SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF OCTOBER 5, 1989
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

center consisting of 12 retail buildings totaling 119,948 square feet on
12.68 acres of land within the Terra Vista Planned Co~nunity located at
the southeast corner of Milliken Avenue and Base Line Road -
APN: 227-151-13.
Staff Con~lents:
Architecture:
1. The rear of Majors "A" and "B" and adjoining shops have been
upgraded but may still need additional work, with tile roof
elements, special trim and similar articulation.
2. The storefront designs should be substantially upgraded. Staff
suggests tile bases, multi-paned windows, variety in the wall
locations (with off-sets) and special door detailing.
Site Plan:
1. In general, buildings and building overhangs are too close to drive
aisles and sidewalks. Building Pads "F", "C", and "E", and "B"
should be setback further from the curbs to provide landscaping and
additional walk area.
2. More landscaping and planter areas are needed in front of all store
fronts, including plantin~ in front of Major "A".
3. Additional screening should also be provided to the rear of Major
"A", Major "B" and shops No. 2 and 3 (to screen from Belvino Way
and future residences on the east side of Belvino Way).
4. The parkings stalls directly north of Major "B" are too close to
the store fronts. Staff suggests that this area be reserved for
pedestrian amenities and landscaping. Parking should not occur
directly in front of stores.
5. Pad "A" is proposed for a automotive service type use. Final
details of that Pad would be made through a Conditional Use Permit
application. However, the Committee will need to address
compatibility issues at this time.
Landscaping:
1. Full land scaping improvements should be made on the "Not a Part"
parcel to screen the rear of the center and to provide a consistent
streetscape along Terra Vista Parkway and Belvino Way.

2. Additional tree planting is needed surrounding Pad "D" along
Milliken Avenue and Base Line Road.
3. Seat walls should include back rests. Benches as well as seat
walls may be needed.
Design Review Comnittee Action:

The Co~mnittee did not believe the proposed project was consistent with
the General Design Guidelines of the Development Code (page 114) with
respect to building pad placement, pedestrian circulation, and
architectural detailing.
The Con~nittee reviewed the plans and expressed concern with the
following aspects of the project:
1. Entry statements with pedestrian walkways and/or plazas should be
provided at all three corners of the center.
2. Pad buildings should be grouped together in order to create a more
pedestrian atmosphere and to allow for plaza areas between.
3. The automotive store {Pad A} should be reoriented so that the
service bays cannot be seen from Milliken Avenue or Tetra Vista
Parkway. Special architectural treatment should be used to
mitigate the service bays.
4. The not a part parcel should be better integrated into the
remainder of the center. It should architecturally be compatible
with the center. Full landscaping should be provided on the site.
5. The "straight shot" of the storefront from shop No. 1 to shop No. 3
should be eliminated. Ralph's should be moved south to create an
off-set. Other stores should also be off-set.
6. Parking directly in front of shops should be eliminated.
7. The following architectural changes were recommended:
a. Ralph's storefront should be upgraded; with additional
detailing, particularly around the columns and archways;
b. Additional detailing of the columns should be provided. A
different material should be used;

c. Outdoor vending machines should be set into facades, screened,
or eliminated altogether;
d. Parapet detailing should be enhanced and varied in alignment;
e. Much more tile roofing should be provided along the rear
elevations;
f. A wall cap detail should be added to the screen wall which may
need to be increased in height;
g. A two-story element was suggested next to Thrifty to provide
an entry statement;
h. The color palette should be revised;
i. Storefronts should be significantly upg raded to the level of
detailing on the Terra Vista Village Center (i.e., tile base,
wall off-sets, etc);
j. In general, the level of detailing should be upgraded.
8. Enriched paving should be used in front of all storefronts. The
pattern should appear less "vehicular."
9. Decorative drive aisle paving should extend the full length of the
entry drives.
10. The recycling center should be designed to meet City Standards.
11. The drive-thru bank at the northwest corner of the site should be
relocated to provide a more pedestrian atmosphere at th at corner.
12. Buildings should be moved further back from the walks and parking
stalls outside of their storefronts.
13. Landscaping in front of storefronts and Pad D should be
substantially increased.
The project should return as a full item for additional Committee
review.

