
4. Rear Elevation The design of the rear elevation as it
tel ates to future residential areas to the north was a
critical concern of the Commission. They made suggestions for
upgrading the rear wall surface and requested a cross-section
depicting future multi-story residential buildings as they
would relate to Montgomery Ward.
Staff Comment:
The rear elevation now has additional detail including a
second layer of molding below the roof line, a steel lattice
within each arch to support espaliered plant material, a
trellis over the entry to the customer pick-up area and a
painted wainscot with a plaster bullnose trim. The plans do

B. The color scheme should be reviewed regarding signage and
accent treatment.
C. The north elevation does not include appropriate detail for
the amount of exposure it receives.
D. There is not adequate landscape area or tree wells within the
vicinity of the south and east el evations.
