Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. - 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department i f you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00 - 6:30 (Greg) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-41 - SHIMAJI - The development of Phase II construction of an approved Master Plan on a 1.28 acre site. That the proposed building additions be extended upward in a single plane to meet the roof line. 2. That a rock veneer be added to the corners of the additions, wrapping around each. 2. DR 87-34 TS'~TET' Review of revised elevation and site plan. Committee Action: Approved by Committee. 3. DR 86-21 'CD~EFT]' Request of building color modification, Committee Action: The Committee requested that the applicant complete the building with the two shades of gray as the approved renderings and approved material sample board depict. DESIGN REVIEW COMMENTS 6:00 - 6:30 Greg November 5, 1987 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-41 - SHIMAJI The development of Phase II construction of an approved Master Plan on a 1.28 acre site. Phase II consisting of an 11,000 square foot manufacturing building in the General Industrial District (Subarea 8) located at 8677 Utica Avenue - APN: 209-142-24. Design Parameters: The site is presently developed with a 12,000 square foot warehouse on the eastern portion of the property. The proposed building will be located immediately west of the existing structure on Utica Avenue. Street improvements along Utica Avenue for this site have been completed. Staff Comments: Site Plan 1. The applicant is requesting that the required 5' sideyard setback be waived for the new building along the southern property line. The Industrial Specific Plan allows for such waiver subject to a Master Plan. Since the existing building and the adjacent project to the south abutts one another at the property boundary, it would be consistent to have zero setback for this building. Architecture The proposed elevation consists of painted tilt-up concrete with a band of sandblasted texture and a painted accent stripe. The building entry has been articulated with the use of recessed aluminum and glass storefront and enlarged entry columns. Staff recommends the following improvements: 1. The proposed overhead trellis structure within the employee lunch court should be of heavy duty wood materials and/or concrete columns could be added to create additional interest. 2. The proposed pavement treatment within the employee plaza should be of brick pavers, exposed aggregate or a combination of them. 3. The proposed decorative low level screen wall within the lunch court area should have the same building materials such as painted concrete or sandblasted concrete. 4. Additional pedestrian amenities such as trash receptacles, seating benches, low level lighting, landscaping and etc. should be provided within the lunch area. Special landscape treatment such as shrub massing, annual color, and specimen size trees should be provided along Utica Avenue, project entry and building entry areas. 2. The applicant should upgrade and clean-up the landscaping for the entire site consistent with current standards. Design Review Coam~ittee Action: Members Present: Suzanne Chitiea, David Blakesley, Otto Kroutil Staff Planner: Greg Gage The Committee reviewed the project and recommended approval subject to the following conditions: 1. A low level wall and planter should be added within the setback area adjacent to the existing wall at the north side of the project entry. 2. The low level screen wall for the plaza area should be extended around the building corner, and along the west elevation for approximately 20 feet. 3. Additional concrete columns should be provided as supports for the plaza trellis, in order to create a more interesting entry. New columns should be of the same size and texture as those at the building facade. 4. The overhead trellis should be constructed of heavy timbers to provide sufficient mass relative to the building and supporting columns. 5. Roll-up doors should match the primary building color (Travertine). DESIGN REVIEW COMMENTS 6:30 - 7:00 Nancy November 5, 1987 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-36 - DELPIT The development of a 3,333 Square foot fast food drive-thru restaurant - Burger King, within an approved shopping center, in the Neighborhood Con~nercial District of the Terra Vista Planned Community, located at the northeast corner of Haven Avenue and Base Line Road - APN: 202-801-27. Design Parameters: The project site is a part of the approved Tetra Vista Village Master Plan of the integrated shopping centers shown in Attachment "A". The approved Master Plan for the shopping center indicates that this pad area is planned for a future drive-thru fast food restaurant. The applicant is proposing to construct a Burger King at this site. Staff Comments: Site Plan The developer attempts to address the concerns of the Planning Commission regarding the unaesthetically pleasing drive-thru lane by orientating the building to screen it. In doing so, it created a serpentine-type of drive-thru lane that may have a turning radius problem for cars going through it. A total of seven (7) car stacking distance have been provided within the drive-thru lane. The proposed site plan design could be improved with the following: 1. The proposed pedestrian connection through the drive-thru lane should be eliminated to prevent vehicular and pedestrian conflict. 