Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Commi ttee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commissi on and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. CUP 86-05 - DICKER/WA~J~INGTON (Nancy) Review of additional accent tile and store front design #E. Committee Action: Committee approved the additional blue accent tile, and the change from wood to plaster for store front design scheme E. 2. DR 87-03 - DICKEP,/WARHINGTSON (Nancy) Review of store front for Pads A and F, and the mounding/decorative wall at the corner of liaven Avenue and Valencia Avenue. Committee Acti on: Committee approved the west and north elevation store front for Pad A and east elevation store front for Pad F. With regards to the mounding/ decorative wall at the corner of Val encia and Haven, the Committee recommended that a level landscape area with specimen size trees and low decorative wall and seat benches on top be provided at this corner as shown in Attachment A. 3. DR 85-45 - UTHAN (Nancy) Review of color changes. Committee Action: Committee approved the proposed color scheme. 4. DR 86-09 - BIXBY (Nancy) Review of Gateway Sign. Committee Action: The Committee approved the installation of the gateway sign only for the developer's temporary identification, on condition that lien agreement shall be provided to ensure this Gateway be removed at such time the City is ready to install the City's Gateway sign. However, the Committee did not approve the design of this sign for the other 3 corners and recommended the developer to redesign the monument sign to be submitted for further Committee review. Con~nittee Action: The Committee felt that the proposed roof screen design would be a detriment to the existing structure. The Committee then indicated that an exposed seam metal screen installed in an angular manner would be more appropri ate. 7. DR 86-20 - HIHES-PETERS (Debra) Review of revised color scheme. Committee Acti on: The Committee denied the col or change. The approved col ors are acceptable. 8. DR 85-29 - GENERAL MARBLE (Chris) Review of revised elevations. Committee Action: The office entry design was approved by the Committee as submitted. However, the roll up doors shall be painted to match the banding on the building face. DESIGN REVIEW COMMENTS 6:00 - 6:30 Debra May 7, 1987 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-09 - SCHLOSSER FORGE - The development of two manufacturing buildings totaling 53,000 square feet at their existing facility on 17.4 acres of land within the Minimum Impact Heavy Industrial District (Subarea g) located at the southwest corner of Arrow Route and Rochester Avenue - APN: 229-111-17, 18. Design Parameters: The present Schlosser Forge facility contains 142,840 square feet of building space including administration, warehouse and manufacturing uses. This application is for the approval of two additional manufacturing buildings of 53,000 square feet. Their future plans call for the development of an additional 107,770 square feet of warehouse and manufacturing space. The Schlosser Forge site is to be developed per standards established in a Development Agreement with the City. In general, the Development Agreement "locked in" that the development standards Industrial Specific Plan as of August 1981 should be applied to this property for no less than 40 years. The site is surrounded by vacant land and old vineyards. Parcel s to the north and east are zoned ISP Subarea 8 (General Industrial), while parcels south and west are zoned ISP Subarea 9 (Minimum Impact Heavy Industrial). This application is accompanied by a variance request. The request includes: o reduction of the number of parking spaces required for a manufacturing use. o elimination of the requirement for trees to be planted at 1 for every 3 parking stalls. o elimination of the requirement for trees to be planted adjacent to structures 1 tree for every 30 linear feet of building dimension. A letter from the applicant explaining these items is attached for your review. Design Review Comments DR 87-09 - SCHLOSSER FORGE May 7, 1987 Page 2 Staff Ciments: Landscaping 1. Both Arrow and Rochester are Special Boulevards which require a 45 foot minimum landscape setback from curb face. As proposed Building 5 sits 59 feet from curb face. The current landscape theme includes meandering sidewalk, undulated berms with areas of both turf and ground cover with shrub massing. However, landscaping along the entire length of Rochester and a portion of Arrow will have to consider possible flood protection wall and/or berming. Presently proposed is a 3 foot high wall along the right-of-way which would destroy the opportunities for undulating berming and shrub mass areas along the streetscape. The final design of such flood protection is not known at this time, however, possible aesthetic solutions to the problem such as combining the use of walls and berming to protect the site as well as moving the wall/berm further into the property to allow streetscape landscaping, should be explored. 2. The landscaping provided on the exterior of the project is nearly double the 5% landscaping required (not including street right- of-way). 3. As described previously regarding the variance, no landscaping is provided within the interior of the project site. A park-like lunch area of approximately 15,000 square feet exists on-site at the Arrow Highway street frontage, east of the Administration Building and is of sufficient size to serve the entire site. Architecture The proposed buildings are to be coordinated with the existing facility using the same material (metal) and color (gold and brown). Building 4, which facing Arrow and Rochester, has incorporated a slumpstone block trim along the base of the building. This building is setback 59 feet from curb face and could be adequately screened with landscaping. Within the 1981 ISP metal buildings were expressly prohibited only in the Industrial Park District. All other areas would allow metal buildings to be used as long as they were architecturally designed to be compatible to the Land Use District. Most of the existing buildings in the forge are prefabricated metal. Design Review Comments DR 87-09 - SCHLOSSER FORGE May 7, 1987 Page 3 Site Plan Provide a 6-8 foot screen wall as a westerly extension of the north wall of Building 5. This wall would provide screening of the dock area along west side of Building 5 (see Exhibit A). Design Review Committee Action: Members Present: Suzanne Chitiea, Larry McNiel, Dan Coleman Staff Planner: Debra Meier The Commitee recomnended approval subject to the following conditions: 1. The Committee stated that they are generally i n support of the applicant's reasons for the variance request. However, the proposed variance would have to be referred to Planning Commissi on for their review. 