INVESTMENTS The development of an integrated shopping center
consisting of 11 buildings totaling 127,261 square feet on 12.9 acres of
land in the Neighborhood Conmercial District of the Victoria Community
Plan located at the southeast corner of Highland Avenue and Milliken
Avenue - APN: 227-011-22.
Background:
This project was previously heard on May 18, 1989. The Committee made
the following comments:
1. A Conceptual Plan should be provided which depicts anticipated
drive-thru and food uses within the center. These plans, which may
consist of overlays, should meet all City Standards in terms of the
drive-thru policies and parking requirements.
2. In general, landscaping areas and tree plantings should be
increased throughout the site. substantial landscape planting area
should be provided in the area of the service station. The
Committee recommended that the width of the planting area behind
the supermarket and drug store be extended on the shopping center
property, south of Lot A.
3. The architectural scheme should be modified to include much greater
detailing, such as cap, cornice, base, and trim elements. In
general, all elevations need to be enhanced. Suggestions included
making modifications to building mass and bulk, use of spandrel
glass to encourage pedestrian activity on all street facing
elevations, additional storefront detailing, and increased emphasis
on entries and other focal points. The Committee was especially
concerned with the rear elevations facing the freeway, which they
recommended for substantial improvements.
4. The architectural theme should be more residential in character
than industrial. The Committee suggested the architectural
elements associated with the areas' historic winery structures.
The Committee felt the use of arches, gables, and towers was
appropriate.
5. A major entry statement should be made along Milliken Avenue,
either at the entrance driveway along that street or at the
northeast corner of Kenyon Way and Milliken Avenue. The relocation
of Buildings 9 and 10 was also suggested. It was suggested that
these buildings be grouped closer together with a small plaza area
in between them. The entry should include such items as special
accent landscaping, special paving, seating, and perhaps a
fountain.

6. Parking in front of the storefronts should be eliminated or
confined to only a few stalls in localized areas. This will allow
for additional landscaping and site furniture, such as bike racks,
low seat walls, potted plants, trash receptacles, etc. No vending
machines or other apparatus should be permitted within the center.
7. The area in front of the Albertson's should be expanded to provide
enhanced paving areas, low raised planter areas, and other
pedestrian amenities. It was recommended that this area be at
least 15 feet in width for substantial tree planting. The area
should be designed to discourage outdoor storage of shopping carts
and merchandise. A paving detail and sample should be provided.
8. Additional landscaping and planting area should be provided in the
areas visible from the service station areas, including the west
elevations of shops at Building 7 and Albertson's. The planter
width south of the 4 parking stalls by the entry drive off of
Milliken should be increased to accommodate tree planting. In
general, planter widths throughout the site need to be increased to
accommodate additional tree planting. This would include tree
wells within the parking lots.
9. Accent paving at all driveway entries should be substantially
increased in depth.
10. Satellite pedestrian plaza areas with pedestrian areas should be
provided.
11. Details of the crib retaining wall should be provided.
12. Details of the light standards, trash enclosures, and other site
furniture should be provided.
13. Elevations of the recycling center facility should be provided with
the details to be worked out with City staff.
14. The service station should reflect the detailing and architectural
theme of the center as a whole. The colors, roof tile, and
building materials should be integrated with the materials of
construction within the shopping center.
15. The planter area at the northeast corner of Shops 3 should be
increased in width to accommodate tree planting.
16. Trash enclosure areas should be designed to prevent parking in
front of them.

