SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF August 3~ 1989
The following is a description of projects which require review and
rating by the Design Review ConTnittee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Conmnittee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

Buller} did not approve the plaza
concept as proposed; Much greater
detail was requested on the fountain,
:benches, paving, screen wall, ~nd

revised to address the following
concerns:
1. Samples of the fountain, tile, and
wall reveals should be submitted
for review. The color, shape, and
size of the materials should be
identified.
2. The plan should accurately depict
the ground plane changes and ramps
that are proposed.
3. Detials of the tree walls should
be presented for review and shown
on the revised plans:
4. A cross-section of the plaza,
screen wall, and delivery area to
the south should be provided to
depict the elevation changes and
wall heights proposed.
5. Details of the seating bench
should be provided.
6. An art piece was suggested to
establish a more striking focal
point around the fountain.
7. Undergrowth planting, such as
Crape Myrtles should be planted
under the palm trees to mitigate
the high wall.
8. A stepped planter should be
extended outward from the second
planter level and should wrap
around the third level raised
planter area to the screen wall.

maintenance facility, training center and training tower totaling 36,328

the southwest corner of the proposed extensions of Jersey Boulevard and

Background:
This project will be built in 'two"~hases. Phase I will consist of the
primary fire station facility, a portion of the internal circulation
pattern and street improvements along Jersey Boulevard and Milliken
Avenue. Phase II will consist of the district maintenance center, a
trailing center and a training tower. The current proposal only
contains building elevations for Phase I.
Staff Comments:
This project was previously reviewed by the Conmittee on a conceptual
basis and now requires Design Review Committee Action.
The following items should be addressed by the Committee
1. Texturized paving treatment at both driveway locations.
2. Perimeter wall design, materials, finish and color.
3. Percentage of landscape coverage and the use of gravel mulch.

The Design Review Committee {McNiel, Blakesley, Kroutil) reviewed the
project and recommended approval with the following conditions:
Architecture
1. The Committee requested that a smaller brick block be used. The
architect indicated that a 4 x 8 x 12" brick block is available and
will have a sample available for Planning Commission review. The
current proposal proposes a 4 x 8 x 16" brick block.
2. The tower element on the southwest building elevations should be
detached 'from the primary facility and should be relocated within
the interior courtyard located between the primary facility, the
maintenance center and the training center.

3. The proposed glass block should be replaced ~vith standard windows.
Site Plan
1. Additional landsdaping should be provided along the northwest
elevation of the primary facility adjacent tO the intersection of
Jersey Boulevard and Milliken Avenue. The Committee recommer~ed
framing the building with large canopy trees to soften the building
ap peara nce.
2. A decorative paving/banding '{reatment should be provided at both
driveways to break up the large expanses of paving.
Other
1. The architect indicated that no roof mounted equipment is
proposed. All equipment will be ground mounted and should be
adequately screened by landscaping and low decorative walls.

B ackg round:
The related General Plan and Development District Amendments were
submitted on July 17, 1989. The: General Plan Amendment proposes to
change the land use designation from Flood Control to Civic/Community.
The Development District amendment proposes to change the land.use
District from Flood Control to Low Residential.
Staff Comments:
This project was previously reviewed by the Conmittee on a conceptual
basis and now requires Design Review Committee Action.
The following items should be addressed by the Committee:
1. Flat versus barrel roof tile.
2. The use of glass block along the Banyan Street building elevation.
3. Perimeter wall design, materials, finish, and color.
4. Texturized paving treatment at both driveway locations.
5. LandsCape coverage and the use of gravel mulch.