2. The flood/screen wall from the first driveway south along Rochester Avenue should be moved back behind the landscape setback area, 45 feet measured from curb. Undulating mounding with special landscape treatment should be provided. The final design of this streetscape shall be subject to further Committee review prior to issuance of permit. 3. The developer should consider the following two alternative solutions to resolve the visual, aesthetic and streetscape concerns of the flood wall around the north side and east side of Building 5: a. the building wall of Building 5 should be strengthen as a flood protection wall and undulation mounding should be provided within landscape setback area; or b. fill in the slope area behind the wall to a level area. 4. Evergreen trees of sufficient density for screening the east elevation of Building 4 and the east side of future building west of Building 5. Also dense landscaping should be provided within Arrow Route landscape setback area west of Building 5 for screening the loading area. DESIGN REVIEW COMMENTS 6:30 - 7:00 Chris May 7, 1987 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-15 - NALBANDIAN GROUP - The development of a 24,UUU square feet of mini-storage buildings on 1.64 acres of land in the General Industrial District, Subarea 1, located at the southwest corner of Arrow Highway and Vineyard Avenue - APN: 207-262-51. Design Parameters: The site is vacant and rough graded. Street improvements and landscaping within public right-of-way along 9th Street and Vineyard are completed. The developer is proposing to expand the existing Vineyard West Mini-Storage to this site area. Staff Comments: Site Plan 1. The layout of the site plan is consistent with the existing mini- warehouse project. The developer is proposing to continue the same design of screen wall along the Cucamonga Creek and along the Vineyard Avenue street frontage. 1. There is only one access point into Phase II at the northwest corner. A second access point should be provided inmnediately southwest of the Vineyard Avenue entrance bisecting Bull ding "D". Architecture The proposed architecture matches that of the existing one. However, staff is concerned with the south elevation of Building "A". This 150 foot long flat elevation will be very prominent for northbound traffic. Offsets in the building plane and landscaping should be used to soften the building appearance. Landscaping 1. Landscaping should be consistent with the existing project in areas of palette, density of trees, shrubs, vines and rockscape. 2. Special landscape treatment should be provided to the corner of 9th Street and Vineyard Avenue, such as multi-trunk specimen size trees, accent trees, etc. Oesign Review Cmit~e Action: Members Present: Suzanne Chitiea, Larry McNiel, Dan Coleman Staff Planner: Chris Westman Design Review Comments DR 87-15 - NALBANDIAN GROUP May 7, 1987 Page 2 The Committee recommended approval subject to the following conditions: 1. The site plan should be revised to provide secondary emergency points of ingress and egress according to Foothill Fire District Standards. 2. Landscaping should be continued around the northeast corner of Building "D" at the project entrance on Vineyard Avenue. 3. The applicant should provide building treatment concepts at 9th Street and Vineyard Avenue for Design Review Committee review on May 21 regular meeting prior to scheduling for Planning Commission review. 4. Special landscape treatment should be provided to the corner of 9th Street and Vineyard Avenue, such as multi-trunk specimen size trees, accent trees, etc. DESIGN REVIEW COMMENTS 7:00 - 7:30 Chris May 7, 1987 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-10 SOUTHWEST SAVINGS AND LOAN - A proposa| to construct a 9,000 square foot two-story office/banK bull ding in the Neighborhood Commercial District located at the northeast corner of Base Line Road and Archibald Avenue - APN: 202- 731-08. Background: The project is proposed to be located within the site parameters of an existing neighborhood commercial Center which was approved November 1984. The center features a mission style architecture and strong pedestrian linkages between the north portion of the site and the future east portion, Design Parameters: The site is vacant and padded out. All parking lot and off-site improvements have been made. The applicant intends to create a separate parcel on which to build the building. A condition of approval for the entire site for CUP 84-13 required that future building layouts and designs shall be consistent with the approved Mission architectural style. Staff Cmnts: Architecture 1. The continuous glass band on all four sides of the second story does not reflect traditional Mission styles and should be modified to include architectural elements consistent with the existing buildings such as the pitch of the roof, curvilinear gables, trellis work, towers, and balconies or balconets. Site Plan 1. Landscaping should be provided adjacent to the building in order to soften the buildings appearance as required in the Development Code (one tree per 30 lineal feet). 2. The driveway aisle directly north of the proposed project "zig zags" in its alignment which seems awkward and could create traffic conflict. This could be modified to provide a gentle "S" curve to connect these driveways. Design Review Comments DR 87-10 - SOUTHWEST SAVINGS AND LOAN May 7, 1987 Page 2 3. The automatic teller machine should be incorporated into a plaza- like setting with amenities such as planters, textured pavement, and special landscaping. 4. In an effort to continue with the strong pedestrian orientation within the center, Should an additional plaza area be provided between the proposed building and future building(s)) to the east? The area by the automatic teller machine should be enhanced through the use of hardscape treatments and low free standing planters with landscaping. 2. Vine pockets should be provided at the column elements around the entire building. 3. The applicant should address Committee's concerns regarding arch treatment on the second floor, landscaping adjacent to the building, the drive aisle configuration directly north of the proposed building, and conceptual drawings for a transitional area between the existing building and any future building to the east.
