DESIGN REVIEW COMMITTEE ACTION AGENDA FOR MARCH 7, 1985
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses), prior to the meeting date, if you have specific
questions related to the scheduled projects. Dinner will be provided
between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed
between 5:30 p.m. - 6:00 p.m., with the first design review item being
heard at 6:00 p.m. Please notify our department if you will be unable
to attend the meeting, or if you will be late, so that the dinner can be
properly ordered and the necessary arrangements made.

6:00 - 6:30 Nancy March 7, 1985
ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT 10349 - ANACAL - A total
residential development of 53 single family lots on 33.2 acres of land
in the Very Low Residential District (1-2 du/ac), located west of
Sapphire Street, south of Jennet Street - APN 1043-121-3, 1062-161-01,
and 1062-011-3.
Design Parameters
The proposed development had an initial approval on January 14, 1981 for
a subdivision of 58 lots. However, the final expiration date was
January 14, 1985. Therefore, the developer has resubmitted a
subdivision which complies with the current Development Code. The net
density for this project is 2 du/ac. The developer has proposed 3 floor
plans with 3 variations to the front elevations.
Staff Comments
Site Plan: The design of the subdivision and circulation are basically
the same as the previously approved tentative tract. The new site plan
complies with the current Development Code in areas of setbacks,
density, minimum net lot average and lot sizes. However, the proposed
development should provide for more front yard setback variations. The
Code requires a 42' average and a variable of ~5 feet.
Architecture: The proposed elevations are adequate in providing a
variety of details and treatments. The following are recommended
changes:
Provide all corner units side elevation facing the street
with upgraded additional wood trim around windows and
wood siding or plant-ons, where appropriate.
2. Provide one additional front elevation for each house
plans for creating variety and interest.

ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 85-01 - KANTER - The
development of a 45,000 square foot retail shopping center on 5.1 acres
of land in the General Commercial District located at the northeast
corner of Foothill Boulevard and Ramona Avenue - APN 1077-621-29, 30,

Design Parameters
The subject site is vacant and relatively level with indigenous weeds
and vegetation. North of the subject site is a new apartment complex
that has garages abutting the site's northerly boundary. The proposed
shopping center is oriented in an "L" shape with an interior driveway
loop for truck/delivery service use and employee parking. The major
parking area fronts on Foothill Boulevard. The proposed architecture
consisted of two similar early mission style with texturized stucco,
mission tile and colonades.
Staff Comments
Site Plan: The building orientation, the plaza areas, the parking areas
and the overall on-site circulation has adequately met the intent of the
Code. The following are suggested improvements:
Provide more pedestrian oriented facilities such as
shaded seating areas, kiosks, bardscape and attractive
landscaping.

3. The proposed texturized pavement at project main entrance
on Foothill Boulevard should be extended.
Architecture: The proposed mission style of architecture could be
improved through the following:
Add more authentic architectural details, and provide
heavy posts (see Attachment A) for the colonades (minimum
6 x 6) and the eaves support.
Add the same roof line and style to portions of rear
elevations and especially at the end of plaza area
between the two buildings.

Landscaping: The following are suggested improvements:
Provide special landscape treatment to Foothill Boulevard
and Ramona including berming and mounding to screen
parking areas.
2. Attractive landscaping treatment on-site and within the
plaza areas to complement the architecture.
