SUBJECT: DESIGN REVIEW COMMII'FEE MEETING OF NOVEMBER 2m 1989
The following is a description of projects which require review and rating by
the Design Review Committee. Please review the attached plans, visit the
project sites, and write down your con~nents using the blank space provided
under each project on the attached sheets. After the meeting, the consensus
of the Conmnittee's concerns will be typed up as the formal
action/recommendation of the Committee and distributed to the Commission and
Cou nc i 1.
As always, feel free to contact the appropriate project manager (noted in
parentheses along the left margin), prior to the meeting date, if you hay{
specific questions related to the scheduled projects. Dinner will be provided
between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed between 5:30
p.m. - 6:00 p.m., with the first design review item being heard at 6:00 p.m.
Please notify our department if you will be unable to attend the meeting, or
if you will be late, so that the dinner can be properly ordered and the
necessary arrangements made.

ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT 13717 - WESTERN PROPERTIES - The
development of 394 condDminium units on 23.5 acres of land in the Medium-High
Density Residential District (14-24 dwelling units per acre) within the Terra
Vista Planned Community, located at the northeast corner of Church Street and
Spruce Avenue - APN: 1077-421-13.
Background:
This project was most recently reviewed by the conmnission on September 21,
1989. The applicant was directed to make ten {10) revisions to the plans.
All but one con~nents has been addressed.
Staff Comnts:
1. Enhanced paving should be used more extensively at major driveway
intersections.
2. The landscape plan should depict enhanced landscaping (additional trees}
outside street facing patios.

The Comnittee recommended approval of the project subject to the following
conditions:
1. A scored colored concrete should be used outside the garages. A second
typical concrete band should be used next to this colored concrete
band. The design details should be worked out by staff and the
applicant.
2. A minimum 2' - O" wide planter area should be provided between the low
screen walls and the curb edge, for the drive aisles.
3. The patio areas outside Buildings 11 and 22 should be reduced to make
them further from the Street.
4. The paving at all project entries should be extended the full length of
the drive aisle. Paving should also be provided by Building 25 and
Lot A.
5. Additional tree planrings should be provided outside all street facing
patios.

residential subdivision. and design review of 47 single family lots on 8.5
acres of land in the Low-Medium Density Residential District of the Terra
Vista Planned Community located at the northwest corner of Rochester Avenue
and Church Street - APN: 227-151-14.
Design Parameters:
This project was originally designed under the innovative Terra Vista
Standards. However, after Con~nittee review on June 8, 1989, the plans have
been revised with a conventional center plot development.
Staff Coaments:
1. The median break along Church Street should be deleted.
2. Street "B" should have a curvature in it, similar to the alignment it had
in previous submittals.
3. The retaining walls by Lots 3 and 16 should be eliminated per previous
discussion.
4. The units on Lots 3 and 4 should be flipped and moved closer to their
northerly property lines.
5. The street-facing elevations on Lots 11 and 16 should be substantially
upgraded to provide a better view from Rochester Avenue. Also, all right
side elevations should receive some additional enhancement.

The Comnittee recoamended the following revisions, subject to additional
review as a Consent Calendar item:
1. The retaining wells b~ Lots 3 and 16 should be eliminated.
2. Special paving should be provided where the trail crosses Street "A" and
Rochester Avenue.
3. Stucco return fencing should be used between the homes.
4. The units on Lots 3 and 4 should be moved northward and revised to
improve the street facing elevations.

5. The detailing and trim provided on the front elevations should be carried
around to the rear and side elevations. The details include exposed
rafters, return gable roof lines, fascia and window detailing, etc. In
particular, the right side elevations need additional work.
