Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00 - 6:30 (Greg) ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 87- 42 - GENERAL DYNAMICS - The development of an electrical substation of 28,800 square feet on 2.27 acres of land in the General Industrial District (Subarea 10) located at the southeast corner of 8th Street and Cleveland Avenue - APN: 20g-272-02. 6:30 - 7:20 (Chris) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-53 - O'DONNELL, BRIGHAM AND PARTNERS - The development of five (5) industrial/distribution buildings totaling 423,827 square feet on 22 acres of land in the General Industrial District (Subarea 13) located at the southeast corner of 6th Street and Buffalo Avenue - APN: 229-263-10, 11, 12 and 13. December 17, 1987 Page 2 7:20 - 8:00 (Greg) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-48 - FILPI - The development of two industrial buildings t~t~l'ing 44,867 square feet on a 2.84 acre site in the General Industrial District (Subarea 3) located at 9467/9495 9th Street - APN: 209-031-72. 8:00 - 9:00 (Nancy) ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 87- 37 - MARTENS AND ASSOCIATES - The development of an auto service mall consisting of 3 buildings totaling 47,220 square feet on 4.46 acres of land in a General Industrial District Subarea 2, located at the northeast corner of Vineyard Avenue and 9th Street - APN: 209- 012-17. Committee Action: The Committee stated that the gray accent band proposed was not appropriate and denied the request. 2. DR 87-59 - CYCLESPORT (Nancy) Discuss the issue of sethack from ultimte curb. Committee Action: The Committee stated that the building setback should be measured at the existing curb line. 3. DR 86-22 - KAPLM (Debra) Review of colors. Committee Action: The colors chosen were acceptable to the Committee (yellow Dunn Edwards Q6-1P, light green Q11-4gD, dark green A12-67x). They did suggest that since the applicant is taking the effort to have the color study prepared that they investigate some way to make the office areas a focal point for the building. Either by using paint alone to create the statement or possibly a space frame or trellis structure. 4. CUP 87-43 - BUSINESS PARK INC. (Chrls) Review of proposed development concepts. Committee Action: It was viewed by the Committee that the concept of octagonal buildings as an architectural statement has potential however because of the unconventional shape close attention must be paid to the balance and mass. Should the applicant wish to pursue the design concept as proposed the Committee will focus on these details and the scale and proportion of individual architectural details during the review process. The Committee is in full support of the design guidelines for Subarea I of the Foothill Boulevard Specific Plan and strongly encourages that the site plan design place emphasis on pedestrian and building orientation toward Foothill Boulevard (refer to Sections 8.2, 8.3 and 9.2 of the Specific Plan) and that greater priority be given to landscaping throughout the project. DESIGN REVIEW COMMENTS 6:O0 - 6:30 Greg December 17, 1987 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 87-42 - GENERAL DYNAMICS - The development of an electrical substation of 28,800 square ?~t'~'2.27 acres of land in the General Industrial District (Subarea 10) located at the southeast corner of 8th Street and Cleveland Avenue - APN: 209-272-02. Design Parameters: The site slopes southerly at approximately 2%, and is presently a vineyard. Property south and east of the site also consists of vineyards, and the parcels to the north across 8th Street (vacated) are developed with warehouse/industrial uses. Of the two parcels west of the site, one is vacant and the other is developed with an office building. The applicant has filed applications to amend the circulation element of the Industrial Specific Plan, and to vacate the eastern half of Cleveland Avenue between 7th Street and 8th Street. The western half was previously vacated in conjunction with the subdivision of the properties to the west. Staff C,bb!ents: Architecture 1. No structures are proposed for the project. The substation will be enclosed by a split face block wall eight feet in height. Landscaping 1. A 10 foot minimum dense landscaping strip should be provided around the perimeter of the facility, to ensure that equipment in excess of eight feet in height will be effectively screened, and to soften the aesthetic impact of the wall and equipment within. Landscaping should include specimen size trees, evergreen trees, shrubs, undulated mounding, ground cover, etc. Design Review C~emuittee Action: Members Present: Suzanne Chitiea, Otto Kroutil Staff Planner: Greg Gage December 17, 1987 Page 2 The Committee recommended approval of the electrical substation, subject to the following recommended conditions: 1. The four sides of the proposed block wall enclosure should be provided treatment to create additional interest that breaks up the 1 ong expanses of wall. The enclosure wall should be intermittently recessed three (3) feet or more in depth so that a low-level planter could be added. 