P1 ease review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Commi ttee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00 - 6:30 (Debra) ENVIRONRENTAL ASSESSMENT AND DEVELOPMENT REVIEW 86-36 - ~ENERAL DYN/)~IlCS - The development of Phase II construction of an approved master plan on 75 acres of' land. Phase II consisting of a 380,000 square foot industrial/warehouse building in the General industrial District (Subarea 11) located on the south side of 6th Street between Utica and Cleveland Avenues - APN: 210- 081-8, 9 and 10. 6:30 - 7:00 (Debra) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 86-38 - BARTON - The development of 7 multi-tenant industrial Du~"dTT'di'ngs totaling 107,568 square feet in the General Industrial District (Subarea 8) located on the north side of Jersey Boulevard approximately 350 feet east of Utica Avenue - APN: 209-142-19, 20, and 21. Committee Action: The Committee prefers the approved sandblast texture and recommends that the project be finished as originally approved by the Planning Commission. 2. leR 86-35 - Frito Lay (CinOy) ~eview of proposed metal addition to existing building. Committee Action: The Committee approved the metal addition subject to the condition that it be completely screeneo from view with landscaping, which shall follow the perimeter of the existing parking area and the south face of the new addition. DESIGN REVIEW COMMENTS 6:00 - 6:30 Debra December 18, 1986 ENVIRONMENT/U_ ASSESSMENT AND DEVELOPMENT REVIEW 86-36 - GENERAL DYN/U4ICS - The development of Phase II construction of an approved master plan on 75 acres of land. Phase II consisting of a 380,000 square foot industrial/warehouse building in the General Industrial District (Subarea 11) located on the south side of 6th Street between Utica and Cleveland Avenues - APN: 210-081-8, 9 and 10. Design Parameters The conceptual master plan includes two single story warehouse/ industrial buildings and two multi story office buildings. The industrial building to the south and the office building to the east are now existing. The request at this time is for development of a second industrial building (north-westerly portion of the site). The entire length of Cleveland is now complete. Remaining improvements on 6th Street and Utica Avenue are intented to be completed with this phase. Staff Comments Site Plan: 1. The existing field measurement area is intended to be relocated off-site and will be reviewed under a separate Development Review Application at a later date. 2. The master plan indicates an employee lunch area at about the midpoint of the north side of the building. However, this area has been slightly altered oy Phase II design, the applicant should indicate another location where a lunch area can be developed. 3. The proposed Phase II site plan is consistent with the approved conceptual master plan. Architecture: 1. The north elevation of tile building faces 6th Street which is a designated special boulevard. The north side of the building is the truck access and loading area. The loading area is completely screened Dy a block wall which is 13 to 17 feet in height, while the north wall of the storage building has been softened with landscaped berming against the wall. Does the north elevation portray the desired special boulevard image? 2. The architecture is consistent with the master plan and a recently completed office building (Phase I). Design Review ents DR 86-36 - Dynamics December 18, 1986 Page 2 3. The proposed elevation does not indicate if the roof mounted equipment could be screened by the parapet wall. All roof mounted and/or roof projections should be screened on all sides by the parapet wall or by an architecturally designed enclosure. Landscaping: 1. The conceptual landscape plan must be approved as part of the master plan. The major consideration is along the north building face and the 6th Street setback, since the architecture is fairly simple along this elevation, perhaps the opportunity exists for the landscape treatment to provide the special boulevard prominance desired. The employee lunch area has been relocated to the south side of the building where it is sheltered from prevailing winds. 2. The applicant indicated that all air conditioning equipment will be installed inside the building, timerefore the problem of roof mounted equipment screening is virtually eliminated, except for such items as vens and skylights which should also be screened from view. 3. The landscape treabnent along Sixth Street, the north building elevation, and along the driveway entrance from Sixth Street, should be intensified to provide the degree of prominence desired along a special Boulevard. Design Par~ters The site is presently vacant, the only existing improvements being curb and gutter along Jersey Boulevard. The property slopes from north to south at an overall rate of about 2 percent. To the east and north of the subject site is the approved Rancho Cucamonga Business Park II, consisting of seven phases. Phase I abutts this project directly east. On the south side of Jersey Boulevard are existing industrial uses. Directly west is a recently approved industrial project as well as other existing industrial uses. Staff Comments Site Plan: 1. Do the plazas located within landscape setback area and the rear property lines meet the intent of a centrally located plaza element? This is a single lot, multi-tenant development, where pedestrian circulation throughout the project connecting buildings to pedestrian open spaces (centralized plaza area) would be desirable. 2. Provide connections between street adjacent sidewalks and interior pedestrian circulation. Architecture: 1. Complete screening of any roof mounted equipment should be accomplished by use of architectural features as an integral part of building design. Landscaping: 1. Make use of landscaped finger islands, particularly along property lines and between buildings four and five, for the provision of ample parking area shade trees as required. Design Review Committee Action Members Present: Brad Bullet, Dan Coleman and Larry McNiel Staff Planner: Debra Meier The Committee recommends approval of the project with the following considerations: 1. The plaza areas in the corners of the project are acceptable, however, the Committee recommends the addition of textured pavement leading to the plazas as illustrated on the attached exhibit. 2. Pedestrian connections should be provided from the street adjacent sidewalks to the plaza areas near the street right-of- way and the office areas fronting Jersey. 3. The applicant indicated that all roof mounted equipment will be completely screened by the parapet wall. 4. Staff will further investigate the requirement for perimeter landscaping to determine if the flexibility exists to cluster landscaping at critical nodes rather than spreading it out over the five foot perimeter strips. DESIGN REVIEW COK~4ENTS 7:00 - 7:30 Chris December 18, 1986 MINOR DEVELOPMENT REVIEW 86-34 - CARL KARCHER ENTERPRISES - The proposed addition of a back-lit awning and a change of color and materials to a existing Carls Jr. in the Neighborhood Commercial Oistrict (NC) located at the northeast corner of 19th Street and Archibald Avenue - APN: 202- 171-52. Oesign Parameters The project is located in the Alta Loma Square. The owner is in the process of submitting upgrading revisions for the center to the City which will include green awnings and alluvial rock. The center will remain a tan color. The Carls dr. is presently a tan brick with red tile roof. Staff Coaments 1. The proposal calls for the brick of the Carls dr. to be painted a creamy pastel yellow with red accents. The roof tiles would remain their original color, however, the trim cap and facia would adopt the new colors. Staff determines that the color changes are completely incomparable with the existing center and with the proposed upgraded colors and materials for Aita Loma Square. 2. The addition of the back-lit awning is incompatible with the existing and proposed center's theme. Oesign Review Cmittee Action Members Present: Larry McNiel, Brad Bullet and Dan Coleman Staff Planner: Chris Westman The applicant was directed by the Committee to coordinate color and design schemes with staff and the shopping center owner in order to achieve a more compatable "theme" for Carl's Jr. within the center. The yellow awning was unanimously denied, however the Committee felt that the other proposed changes to the building could be negotiated. The project will be reviewed again at the next convenient Design Review Meeting.
