Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. - 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00 - 6:30 (Nancy) ENVIRONMENTAL ASSESSMENT A. ND CONDITIONAL USE PERMIT 87- ~ - MARTENS AND ASSOCIATES - The development of an auto 'Service mall consisting of 3 buildings totaling 47,220 square feet on 4.46 acres of land in a General Industrial District Subarea 2, located at the northeast corner of Vineyard Avenue and 9th Street - APN: 209- 012-17. 6:30 - 7:00 (Chris) ENVIRONMENTAL ASSESSMENT FOR DEVELOPMENT REVIEW 87-54 - tHIU - The development of a restaurant totaling 7,174 ~quare feet on 1.2 acres of land in the Industrial Park District, Subarea 7, located at the northeast corner of Red Oak Street and Laurel Street - APN: 208-351-23. C D ACTION March 8, 1988 Page 2 7:00 - 7:30 (Nancy) CONDITIONAL USE PERMIT 87-26 - OAS INVESTORS The design review of elevations for BUilding "A" (Souplantation) within an approved specialty commercial center located at the northeast corner of Foothill Boulevard and Vineyard Avenue. 7:30 - 8:00 (Greg) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-55 - FULLMER - l~e development of three warehouse buildings ~g 171,641 square feet on 7.71 acres of land in the General Industrial District (Subarea 8) located on the east side of Rochester Avenue, north of the Atchison, Topeka and Santa Fe Rail road right-of-way - A.DN: 229-121-21 and 22. R)R 87-61 - BOB'S BIG BOY (Cynthia) Review of minor changes to elevation by adding wood siding to window at the main entrance. Committee Action: The Committee did not approve the applicant's proposal to cover the upper windows with T-1-11, stating that it was not compatible with the building elevation. The Committee recommended the windows remain. 2. DR 86-14 - HAVEN INVESTORS (Chris) Review of eyallion color change. Committee Action: The color was felt to be too bright. The mullion color should either be the original approved shade or more reflective of the brick colors used for the building. 3. !eR 86-33/MDR 86-34 - CARL'S (Chris) Review of color. Committee Action: The col ors proposed, which match the respective centers that the Carl's Jrs. are located within, were approved including the green awning with down lighting. 4. DR 87-60 - BARTON (Nancy) Review of color scheme for buildings 2 & 9 and revised elevations for Building 11. Committee Action: Approved blue color for buildings 2 and 9. Approved revised elevation and the color scheme for building 11. A condition of approval requires seating bench in the landscape area located at southeast side of property boundary, bench in the building entry area for building 11. CONSENT CALENDAR AGENDA March 3, 1988 Page 2 5. DR 88-04- CARNEY-THEOOOROU (Chris) Applicant request preliminary comments on proposed Master Plan. Committee Action: a. The north/south auto circulation spine should be a stronger separate el ement which has significant landscaping on either side and parking lots which feed off to the sides. The Committee also preferred a smooth "S" design versus an angular design for that spine. b. A landscape area large enough to off-set the massing of the building should be provided to the east side of the three-story structures. c. The lack of convenient parking for the southeasternmost building WaS a Concern, The applicant is encouraged to work with staff in addressing these comments and other possible staff concerns. DESIGN REVIEW COMMENTS 6:00 - 6:30 Nancy March 3, 1988 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 87-37 - MANTENS AND ASSOCIATES - The development of an auto service ma)! consisting of 3 buildings totaling 47,220 square feet on 4.46 acres of land in a General Industrial District Subarea 2, located at the northeast corner of Vineyard Avenue and 9th Street - APN: 209-012-17. Design Parameters: The Committee reviewed this project on two occasions, November lgth and December 17, and provided directions for the applicant to revise the site plan and elevations. The applicant will be working with staff in revising these plans to address the Committee's concerns. Revised col or plans and material sample board will be available for the Committee review at the meeting. Staff C~tmuents: 1. Roll-up doors for Building "A" that front on Vineyard Avenue should be recessed a minimum of 4 feet. Revised as shown in Detailed Site Plan. 2. The southeast side of Building "C" is subject to public view where additional landscape planter area should be provided to this corner and across from the drive aisle for screening it. Additional planter has not been provided, however, this could be placed as a condition of approval. 3. Architectural focal point should be provided to the north, south and west corner of Building "A". Focal point to the north, south and east corner of Building "A" has not been provided. 