SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF JULY 7~ 1988
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 88-05 ROUSE &
ASSOCIATES - The development of seven (7) industrial buildings totalling
202,900 square feet on 18.34 acres of land within the Industrial Park
Designation (Subarea 16) of the Industrial Specific Plan, located on the
west side of Archibald Avenue, north of 4th Street - APN: 210-062-31.
Design Parameters:
The site is currently vacant with an average slope of about 2.5% from
northwest to southeast. There are two existing single family residences
that abut the project at the northeast corner of the site. There is
also a single family residence that abuts the southeast corner of the
site. The area to the south and east of the project is currently
vacant. The Planning Commission, however, approved a Master Plan for
the area which established the circulation and potential building
locations.
Staff Comments:
Site Plan
1. Under normal circumstances, staff would recommend that Buildings
"D" & "E" be located closer to Archibald Avenue and that the
parking lot be relocated to the west side of the buildings and
screened from Archibald Avenue (a Special Boulevard). Archibald
Avenue, however, is designated as a Flood Zone "A", meaning
flooding will occur. To relocate Buildings "D" & "E" closer to
Archibald would require the buildings to maintain the same
relationship to the street (2-3 feet above the curb). This
relocation might, however, cause flooding on the opposite of
Archibald. Therefore, staff recommends that extensive berming,
landscaping, etc. be required along Archibald to screen the parking
areas.
Landscapin9
1. The Industrial Specific Plan requires that trees be planted at a
rate equal to one tree for every thirty {30) linear feet of
building. In reviewing the landscaping proposed within the drive
court of Complex "A" (between Buildings 1 & 3 and 2 & 3), the
applicant has purposely not provided any landscape areas along the
drives adjacent to the buildings. This was done to allow greater
flexibility in the location of roil-up doors as portions of the
buildings are leased to tenants. Staff feels, however, that the
location of roll-up doors should be more defined and that
landscaping should be provided to break up the amount of asphalt
and to soften the buildings. A similar situation exists with
Complex "B".

2. With the development of the site, the applicant is locating plaza
areas to serve building groups, such as Complex "A", Complex "B",
and Buildings "C" & "D". No plaza area, however, has been provided
for building "E". Staff recommends that a plaza be provided to
serve the freestanding building.
3. The applicant is proposing a large hardscape area at the east entry
to Building "E". Staff suggests that additional softscape (i.e.
tree wells, shrubs, etc.) be provided at this location.
4. The ISP requires that areas abutting residential screen the
buildings, parkings, storage, etc. through the use of walls,
landscaping, and/or berms. To address the residence at the
southeast corner of the site, the applicant is proposing a five (5)
foot landscape area and a six (6) foot block wall. At the
northeast corner of the project, the applicant is proposing a five
(5) foot landscape area with a six (6) foot wall along the south
side of the residence and a ~30 foot landscape area with a six (6)
foot block wall along the west side of the residence. In both
cases, the residences are nonconforming uses. In the interm, does
the buffering/screening provided meet the intent of the ISP?
Architecture
1. The applicant is proposing a series of one story buildings using
concrete tilt-up panels with horizontal reveals. This results in
buildings that appear very linear. To break this up, variation to
building height and building materials should be incorporated.
2. The applicant is proposing to terminate the horizontal reveals at
the loading areas. Staff suggests that a consistent treatment be
carried around the entire building.

The Committee reviewed the proposal and recommended that revised plans
be resubmitted for additional review to address the following items:
1. Landscaping should be provided within the drive court for Complex
"A" and "B". A plan should be provided to show the landscaping
proposed initially and a plan should be provided to show the
ultimate landscaping for those areas.

2. A plaza should be provided for Building "E".
3. The entry area for Building "E" should be redesigned with
additional softscape.
4. Variation should be provided in the use of color to minimize the
horizontal emphasis of the architectural style.
5. The reveals should terminate a panel breaks or should step down to
logical end point.