2. A 10 foot landscape strip should be provided on the north, east and west sides of the enclosure, to ensure that equipment in excess of eight feet in height will be effectively screened, and to soften the aesthetic impact of the wall and equipment within. Landscaping should include specimen size trees, evergreen trees, shrubs, undulating mounding, groundcover, etc. DESIGN REVIEW COMMENTS 6:30 - 7:00 Chris December 17, 1987 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-53 - O'DONNELL, BRIGHAM AND PARTNERS - line deveiopment of five (5) industrial/distribution buildings totaling 423,827 square feet on 22 acres of land in the General Industrial District (Subarea 13) located at the southeast corner of 6th Street and Buffalo Avenue - APN: 229-263- 10, 11, 12 and 13. Design Parameters: This site consists of three parcels which are currently vacant without any significant vegetation. A single industrial building is under construction directly to the northwest and to the northeast is an existing nursery. Major streets run on the west (Buffalo) and the east (Rochester) property boundaries. Street improvements have been completed along Buffalo Avenue except driveway. Rochester Avenue has not been fully completed. Staff Coa~ents: Site Plan 1. Truck/trailer parking is required at a ratio of one per dock door as well as a 50 foot minimum drive aisle. 2. The proposed chain link fence that runs from building B to building E should be changed to a decorative block wall for screening the loading facilities of building A However, this would create a long, continuous expanse of blank wall that could have an adverse aesthetic impact. Staff recommends that wrought iron fence with dense landscape in both sides of the properties should be provided between buildings B & E. 3. Satellite plaza areas should be provided on the site in addition to the office entry treatment Such plazas should be provided to buildings A, B, and E and a shared one for buildings C and D. Details should be reviewed and approved by the Design Review Committee prior to the issuance of bull ding permits. Architecture 1. Additional architectural interest should be provided specifically at building A office entries through variation in the articulation of building plane and surface. Possible solutions may be the inclusion of spandrel glass, columns, trellis, etc. which could break up the expanses of a 1,137 foot linear building. December 17, 1987 Page 2 2. The sandblast treatment should be continuous on all elevations which face existing or proposed streets. 3. Additional articulation to building plane and surface should be provided along the east and west elevation of building A. 4. Additional architectural interest should also be provided to the office entry areas for bull dings B through E. 5. Any roof mounted equipment must be architecturally screened. Landscaping 1. Special landscape treatment with accent trees and specimen size trees should be provided at 6th and Buffalo, along Buffalo Avenue and Rochester Avenue, the corners of Street "A" and at all project entries. 2. Planting compatible with the meandering river rock such as certain ground covers and shrubs should be used to lessen the amount of turf for water conservation purposes. 3. A continuous 5 foot minimum landscape area should be provided along the north property boundary between Buildings "B" and "E". 4. A minimum 15 foot planter should be provided for areas as shown in Attachment "A". 5. Landscape area should be added for blank walls between the loading dock as shown in Attachment "A". Design Reviewteem;tree Action: Members Present: Suzanne Chitlea, Otto Kroutil Staff Planner: Chris Westman The Committee did not act on the project but provided direction and agreed to review the proposal again at the January 21, 1987 Design Review meeting. The following were the areas of concern: 1. Truck trailer parking areas had not been provided for the four southerly buildings. A solution which was discussed was a re- adjustment of the northerly property lines to create a land area large enough to provide the truck parking. 2. Landscaping areas should be provided by the truck trailer parking areas which will screen the trailer parking and break up the long expanse of building at the dock high doors. December 17, 1987 Page 3 3. Integrated plaza areas for each building should be provided. These plazas should use variations in hardscape texture and include specimen size trees and special shrub and ground cover treatment. 4. Architectural elements should be designed into the east and west ends of Building "A". Similar elements should be used at the office entries of all buildings to tie the project together. Precast post and lintel "appendages" were mentioned but not specifically required. 5. The intersection of 6th and Buffalo should be provided with special landscape treatment that will create a focal anchor. 6. The colors used for accent on the buildings should fall into one spectrum of color. A range of blues or greens was mentioned as being appropriate. 7. Any future screen or security wall proposed on the north property line should be subjected to Design Review Committee review and approval prior to issuance of building permits and/or construction. The Committee stated that this should be placed as a condition of approval. 