SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF OCTOBER 20, 1988
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 - 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. - 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

{Debra) DESIGN REVIEW 88-35 - WESTERN PROPERTIES - A modification
to the theater court area of the previously approved Town
Center project. Buildings V and W within the theater court
have been changed from 5,500 square foot retail buildings
to a 5,400 square foot and a 5,130 square foot
(respectively) restaurant buildings, and the theater has
increased in size from 1,000 seat to 1,500 seats.

(Dan) Revised elevations
Committee Action: The Committee approved the changes
with the suggestion that alternatives
to the metal roof be explored.
2. MERIT HI]MES
(Dan) Manufactured house in front of factory
Committee Action: The Committee felt that the proposal
was not appropriate.
3. CUP B8-05 - HUGHES INVESll4ENTS
{Steve) Architectural and site plan revisions.
Committee Action: The Committee discussed the proposed
revisions to the plans that were
requested at the October 6, 1988
meeting. The Committee recommended
approval of the project subject to
revised storefront elevations
indicating the variation in setbacks
and pillar caps being provided at the
Planning Commission meeting. The item
will be scheduled for the November 9,
1988 Planning Commission meeting.

DESIGN REVIEW 88-35 - WESTERN PROPERTIES - A modification to the theater

Staff Comments:
A. Site Plan
The Design Review Committee should review the following changes to
the Theater Court area:
1. Theater building has been sited at an angle to gain greater
exposure to the traffic circle.
2. Footprints of buildings V and W have increased in area to
accommodate single story restaurant users, outdoor seating areas
have been indicated (outdoor seating must be included in parking
calculations).
B. Architecture
1. Buildings have been revised from two-story office/retail
structures to single story structures intended for restaurant
users.

Staff Planner: Debra Meier
The Committee reviewed the proposal and stated that the site plan and
the use of two single story buildings was acceptable. The Committee
felt, however, that a perspective drawing should be prepared to
illustrate upgraded architectural detailing and the use of multi-paned
windows.