The Design Review Committee {McNiel, Blakesley, Kroutil) reviewed the
project and recommended approval with the following conditions:
Architecture
1. The Con~nittee felt that a mere residential "feel" should be
provided in the building elevations. This could be accomplished
either by using a smaller brick block, in a 4 x 8 x 12" size, or by
constructing the building out of precision block and adding a brick
veneer to the exterior. The architect indicated that a 4 x 8 x 12"
brick block is available and will have a sample available for

Planning Commission review. The current proposal proposes a 4 x 8
x 16" brick block.
2. The roof tile should be a barrel tile, and not a flat tile as
proposed.
3. The proposed glass block should be replaced with standard windows.
4. The garage doors leading to the apparatus room should be painted to
match the building exterior. :.
Site Plan
1. A decorative paving/banding treatment should be provided at both
driveways to break up large expanses of paving.
2. A low wall with a decorative native stone veneer should be p'rovided
to screen the parking areas from public view.
3. Trees planted around the perimeter of the project site should be
spaced at a minimum of 20 feet-on-center. Trees at the east
project boundary should be extended towards Banyan Street.
4. Trees planted along the east project boundary should be moved away
from the perimeter wall to prevent landscaping from. overhanging
onto adjacent property.
5. Additional street trees should be provided. Based on.the project
frontage and street tree spacing requirements a total of seventeen
{17) street trees are required.
6. Additional trees should be provided within the landscape setback
along Banyan Street.
7. The wall along the east boundary should be stepped down as it
approaches Banyan Street. Sight lines should be plotted on the
landscape plan to show at what points the wall height needs to be
recessed.
Other
1. The architect indicated that no roof mounted equipment is
proposed. All equipment will be ground mounted and should be
adequately screened by landscaping and low decorative walls.

DESIGN REVIEW FOR TRACT 12462 FIRST FAMILY HOMES - Design review of
building elevations and detailed site plan for a previously approved
tract map consisting of 27 single family lots on 17 acres of land in the
Very Low Residential District (1-2 dwelling units per acre), located on
the south side of Summit Avenue, east of Etiwanda Avenue - APN: 225-
181-02 and 03.
The project site was previously reviewed by the Committee on April 20,
t989. A new Design Review package has been submitted by a new
developer. :,~
Staff Co~ents:
The following con~nents were ma~e on the previous development proposal
and will also apply to this submittal:
1. Lots 1, 11, 16, and 27 should be .provided with solid corner side
yard and return walls.
2. The solid wall should be provided along the rear of Lot i extending
from the community trail to the gate leading from the local
equestrian trail.
3. The solid wall should be provided along the rear of Lots 11 and 16.
4. Design of the solid wall should include natural stone pilasters,
stucco finish, and a decorative cap.
5. P.V.C. equestrian trail fencing should be provided along the front
property line of Lots 13, 14, and 15.
(The landscape plan currently reflects these conditions).
Architecture:
1. Elevation C (of each floor plan) is inconsistent with the intent of
the Etiwanda Specific Plan Design Guidelines. These elevations
should incorporate the use of traditional building materials, field
stone foundations, wood siding, etc.
2. Expand 360 degree architectural treatment on all building
elevations to break-up large blank areas of the building
elevations.
3. The rear elevations of floor Plan A should incorporate some
elements of the front elevation.
4. The chimney on elevation 3200A should include a stone veneer.

Design Review Committee Action:

Staff Planner: Tom Grahn
The Design Review Conmittee (Blakesley, Kroutil} reviewed the project,
but did not recommend approval due to the following concerns:
Site Plan :
1. The solid wall should be provided along the rear of Lots 11 and 16.
2. Hammer head driveways should be provided on Lots 13, 14, and 15.
3. The drive approach for Lots 3 and 16 should be 50 feet behind the
BCR.
4. The concept landscape theme should include four {4) 15-gallon size
trees on interior lots and eight (8) 15-gallon size trees on corner
lots. These trees should be provided in addition to the required
street trees. Turf, additional ground cover, and irrigation should
also be provided.
Arch i tectu re
1. Modifications to the elevations of Floor Plan 2850C and 3200C
should include either:
a) Wood siding on the elevations rather than stucco; or
b) Retain the proposed stucco and introduce additional elements,
i.e., wood trim, brick, stone, etc.
The applicant was directed to return to the Committee on a Consent
Calendar basis.