4. The first roll up door on the southeast side of Building "C" should be eliminated. Additional articulation to this south elevation should be provided. Revised as shown in east elevation of Building "C". 5. The applicant should consider adding a different building material such as brick besides the plaster material and the three tone col or. A greyish tone brick is being proposed. A sample is available for review at meeting. March 3, 1988 Page 2 6. Reflective glass or dark tinted glass should be utilized. A sample is available for review at the meeting. Staff suggests that it should be of a more darker shade. 7. Details of substantial reveal and building edges should be provided for review. Plans will be available for Coemittee's review at the meeting. 8. Canister signs are not appropriate. This could be placed as condition of approval. g. Full material sample board should be provided for review. Sample is available for review at the meeting. 10. In regards to the issue of closure of driveway for the northerly adjacent parcel, the Committee stated that it has to be discussed and resolved at the Planning Commission meeting. Design Review C.muittee Action: Members Present: Larry McNiel, Dan Coleman Staff Planner: Nancy Fong The Committee recommended approval with the following conditions: 1. Dark tinted glass should be used as the sample submitted during the meeting (PPG Greg #14). 2. Details of reveal, building edges, corner edges for brick material, detailing of how two different materials transition into one another, etc. should be provided for City Planner review and approval. 3. The first roll-up door at the north side of the west elevation of the building should be moved southerly while the landscape planter be moved northerly. 4. The Committee determined that the tower element is adequate in providing a focal point. 5. Additional landscape planter area should be provided across from the southwest corner of Building "C". DESIGN REVIEW COMMENTS 6:30 - 7:00 Chris March 3, 1988 ENVIRONMENTAL ASSESSMENT FOR DEVELOPMENT REVIEW 87-54 CHIU The development of a restaurant totaling 7,174 square feet on 1.2 acres of land in the Industrial Park District, Subarea 7, located at the northeast corner of Red Oak Street and Laurel Street - APN: 208-351-23. Design Parameters: The site is located south of the existing Harry C's restaurant and is in a conceptually master planned area designated for restaurants. It is currently vacant with no vegetation. Curb and gutter have been completed however sidewalks have not. Staff Cnmments: Site Plan 1. A back up area should be provided at the southwestern portion of the parking lot which will improve maneuvering space for those cars parked facing west. 2. The sidewalk from the building entry to the public sidewalk should have a connection to the parking lot. 3. Pedestrian connection pavers used in the drive aisles should be consistent with those existing at Harry C's. Architecture The Overall design concept seems appropriate for a Chinese restaurant. However there are some elements which cou1 d be strengthened through modification. 1. The central clerestory should be the main focus of the building. This could be achieved through reducing the height of the two side elements and increasing the width the central element. 2. Should the red and green accent col ors be in darker tones or remain as submitted? 3. In order to accentuate shadow and create more horizontal drama, the roof overhang could be increased with the possible addition of exposed rafter tails. 4. Is the red tile accent on pillars and elsewhere on the building appropriate for Rancho Cucamonga or should a more rustic material such as heavy timber be used? Because the trash enclosure is 1 ocated adjacent to the building it would be appropriate to provide a trellis cover which would complete the integration. Landscaping 1. Staff encourages the use of the Japanese Maple as an accent tree. 2. Mounding and hedge planting should be provided which will screen the parking area. 3. The area adjacent to the bull ding whi ch faces Laurel Street should be designed to reduce the amount of turf area by incorporating ground cover, mounding, shrubs and rocks which are similar to those used in the pond by the entry door. 4. A full six foot landscaping area should be provided along the east property boundary. Design Review C..m. ittee Action: Members Present: Larry McNiel, Dan Coleman Staff Planner: Chris Westman The Committee reviewed the project and provided the following direction for the applicant: 1. The Committee was uncomfortable with the tower elements in how they related to the overall massing of the restaurant and asked that they be modified to lessen their impact. 