2. The radius for the meandering sidewalking should be less curvilinear. 3. The proposed loading space should be moved to the parking space immediately east of the building where it is separate from the rest of the parking spaces. 4. The same consistent texture of pedestrian connection across circulation aisle should be provided north of the site. Landscaping 1. Additional landscaping should be provided to south elevation, east elevation and north elevation. 2. Additional landscaping should be provided to the central open-space area between the drive-thru lanes. DESIGN REVIEW CO~U4ENTS DR 87-36 - Delpit November 5, 1987 Page 2 3. Vines should be provided to the trellis work. Architecture The proposed elevations consist of some of the architectural elements as established within this approved shopping center. However, it could be improved with the following: 1. The vertical distance between the roof overhang and the top of the arch of the arcade should be expanded to provide for visual balance. 2. Heavy wood rafter tail s should be provided between the roof overhang and the top of the arcade arch. 3. The service door and the service walkway along the north elevation should be screened from Haven Avenue public view through a combination of low screen wall and landscaping. 4. The vertical distance between the top of the parapet wall and the roof overhang for north elevation should be decreased consistent with the established architectural style. 5. The proposed tower for the east elevation should be over the entire drive-thru lane. 6. The proposed curvilinear parapet wall should be lowered, while its design should be of a consistent one. 7. The proposed tower that faces Haven Avenue should be a more substantial one. 8. The proposed logo on this tower should be moved to the wall next to the main entrance. 9. All the window areas should have multi-pane design consistent with the entire shopping center. 10. The same consistent column design should be utilized for the trellis work. The Committee reviewed the revised plans and recommended approval with the following conditions: 1. The applicant should work with staff in the final design of the parking area, walkway and landscaping located at the eastern portion of the parcel to the satisfaction of the City Planner. 2. The applicant should work with staff in redesigning the area at the north elevation to screen the service door and walkway from public view to the satisfaction of the City Planner. 3. The hal f circle design at the tower that faces Haven Avenue should be eliminated. 4. Additional elements such as quadrefoil, openings, etc. should be added to the north elevation of the tower consistent with the approved shopping center. 5. A quadrefoil could be added to the west elevation of the tower where the "Burger King" logo could be placed within it. 6. The under canopy design should be consistent with the approved shopping center. 7. All architectural detailings, color, and material s should be consistent with the approved shopping center. Design Parameters: The Committee at its October 8, 1987 regular meeting reviewed the project and recommended that it be revised to address their concerns as follows: 1. The applicant should work with staff to resolve the site plan and landscape design issues as mentioned in the October 8, 1987 staff report. The Committee stated that the Master Site Plan concept is generally acceptable. 2. The proposed architecture does not meet the intent of the Design Guidelines. The reasons being that the style is too clean and crisp and does not provide sufficient articulation in building plane and surface. 3. The proposed signage and/or project entry marker does not provide for compatibility to the City's approved gateway sign. Revised plans will be available for Committee review at the meeting. Design Review Committee Action: Members Present: Suzanne Chi tiea, David Blakesley, Otto Kroutil Staff Planner: Nancy Fong The Committee reviewed the revised site plan, 1 andscape concepts and the elevations, and found them to be acceptable with the following conditions: 1. The triangle skylights should be of tinted vision glass and not reflective glass. 2. The screen wall for the "people places" should be tapered or staggered in its height. DESIGN REVIEW COMMENTS DR 87-47 - Linpro November 5, 1987 Page 2 3. The vision glass should be of darker greenish tint. Full samples should be submitted for City Planner review and approval. 4. The reveal detail should be of substantial size and subject to City Planner review and approval. 5. The applicant should continue to work with staff in resolving all the site plan and landscape design issues.
