SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF JANUARY 2~ 198~
The following is a description of projects which require review and
rating by the Design Review Committee- Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets- After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin}, prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 - 5:30 p.m., Consent Calendar items will be
reviewed between 5:30 p.m. - 6:00 p.m., with the first design review
item being heard at 6:00 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

1. CUP 84-31 - DIVERSIFIED Review of % of store front design
(Nancy)
Committee Action: The Committee recommended a minimum of 50%
store front design to be of options C and D,
where these two designs shall be
intermittently distributed for Phase I of
the shopping center. Further, the regular
design of the store front shall be upgraded
to include planter areas in front of the
store front glass area and glass mullions.

ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 85-49 - SANTA ANITA
DEVELOPMENT CORPORATION - A phased development of a warehouse/distribution
building totaling 403,875 square feet with 255,950 square feet for Phase I on
18.83 acres of land in the General Industrial District (Subarea 11) located on
the west side of Buffalo Avenue, north of 6th Street - APN 229-261-78.
Design Parameters
The site is vacant and vegetation consists of a grape vineyard. A related
parcel map has been submitted for a two lot subdivision. The developer is
proposing to develop Parcel 1.
Staff Coaments
Site Plan:
1. Provide texturized pedestrian connections (ie, brick
pavers)
2.Provide an eight foot decorative block wall for screening
the loading area.
3. Provide more pedestrian oriented amenities within plaza
area such as shaded seating areas with attractive
landscaping, fountains, kiosks, trash receptacles and
other street furniture.
Architecture:
1. The west elevation should be treated with additional
architectural embellishments to create interest and to
break up the expanses of blank building walls.
2. A stronger architectural treatment should be provided at
the office area in order to create a building entrance
statement that compliments the plaza area in front of the
office building and focuses attention away from the large
expanse of building.
Landscaping:
1. Landscape planters should be provided to every seven
parking stalls along the southern property boundary.
2. Special landscaping treatments such as mounding, hedgerow
and specimen size trees be provided along the planter
area at the southern property boundary in order to screen
the loading dock area.

The Committee recommended approval with the following conditions:
1. Texturized pedestrian walkways such as brick pavers be
provided to connect with open space areas.
2. An eight foot tilt up concrete wall be provided along the
north side and south side of the east elevation for
screening purposes.
3. Additional pedestrian oriented amenities such as
attractive landscaping, fountains, kiosks, trash
receptacles and other street furniture be provided within
the plaza area.
4. The solid wall/fence around the proposed outdoor eating
area shall not be higher than four (4) feet.
5. The proposed architectural treatment to the office area
submitted and reviewed at the meeting complied with the
Committee concerns regarding the building entrance
statement.
6. Special landscaping treatments such as mounding, dense
hedgerow, increase number of trees, and specimen size
trees be provided along the planter area at the southern
property boundary in order to screen the loading dock
area.

ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 85-52 - AJA - The development
of a 55,000 square foot warehouse manufacturing industriam building on 3.48
acres of land in the Industrial Park District (Subarea 12) located at the
southeast corner of 6th Street and Pittsburgh Avenue - APN 229-261-60.
Design Parameters
The site is vacant and is surrounded by grape vineyards on the south side and
east side. To the north is an existing industrial building (Meldisco) and an
approved project for a 92,000 square foot warehouse/distribution building.
Staff Comments
Site Plan: The plaza area be enhanced with pedestrian oriented facilities
such as shaded seating areas with attractive landscaping, texturized pavement,
kiosks, trash receptacles, and other street furnitures.
Architecture: Texturized bands and other architectural embellishments be
provided to 'the west elevations, east elevations, and the south elevations to
break up the expanses of blank walls.
Landscaping.:
1. Special landscaping treatments such as intensifying landscaping,
rockscape, mounding, and specimen size trees should be provided along
6th Street.
2. A minimum five foot planter area be provided around the southeast
side of the south elevation.

Issue
1. The Committee stated that the proposed driveway access on 6th Street
did not comply with the City's access policy, and that findings for
supporting such driveway access could not be made. The Committee
also stated that if the developer chooses to pursue this driveway
access, master planning beyond the project site as determined by City
Planner of overall circulation and drainage must be provided for the
Committee review prior to recommending this project for Planning
Commission review.
Project
1. Special landscaping treatments such as intensifying landscaping,
mounding, specimen size trees and other hardscape be provided to the
corner of 6th Street and Pittsburg Avenue and along 6th Street.
2. Special landscaping treatment such as intensifying landscaping,
specimen size trees, accent trees and other treatments be provided to
the project entrances on Pittsburg Avenue.
3. The planter area adjacent to the loading dock be extended to the
south for providing adequate space in intensifying landscaping for
screening purposes.
4. Dense landscaping such as increase number of trees, specimen size
trees, dense hedgerow be provided along the south property boundary,
the east building elevation and the west building elevation.
5. Outdoor eating area be provided to the southeast corner of the site.
6. Texturized pavement such as brick pavers be provided to the plaza
area in front of building entrance.
7. Revised landscaping plan incorporating the above recommendations be
submitted for Committee review as a consent calendar prior to
scheduling for Planning Commission.
8. The Committee was hesitant about the adequacy of the reveal as a
design element to the building elevations. The Committee suggested
that colored photos of existing buildings with such reveal treatment
be provided for review.
