Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:45 - 7:30 (Chris) ENVIRONMENTAL ASSESS~4ENT AND DEVELOPMENT REVIEW 87-52 - PIC-N-SAVE - The development of a warehouse addition to the existing Pic-N-Save distribution center totaling 564,960 square feet on gO acres of land in the General Industrial District, Subarea 14 & 15, located at 12434 4th Street. NF:vc Attachments CC: Planning Commission/City Council Commercial/Industrial CONSENT CALENDAR ITEMS AGENOA December 3, 1987 1. DR 87-22 - NESSENGER (Cnris) Review of color change. Committee Action: The Committee reviewed the project and felt that a contrasting accent band was appropriate and that the "roll-up" doors should be the same primary color as the building. A change of contrasting accent band would be considered by the Committee. 2. CUP 84-37 - KELBERT (Debra) Request of the Committee to visit the site to look at the black/white tile entries. Committee Action: The Committee stated that they still prefer the approved tile color. However, the Committee will look at the black/white tile at the entries. DESIGN REVIEW COMMENTS 6:00 - 6:30 Chris December 3, 1987 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-52 - PIC-N-SAVE - The deve)opment of a warehouse addition to the exlsting Pic-N-Save distribution center totaling 564,960 square feet on 90 acres of land in the General Industrial District, Subarea 14 & 15, located at 12434 4th Street. Design Parameters: The site contains an existing warehouse of 807,840 square feet and a retail outlet. The proposed expansion is to the north where there is vacant land. There are no unusual site constraints. Off-site improvements for 4th Street were done during the construction of the existing buildings. Staff Cem~aents: 1. The proposed 12 foot high chain link fence including the two foot barbed wide is inconsistent with the Industrial Specific Plan. The maximum height of any fence is 8 feet, therefore a variance would be required to install a 10 foot high fence. Barbed wire is prohibited according to current Industrial Specific Plan. 2. The storage or parking of trailers must be screened from 6th Street view through a combination of solid wall and landscaping. 3. A solution to the above identified issues is to fully landscape 6th Street frontages including an 8 foot high screen of decorative material. This screen wall should be wrapped around the east and west property boundary at a distance sufficient to screen the outdoor storage and parking of trailers. 4. Textured pavement should be provided to the pedestrian walkway from the employee parking to building entrance of the warehouse addition. 5. The swinging gates and rolling gates should be of decorative material such as wrought iron. 6. The chain link fence proposed between the two security gates should be changed to similar material as the two gates. 7. An employee lunch court should be provided on the site. An appropriate location may be at the slope area near the access from and to the parking lot. DESIGN REVIEW COMMENTS DR 87-52 - Pic-N-Save December 3, 1987 Page 2 Landscape 1. Special landscape treatment should be provided along the entire 6th Street frontage and at the project entry. 2. Landscaping should be provided along both sides of the driveway that lead to the employee parking. 3. Landscaping should be provided along the rail spur south and east of the employee parking. 4. Additional parking lot trees should be provided within the employee parking. Architecture 1. The proposed architecture for the warehouse addition is consistent with the existing portion. 2. Elevation for the guard shed should be compatible to building. 3. The building entry for employees at the north elevation should have additional architectural elements and landscaping. Design Review Cammittee Action: Members Present: Suzanne Chitiea, Larry McNiel, Nancy Fong Staff Planner: Chris Westman The Committee reviewed the project and recommended the following: 1. Extensive landscaping be provided along 6th Street with special accents at the 6th Street project entry. 2. Textured paving, architectural treatment, and landscaping should be provided at the employee entrance and connection to the parking lot on the north side. 3. An employee lunch court should be provided at the north end of the site. 4. Native ground cover should be planted in 8' widths adjacent to both sides of the service drive from 6th Street to the parking area. 5. Trees at a rate of one per three parking stalls must be provided within the employee parking lot. 6. The guard shed should be of compatible materials and colors.