Staff Comments:
1. Landscaping should be provided on the south side of the future
freeway right-of-way (Lot a A). This was strongly recommended by
the Design Review Committee. Substantial planting {trees and
shrubs} should also be provided directly adjacent to the northeast
corner of Albertson's, and within a much wider planter along the
west elevation at Shops 7.
2. The 50 foot wide opening to the service station should be reduced
in width or eliminated by providing a continuous planter. This
would allow for more vehicle stacking and less vehicular
conflicts. The service bays may need to be reoriented.
3. The pedestrian aisle across the drive-thru lane should be
eliminated if possible. The drive-thru lane may need to be
reconfigured, especially since technical comment No. I will revise
the entire pad layout.
4. Building 11 should be set back further from the main entry drive
aisle.
5. Wider landscape planters should be provided between the drive-thru
lane, parking lot, and Milliken Avenue entry drive aisle.
6. The Committee may desire to have a greater column overhang on many
of the exterior facing building elevations, so that a true
colonnade is provided.
7. Landscape planters (minimum 5 feet in width) should be provided
outside the Building 10 storefront, between the parking spaces and
columns.
8- Tree planting should be provided along the east elevation of
Building 9 and the north and west elevation of Building 11.
9. The location and size of all roof mounted equipment should be
determined and shown on the sections on Sheet 13. Top screening as
well as screen walls may need to be used.
10. Parking stalls directly in front of storefronts are discouraged by
the Design Review Committee and should be eliminated.
11. Pedestrian connections from the sidewalks on Kenyon Way and
Woodruff Place to the site should be provided, particularly at
Building 1. A pedestrian trail exists to the south of Building i

on the south side of Kenyon Way. A walk should also be provided on
the south side of the entry drive on Woodruff Place. It should
connect to shop No. 2.
12. The architecture of the Mobil gas station should more closely
reflect that of the rest of the center. Include elements such as
columns, roof overhangs, concrete or stone trim, cornice, tile
accents, and other design features.

The Con~nittee reviewed the revised plans. The following item still
need to be addressed prior to recommending approval of the project:
1. Vision glass at the back of the storefronts was acceptable to the
Committee in lieu of a true colonnade. No storage should be
allowed here, however.
2. The prominent tower element should be lowered and revised with more
openings and additional detailing. The same was recommended for
other towers, such as on Building 11.
3. The Mobil gas station should be upgraded to be more architecturally
compatible with the remainder of the center, if a separate
Conditional Use Permit is not submitted.
4. Parking directly in front of storefronts should be eliminated per
previous direction.
5. Tree planting and planter areas should be provided along the screen
wall in back of Albertson's.
6. Special paving within the gas station should be provided.
Variation in the pattern, color, and material should be made.
7. The paving at all three entries should extend the full length of
the entry aisle.
8. Any outdoor vending machines should be eliminated or recessed into
the building face.
9. Paving outside the storefronts should appear more pedestrian and
less vehicular. A quarry tile was recommended.

10. The planter width along Shops 7 should be increased to better
accommodate tree planting.
The project should return to the Con~nittee for additional review. Once
the technical issues (i.e., the truck turning radii problems) are
resolved.

MANAG~MENT (ARBY 'S/ - The development of a 2,537 square foot drive-thru

at the northeast corner of Carnelian Avenue and Base Line Road - APN:
202-381-24 thru 26, 28 thru 33, 35 and 36.