2. It was recommended that the shed roof covering the east arcade be replaced by an extension of the main roof and that a variation in the roof plane be provided for that east elevation. 3. The Committee requested a darker, more suitable green color for the roof. Modifications should be completed for review at the next Design Review Committee meeting, March 17, 1988. DESIGN REVIEW CO/¢~iENTS 7:00- 7:30 Nancy March 3, 1988 CONDITIONAL USE PERMIT 87-26 OAS INVESTORS - The design review of elevations for Building "A" (Souplantation) within an approved specialty commercial center located at the northeast corner of Foothill Boulevard and Vineyard Avenue. Design Parameters: The Planning Commission on january 27, 1988 conditionally approved a specialty commercial center as shown in the attached Exhibit "C". One of the conditions of approval require that the north and east elevations for Building "A" be reviewed and approved by the Design Review Committee prior to issuance of building permit. The developer is submitting such elevations for your review. Exhibit "H", which is the approved west and south elevation of Building "A" has been attached for your reference. Staff Coments: 1. The proposed east and north elevation is consistent with the approved one and has the same architectural elements. However, overhead trellis should be provided to the trash enclosure that is located at the north side of the north elevation. 2. If exit door is required at the north elevation, this 5 foot landscape setback area will have to accommodate a 44 inch walkway, thus eliminating any changes of planting the required trees. Should this happen, free standing pots for planting trees should be provided or the building depth should be shortened three feet to accommodate planting the required trees. Design Review Cmmeittee Action: Members Present: Larry McNiel, Dan Coleman Staff Planner: Nancy Fong The Committee recommended approval with conditions as follows: 1. All trash enclosures should be designed according to the conditions of approval. 2. The trellis work over the trash enclosure should tie in with the trellis in the pedestrian walkway as one trellis work. March 3, 1988 Page 2 3. The Committee stated that the building could be moved five feet westward to accommodate planting along the east boundary. DESIGN REVIEW COMMENTS 7:30 - 8:00 Gre9 March 3, 1988 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 87-55 - FULLMER - The development of three warehouse bui)dings totaling 171,641 square Feet on 7.71 acres of land in the General Industrial District (Subarea 8) 1 ocated on the east side of Rochester Avenue, north of the Atchison, Topeka and Santa Fe Rail road right-of-way - APN: 229-121-21 and 22. Background: The project has been reviewed twice by the Design Review Committee and it was recommended that it return for further review after revisions were made addressing the Committee's concerns. The concerns included architectural treatment, 1 oading area screening, landscaping, plaza design, and project entry articulation. Design Revie~Camittee Action: Members Present: Larry McNiel, Dan Coleman Staff Planner: Greg Gage The Committee reviewed the revised Landscape Plan and elevations and agreed that the project could be scheduled for Planning Commission consideration subject to the following recommended conditions: 1. An additional columnar element should be provided on the south elevation of Building "1". 2. Landscape planters should be provided along the east sides of Buildings "1" and "2". Planters should extend from the southeast corner of each building to the refuse enclosures located on the east side of both buildings and should be at least five {5) feet in width to allow sufficient space for tree planrings. The landscape planter located on the south side of Building "2" should be increased in depth from three feet to five feet to allow sufficient space for tree planrings. 4. A landscape planter five feet in width should be provided along the north side of Building "E" to allow for tree plantings adjacent to the structure. Planter should be continuous except where access to a future overhead door is provided. 5. Field analysis of the sight lines to the east side of Building "3" should be conducted from the freeway during construction. The upper portion of the east elevation should be specially marked to ascertain the need for application of spandrel glass March 3, 1988 Page 2 at the building corner. If field analysis reveals that the bull ding is subject to views from the freeway, application of spandrel glass elements on the east elevation of Building "3" should be required. 6. Final design of the screen for roof-mounted equipment should be submitted for review and approval by the City Planner.
