SUBJECT: DESIGN REVIEW COMMITFEE MEETING OF NOVEMBER 16 ~ 1989
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your conments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typ, ed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 - 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. - 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

design review for building elevations and detailed site
plan for a previously approved tentative tract map
consisting of 145 single family lots on 23.9 acres of
land in the Low-Medium Density Residential District (4-8
dwel ling units per acre) of the Victoria Planned
Conmunity located at the northeast corner of Base Line
Road and Belvino - APN: 227-081-06.

(Brett} Revisions to architecture.
Committee Action: The Committee (Blakesley, Weinberger,
Coleman) reconTnended approval of the
project subject to the following
conditions:
1. The standard local street with
60 feet of dedication and
parkways should be provided on
Street "A".
2. The applicant should submit a
standard detail for the trail
· street crossing to be used
throughout Tetra Vista.
3. The trail node at the northeast
corner of Rochester and Church
should be provided. Lot 11 may
need to be reduced at its
southeast corner to -accommod ate
this feature.
4. The turf block fire access should
be eliminated if possible.
2. DR 10210 - LOTS 13 (NOROIC)
(Bey) Review of site plan.
Committee Action: The Committee {Blakesley, Weinberger,
Kroutil) approved the site plan, but
did not approve the architectural
elevation. The right side elevation
should be upgraded with architectural
detailing similar to that which has
been provided on the rear and
left-side elevations.

DESIGN REVIEW FOR TRACT 13280 - LUSK COMPANY - The'design review for

Background:
ll~is project was last reviev~d by the Design Review Committee on
October 5, 1989. At that meeting, the Committee directed the applicant
to revise the architecture to address the following concerns:
1. The single car garage should be off-set from the two-car garage to
create more variety along the streetscape. A bonus room should be
substituted for the third-car garage on 15 percent of the units.
As an alternative, side-on garages could be provided.
2. Increased architectural treatment should be applied to the side and
rear elevations of every plan. This should include:
a. A greater percentage of hip roofs within the tract.
b. Chimneys detailed to match the front elevations. More
variation in chimneys should be provided.
c. More substantial trim around windows and doors. Trim around
windows should be 2 x 6 minimum.
d. Additional windows.
e. 360 degree siding.
f. Pop-out windows.
3. ConneCting fences between houses should be provided and should be
of an 'upgraded masonry material.
Staff ~m~nts:
The applicant has attempted to address the above issues in their latest
'submittal, but staff does not feel that they have addressed the concerns
of the Design Review Committee. The Committee should address the
following items:
1. Variation among the three-car garages has been achieved to a
limited extent, but the garage doors are still flush with one
another on many of the elevations.

2. The siding does not appear to end at logical points along the side
elevations, although some elevations have addressed the issue quite
well. Additionally, trim around doors and windows should be
2" x 6" rather than 2" x 4".
3. Chimney caps have been varied but many seem too large and
prominent. Their size should be minimized but should remain
consistent with the style of the structure.
4. Side elevations still appear to be very flat and boring - add some
elements to create shading along the sides.

The Committee recommended approval of the project subject to the
following conditions:
1. Transitions from siding to stucco should occur in logical places.
Changes should be made on many of the elevations to address this
issue.
2. Additional articulation should be added to the garage side
elevations on several elevations.
3. All return walls should be architecturally compatible with the
homes.. Gates should also be provided which are also consistent
with the design scheme of the homes. Design of the walls should be
reviewed and approved by the City Planner prior to the issuance of
building permits.
4. Multi-pared windows should be provided on all prominent windows,
including the upper floor of the side and rear elevations.
5. Two inch by 6 inch trim around all windows and doors should be used
throughout the tract.

This project will occupy a currently undeveloped portion of the site
where a previously approved project was to be built. The previous
project (CUP 86-02), approved by the Planning Co~ission on July 9, 1986
was considerably lar~er (47,000 square feet) than the current
proposal. In an amendment to CUP 86-02 approved in September, 1986, the
Co~nission approved two temporary trailer classrooms which are still in
use. One trailer is proposed to remain until the completion of Building
"B". The other will be removed prior to the start of construction.
Building "A", an 11,000 square foot church building also approved under
CUP 86-02 is the only existing permanent structure on the site. The
proposed improvements include the completion of the rear parking lot and
the construction of Buildings "B", "C" and "D."
Staff Con~lents:
Site Plan:
1. Enriched paving at the two entrances on Beryl should be
finterlocking pavers with concrete dividing bands. The design
should be consistent with that approved with CUP. 86-02 (see
at tachment).
2. The walkways through the parking lot should be interlocking pavers.
Landscape Plan:
1. The double row of Carrotwood trees should be continued on the east
property line north of the second entrance on Beryl.
Elevations:
1. The proposed colors are inconsistent with the colors used on the
existing building.
2. All colors of glass and n~llions should be consistent with existing
building.
3. Clarify elevations to show those areas where smooth VS textured
stucco will be used.

The Conmittee {McNiel, Blakesley, Kroutil) re_viewed the project and did
not recommend approval as presented. The applicant was directed to
revise the plans addressing architectural concerns as follows:
1. Provide an architectural style which is compatible with the
surrounding residential area.
2. The design of the proposed building should be updated. Colors or
materials similar to those used on the existing chapel should be
utilized for continuity.
3. Vary the repetitive nature of the building by:
a. Changing the rhythm of window spacing.
b. Vary window sizes and treatment.
c. Create a focal point on the building to generate interest and
life on the Beryl Street elevation. The focal point may be
achieved through either height of the element or materials
used.
4. Remove the parapet roof dividers. This approach adds to the dated
look of the structure.
5. Move toward a more residential rather than institutional look for
the buildings. Staff can provide examples of recent projects to
demonstrate techniques which would be appropriate. In general, the
basic bulk of the building needs to be changed. y
6. Define an architectoral style and use appropriate design elements
to achieve the desired appearance.
7. Provide samples for enhanced paving as shown on the landscape
plans.

The Conmnittee (McNiel, Blakesley, Kroutil) originally reviewed the
project on October 19, 1989. The project was not approved at that time
and the applicant was advised to address the following concerns:
1. Additional detailing should generally be provided on all
elevations.
2. More balconies should be added to the Monterey floor plans.
3. More substantial cornice detailing should be provided.
4. There should be greater differentiation between the three
architectural styles.
5. Where porches are provided they should be more substantial.
6. Driveway treatments should be upgraded to provide a more
distinctive treai~nent. The distance from the front yard walkway to
the front of the garage should be shortened.
7. Gates in front return wall should be constructed of substantially
sized members.
Revised plans will be presented at the Comnittee meeting on
November 16, 1989.

The Committee (Blakesley, Weinberger, Kroutil} approved the project with
.the following items to return on the Consent Calendar prior to Planning
Commission review:
1. Driveway treatments should be upgraded to provide a more
distinctive treatment. The distance from the front yard walk way to
the front of the garage should be shortened.
2. Blank side elevations, primarily on the one-story models, should be
enhanced.

3. Detailing should be added to the San juan elevations. Some other
material, such as clay or brick, may be incorporated.
4. The left side elevation of the Plan 2 model should be upgraded.
The applicant should consider extending the length of the trellis.
5. The applicant should consider providing multi-parted windows on the
Monterey e 1 evat ions.
6. More functional balconies should be provided on the Monterey
e 1 evat ions.