Back~reund:
The proposed Arby's Restaurant will be constructed within the Alta Loma
Country Village Shopping Center at the northeast corner of Carnelian and
Base Line Road. A proposal for rehabilitating the facade of the center,
adding minor building additions and reconstructing drive approaches for
the existing shopping center was approved by Planning Commission on
November 14, 1984. On April 22, 1987, Planning Commission approved
revised building elevations and site plan for Conditional Use
Permit 84-34 (Modified). The building pad location for the proposed
Arby's Restaurant was approved as part of the site plan under
Conditional Use Permit 84-34 (modified).
The proposed Arby's Restaurant has been designed to emulate the
architecture of the proposed shopping center facade rehabilitation.
Following is a list of concerns and comments that should be addressed by
the Design Review Committee.
Staff
On July 6, 1989, the Design Review Committee examined plans for the
proposed Arby's Restaurant. During that meeting the Committee made the
following recommendations concerning the proposed plans and directed the
applicant to resubmit revised plans addressing the Committees
recommendations:
Architecture:
1. Metal or wood trellises emulating the tower elements should be
provided. One trellis would be located at the drive-thru pick-up
window, spanning the drive-thru lane. The second arbor would be
located at the southeast corner of the building over plaza area.
2. ll~e stuccoed towers should be modified to more closely emulate the
proposed towers for the main building of the shopping center. In
particular, the window treatment should simulate the windows on the
shopping center towers. Spandrel glass is appropriate for this
modification.

3. A wainscot material should be utilized on the building below the
windows. The top edge of the wainscot could align with the bottom
window sill, and wrap around the building.
4. A reveal should be provided at the top edge of the wainscot area,
providing a shallow ledge around the building, aligning with the
bottom of the windows.
5. A double reveal should be provided along the exterior of the arches
and be carried around the eaves of the building.
6. Reveals should be used to "pop-out" or recess the main windows.
7. Columns should be increased in width from 12 inches to 14 or 15
inches. The columns should be constructed from a material such as
cantera stone which would provide contrast to the stucco walls and
durability against pedestrian traffic.
8. Wall lights shall be selected which provide both up lighting and
down "wash" lighting of walls. The material and style should tie
in with the architecture. Catalogue descriptions of the lights
should be provided.
9. Details such as reveals, arches and columns should be utilized on
all sides of the building including the rear.
10. The trash enclosure should emulate the building facade with reveals
and use of the same materials.
11. The applicant agreed to modify building colors if necessary. The
orange trim shall be deleted as orange was removed from the palette
of colors for the rest of the center.
12. Building signage shall conform to a sign program for the shopping
ce rite r.
Site Plan/Landscape:
1. An outdoor eating area/plaza shall be provided in place of the
planter at the southeast corner of the building. The plaza will
incorporate planter areas for vines to be trained to grow on the
proposed trellis over the plaza.
2. Con~pact spaces should be distributed over the site and clearly
delineated. There should not be a row of compact spaces right at
the front of the restaurant.

3. The sidewalk at the southwest portion of the building, between the
building and the drive-thru lane under the eave of the building,
should be replaced with landscaping.
4. The sidewalk on the east side of the building could be located a
minimum 5 feet from the building and a planter area provided
between the sidewalk and the building under the eave.
5. Additional shrubs should be provided in the west and north planter
areas.
The Comnittee should review the plan and elevations for completion of
the revisions as recommended during the July 6, 1989 meeting. The
following revisions have not been indicated on the resubmitted plans:
1. A double reveal should be provided along the exterior of the arches
and be carried around the eaves of the building.
2. Reveals should be used to "pop-out" or recess the main windows.
3. Compact spaces should be distributed over the site and clearly
delineated. There should not be a row of compact spaces right at
the front of the restaurant.
4. Additional shrubs should be provided in the west and north planter
areas.
5. Catalogue descriptions of the architectural lighting should be
provided.

The Design Review Committee examined the plans for the proposed fast
food restaurant and recommended that the plans be resubmitted for review
as a Consent Calendar Item with the following revisions:
1. A double reveal should be provided along the exterior of the
arches.
2. The arch treatment should be continued over the windows on the west
and east elevation.

3. A revised planter incorporating a lattice should be provided at the
east elevation at the base of the tower. The top of the planter
should emulate and continue the reveal around the building.
4. Provide an enlarged view and section drawing of the patio
indicating concrete benches and tables.
5. Enriched paving with interlocking pavers and concrete banding
should be provided at the drive-thru entrance and exist. In
addition, a metal fence will be located within the westerly planter
area with an opening for a walk aligning with the proposed walk at
the south building entrance.
6. A plan will be provided showing co~act parking distributed over
the site and if necessary onto the adjacent areas of the shopping
center parkin9 lot.
7. The green accent and roof colors should be toned down.