CREEK - The development of a manufacturing and office building totaling
77,070 square feet on 4.23 acres of land in the General Industrial
District, Subarea 14, located on the west side of Santa Anita Avenue,
north of 4th Street - APN: 229-321-12.
Design Parameters:
The site is currently vacant without significant vegetation. The
property is located within a Flood Zone A and abuts a proposed rail spur
at the most westerly boundary. The Industrial Specific Plan requires
that building layout which adjoins a proposed spur line must be done in
a manner to ensure potential of future rail access and use. The
developer has indicated that the extension of the rail line is
physically impossible because the western portion of the site is subject
to flooding. He stated he could provide evidence to show this
problem. This issue will be forwarded to the Planning Commission for
discussion and direction.
Staff Comments:
Site Plan
1. In order to screen the southerly loading area from Santa Anita a
screen wall should be provided at the south property line.
2. Additional landscaping area, 5' minimum, should be provided at the
southeast corner of the building for tree planting.
3. The office access walk should be reconfigured to provide more
direct access from the easterly parking row.
4. The trash enclosure should be moved to a location more convenient
to the building.
5. The parking area at the west side of the building seems scattered
and should be reorganized.
Architecture
1. Some architectural interest has been given to the office portion of
the building however the remainder of the building lacks
articulation. Textures, reveals, patterns, colors and other
techniques should be used to create more interest to the overall
building.

Landscape
1. Additional landscaping which will provide screening and will meet
Flood Zone A tolerance requirements should be provided at the
property perimeters.
2. Canopy trees, shrubs and ground cover should be used around the
patio area in order to create a sense of place.
3. Accent planting should be provided at the project entry.

The Committee reviewed the project and made the following
recommendations.
1. A Line of Sight study shall be prepared to determine the extent of
a required screen wall along the south property line.
2. An additional 5 feet of landscape area should be provided adjacent
to the south building face at the east end.
3. The entry walk should be reconfigured to accommodate the easterly
parking row adjacent to Santa Anita.
4. The trash enclosure should be relocated closer to the building and
be designed to allow for access other than through the metal gates
(pedestrian access).
5. Architectural reveals in a grid pattern should be applied to the
corners of the building.
6. Canopy trees, shrubs, groundcover, tables, and benches should be
provided at the plaza area.
7. Accent planting should be provided at the project entry.

Design Parameters:
The project site is a pre-existing, nonconforming site that has been
developed with two office building. Surrounding property uses
include: Jack-in-the-Box Restaurant and a commercial center, which is
currently under construction, to the north; the Rancho Cucamonga
Neighborhood Center to the east; the Womens Assistance League and
Cucamonga Elementary School to the south; and the Cucamonga Business
Park to the west.
The proposal involves the phased installation of two modular buildings
at the rear of the District's property approximately 110 feet from
Malven Avenue.
Staff Comments:
Site/Landscape Plan:
1. Additional landscaping is proposed to be added to the west property
line to screen views from Malven Avenue. The landscaping should
include evergreen trees planted 15 feet on center, shrubs, and
ground cover.
2. Staff suggests that additional landscaping be added along the chain
link fence at the south side boundary in order to screen views from
Cucamonga Elementary School.
Architecture:
1. In order to better integrate the modular unit, staff suggests that
it be planted to match the existing buildings on-site.

The Design Review Committee recommended approval of the site plan
subject to the following:
1. Additional landscaping should be added to the west property line to
screen views from Malven Avenue. The landscaping should include
evergreen trees planted 15 feet on center, shrubs, and ground
cover.
2. Landscaping should be added along the chain link fence at the south
boundary of the site in order to screen views from Cucamonga
Elementary School.
3. In order to better integrate the modular unit, it should be painted
to match the existing buildings on-site.

Action:
The Committee reviewed the revised architectural plans submitted by the
applicant and recommended that a combination of two alternatives be
pursued and resubmitted for additional review. Also, the Committee
recommended that the architectural program be reviewed by the full
Planning Commission.
