SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF SEPTEMBER 8, 1988
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager {noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

ALLSTATE RECYCLING SERVICE - The development of an
office and warehouse building totaling 5,000 square feet
on 1.7 acres of land in the Heavy Industrial District
(Subarea 15) of the Industrial Area Specific Plan

Bldg 6, RCBP Phase II.
Committee Action: The roll-up door at the south
elevation must be verified. The item
should return to Design Review.

Committee Action: Approved as submitted.

Staff CoBBants:
The Con~ittee reviewed the proposal on August 4, 1988 and requested that
the applicant work with staff to revise the site plan and elevations to
create more interest. Additional landscaping was to be designed into
the parking area and more articulation given to the existing 8' screen
wall. To date revised plans have not been submitted for staff comment,
however, they will be available at the meeting.
Design Review Committee Action:

The Committee reviewed the project and made recommendations for
conditions of approval. All revisions should be reviewed by staff and
approved by the City Planner.
1. A split face veneer should be used as treatment for the existing
screen wall on Whittram.
2. A split face block should be used consistently throughout the
project as a uniform accent material.
3. Berming should be used along the Whittram Street frontage to reduce
the height impact of the screen wall.
4. All gates within public view should be of a view obscuring material
and design.
5. A list of building materials and examples of materials and colors
should be approved by the City Planner prior to building permit
issuance. The applicant and Committee spoke of earthtones and
tans.
6. Design details of the screen wall should be submitted and approved
by the City Planner prior to building permit issuance.
7. There was a general consensus that the building design was
acceptable.

2. Staff suggests that the backup fire lane on the easterly end of the
north elevation be composed of a turf block in order to reduce the
amount of paving in this area.

The Con~nittee recommended approval of the project with the
recommendation that the trash enclosure at the northeast portion of the
site be relocated in order to provide landscape screening around the
unit.

ARCHITECTURE - The development of an office, manufacturing and warehouse
building totaling 29,860 square feet on 1.5 acres of land in the General
Industrial District (Subarea 5) of the Industrial Specific Plan, located
on the south side of Sharon Circle, east of Hermosa Avenue - APN: 209-
261-23.
Site Characteristics:
The site is currently vacant with an approximate slope of 2% from north
to south. The site is bounded to the east by the Deer Creek Flood
Control Channel while to the north, south and west is vacant land.
However, a project for three multi-tenant industrial buildings (DR 87-
20) has been approved to the south and west while a single industrial
building has been approved to the northwest of the subject parcel. In
addition, a project for an 11,744 square foot industrial building was
approved on November 4, 1987 for the subject parcel.
Staff Cements:
Architecture:
The corner of the building facing Sharon Circle has two rectangular
arches projecting from the north and west building planes. The arches
and entry area have an accent grid pattern which is continued around the
building above the windows in a horizontal band. This grid pattern is
also utilized on the east and south elevations while vertical accent
stripes, that are composed of a larger grid pattern are used on all
elevations.
This proposed architectural treatment is consistent with the adjacent
approved buildings which have utilized a combination of sandblasted
concrete and painted accent stripes. In addition, all of the adjacent
buildings have incorporated some blue into their color schemes.
1. The loading door on the west elevation should be painted to match
the adjacent walls.
2. The screen walls around the employee patio area should be of a
consistent material and color as the adjacent wall.
Landscaping
1. Additional tall growing landscaping should be added to the planter
finger north of the loading area on the west el evation to screen
this area from view.

following:

MINOR DEVELOPMENT REVIEW 88-15 - BOATRIGHT - A request to add a 9,000
square foot warehouse building on 2.4 acres of land in the General
Industrial (Subarea 8) of the Industrial Specific Plan, located at 10912
Jersey Boulevard - APN: 209-142-10.
Design Parameters:
The proposed project is an expansion of the existing warehouse facility
for the Pacific Western Door Company. The project site is currently
vacant (asphalt paved) and is immediately adjacent to the existing
warehouse. The property to the north and west is the Rancho Cucamonga
Business Park and the property to the south and east is vacant.
Staff Coments:
The proposed expansion is in substantial conformance with the Industrial
Area Specific Plan. The applicant is proposing to add a metal building,
which although is not a permitted building material in this subarea it
is consistent with a previous site expansion (MDR 88-02). The proposed
expansion will utilize a split-faced block, metal siding, and a uniform
color scheme. The applicant is proposing to upgrade the existing fascia
on the front of the building. The existing roof mounted equipment will
be lowered and will not be visible from Jersey Boulevard.
The landscape improvements will upgrade the site to conform to the
landscape requirements along the project perimeter and adjacent to the
proposed and existing building. The applicant also proposes to upgrade
landscaping in the front setback.

The Committee recommended approval based on the following
recommendations:
1. Additional landscaping should be provided along the north and west
property lines where there is a space between buildings on the
adjacent property.
2. Modifications to the building front should include a material
similar to that of the proposed addition and not stucco.

The development of a 49 bed hospital totaling 45,008 square feet on 1.9
acres in the Industrial Park District (Subarea 7) located west of White
Oak at the terminus of Spruce Avenue - APN: 208-351-78, 79.
Beckground:
This project is Phase II of an approved 4 phase Master P1 an for a
hospital facility for Continental Health Medical Services. Phase I was
approved along with the overall Master Plan under CUP 87-17.
Phase II is not in strict conformance with the original approval and
therefore modifications are required to the Master Plan. Specific
changes are:
1. The building configuration and pad size are substantially
different.
2. Parking and general circulation have changed.
3. The main plaza has been redesigned with a garden wall along the
south side which allows public access only from the north.
Staff Coment:
Site Plan
1. The southern parking lot has good vehicular circulation however
does not promote safe and direct pedestrian access to the
buildings. Articulated pathways should be included in the overall
site design.
2. Sufficient space for landscaping should be provided adjacent to the
building on all sides.
3. The service court should be screened from the south.
4. Special paving should be used for walkways and doctor/employee
entrances.
5. Sound and visual buffers should separate the ambulance and
secondary entrance.
Architecture
1. All roof mounted equipment must be screened to an architecturally
integrated roof screen or parapet.

2. The roof line is low and essentially at a single plane. Either a
planar treatment for shadow patterning or a vertical treatment to
vary the silhouette should be considered.
3. Materials and colors should be the same as on Phase I.
Landscape
1. Accent canopy trees along with shrubbery and ground cover should be
introduced into the plaza area.
2. Landscape should be provided along the southern building facades.

The Committee reviewed the project and made the following comments to be
forwarded to the Planning Commission:
1. Articulated pathways should be included in the overall site plan to
help direct pedestrian flow primarily to and from the parking
areas.
2. Sufficient space for landscaping should be provided adjacent to the
building. The south faces of the building were of special concern
to the Con~nittee. A suggested minimum was 5 feet.
3. All service areas must be screened from public circulation areas,
both vehicular and pedestrian, through the use of a combination of
landscape and architectural screen walls.
4. Special paving should be used for walkways and doctor/employee
entrances as well as main entrances and walks.
5. Sound and visual buffers should separate the emergency and main
hospital entries.
6. The Committee has a great concern for the effects of strong winds
particularly at the northeasterly main entrance and emergency
doors. Therefore wind mitigation should be incorporated into the
design of the building and/or site which will significantly reduce
or eliminate wind impacts.

7. All roof and ground mounted equipment and storage containers should
be architecturally screened.
8. Additional landscape should be provided within the "courtyards".
9. Accent canopy trees, shrubs and ground cover should be introduced
into the main plaza and courtyards.
The Committee reviewed the alternative of emergency access bisecting the
main plaza for access to the south portion of the site; however, neither
supported nor rejected the option.
All of the revisions should be completed and presented to the Design
Review Committee at the following Design Review Committee meeting on
September 22, 1988.