A request to modify a previously approved master plan removing two
building pads for the development of a fast food restaurant pad in the

Staff Conments:
The Design Review Committee reviewed proposed plans and elevations for
the McDonalds Restaurant and recommended that the following revisions be
made:
Building Elevations:
1. The staining scheme should be reversed with the trim being the
darker stain and the siding receiving a light stain.
2. The vertical distance (height) of the parapet above the roof should
be reduced and the surface area of the roof increased outside the
parapet.
3. The tower should be square in shape and the windows on the east and
west sides of the tower should be repeated on the north and south
sides. This would cause the arch symbols to be deleted from the
north and south sides of the tower.
4. Split columns should be used around the entire building.
5. Service doors at the south side should retain the light stain in
order to blend with the siding.
6. The height of the letters on the signage should be reduced to a
maximum height of 18 inches. The arch symbols should be
proportionally reduced in size.
7, Bay window(s) with spandrel glass should be incorporated on the
east side of the south elevation and an additional non-bay window
with spandrel glass should be added to the west of the service
doors on the south side of the building.
8. Existing proposed windows should be substituted with bay windows
with exception of the windows flanking the doors.
9. The building facade below the bay windows should be extended from
the bottom of the windows to the ground plane.

Site Plan:
1. A walk should be provided from the sidewalk adjacent to Haven
Avenue to the building entrance by the plaza.
2. The plaza paving should be identified on the plans to be brick
banding with the "enhanced paving" to match similarly used paving
on the rest of the center.
3- Enriched paving should be used to define a "pedestrian path" across
the northerly ends at the drive-thru isles and loading isle,
utilizing the same paving as proposed for the plaza.
4. Durable, i.e., concrete benches and tables can be provided on the
outdoor plaza to offset a reduction in indoor seating with the
introduction of an indoor play area.
5. A 3 foot wide concrete walk and a 2 foot wide planter with a metal
fence to match the existing metal site fencing should be added at
the planter area bordering the east side of the drive-thru lane
e nt ra nce.
6. The north-south circulation spine drive should be aligned to
provide either a 90 degree "T" intersection or smoother curve at
the northeast corner of the site. The applicant should provide
alternative designs for this area showing modifications in parking

lots in the General Industrial District (Subarea 5) located at the west
side of Hermosa Avenue south of 22nd Street - APN: 209-211-30, 31, 17
and 13.
Staff Comments:
At their September 21, 1989 meeting, the Design Review Conmittee
reviewed the Design Guidelines and recommended that the following
revisions be made:
Arch i tectu re:
1. Remove stepped accent colors.
2. Remove stepped glazing.
3. Provide punched windows as an alternative treatment.
4. Remove bright colors.
5. Use square or triangular columns instead of round columns.
6. Scale color palette down by removing column number 3 accent colors
blue through green on page 63.
7. Modify the accent color site plan to remove those colors indicated
in number 6.
8. Indicate how the glazing will be used with building accent colors
in conjunction with the building accent color master plan.
9. Indicate on sketches how glass will be used to project above the
parapet.
10. Introduce a texture treatment to facades such as a light sandblast
finish so that there are a minimum of two different textures other
than glass and painted concrete for the building facades.

1. Indicate two rows of vertical accent trees behind the monument sign
on the plan view and perspective sketches.

The applicant has resubmitted the revised design guidelines as
requested. The Committee should examine the Design Guidelines in order
to determine if the revisions and additional information have been
satisfactorily completed as recommended during the September 21, 1989
meeting. Staff comments will be presented at the meeting as the revised
Design Guidelines were not received for staff review prior to Design