8. Special textured paving should be used at points of ingress to the project and also at plaza areas. DESIGN REVIEW COMMENTS 7:00 - 7:30 Greg December 17, 1987 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-48 FILPI The development of two industrial buildings totaling 44,867 square feet on a 2.84 acre site in the General Industrial District (Subarea 3) located at 9467/9495 9th Street - APN: 209-031-72. Design Parameters: The site is presently vacant, sloping southerly at approximately 1~ with no significant vegetation. Properties to the north and east are developed with industrial uses, with property to the south being vacant, and to the west being dave1 oped with a single family dwelling. Staff Coe~uents: Site Plan 1. Special accent paving (exposed aggregate, tile or brick pavers) should be used at the primary drive entries and at plaza areas rather than the proposed stamped concrete. 2. Additional pedestrian amenities (tables, drinking fountains, etc.) should be utilized within the plaza areas. Benches within the plaza areas should be permanently fixed with texture and design features which relate to the building. Landscaping 1. Landscape planters adjacent to the building entries should increase in width to allow tree plantings for providing shade and creating additional interest. 2. Shrub massing at project entries, building entries, and plaza areas should be provided. 3. Annual color planrings should be utilized to delineate project and building entries, and enhance the aesthetic character of the plaza areas. 4. Additional canopy trees should be provided adjacent to the plaza areas to ensure adequate shading during summer months. Elevations 1. Additional column elements similar to those adjacent to corner entries should be utilized at all primary building entries to provide interest and more effectively articulate entry ways. 2. The roll-up doors and man doors shown should be painted to match the primary building color, and should not be accented. DESIGN REVIEW IS DR 87-48 - Filpi December 17, 1987 Page 2 3. Special pavement treatments such as exposed aggregate, brick and/or tile pavers, inlays, etc. should be utilized at bull ding entry surfaces and handicapped parking stalls. Design Revtew C~m~ittee Action: Members Present: Suzanne Chitlea, Otto Kroutil Staff Planner: Gre9 Gage The Committee expressed concern as to how the project would interface with future development of the southerly adjacent parcel and recommended that a Master Plan of development for the subject site and adjacent southerly parcel be submitted for review. The Committee also recommended that the following issues be addressed prior to the project being scheduled for further review: 1. Additional articulation to the building planes should be provided through the use of openings, recesses, enhanced entries, etc. 2. Variety to the building footprints should be provided through the use of recessed loading doors, extended building entries, and other elements to enhance the architectural interest of the project. 3. Additional treatment to building corners should be provided in the form of texture treatments, columnar elements, etc. 4. Enhanced pavement treatments should be provided to all project and building entries, as well as to patio areas, such as exposed aggregate, brick or tile pavers. 5. Additional canopy trees should be provided within and adjacent to plaza areas. 6. Shrub massing should be provided at all project and building entries, and within the plaza areas. 7. Landscape planters adjacent to the building entries should be of sufficient width to accommodate tree planrings. The applicant submitted revised site plan and elevation at this meeting for obtaining feedback. The following are Committee's directions to the applicant so that they could revise the plans to be submitted for further Committee review. Site Plan 1. Roll up doors for building A that fronts on Vineyard Avenue should be recessed a minimum of 4 feet. 2. The southeast side of building C is subject to public view where additional landscape planter area should be provided to this corner and across from the drive aisle for screening it. Elevations 1. Architectural focal point should be provided to the north, south and west corner of building A. 2. The first roll up door on the southeast side of building C should be eliminated. Additional articulation to this south elevation should be provided. 3. The applicant should consider adding a different building material such as brick besides the plaster material and the 3 tone color. 4. Reflective glass or dark tinted glass should be utilized. 5. Details of substantial reveal and building edges should be provided for review. DESIGN REVIEW COM~S CUP 87-37 - Martens and Associates December 17, 1987 Page 2 6. Canister signs are not appropriate. 7. Full material sample board should be provided for review. 8. In regards to the issue of closure of driveway for the northerly adjacent parcel, the Committee stated that it has to be discussed and resolved at the Planning Commission meeting.
