Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Revised plan to be submitted for City Planner approval. PR 85-65 - ROADRUNNER (Nancy) Committee Action: Review of proposed metal building Proposed metal building design is unacceptable as it does not comply with the urban design guidelines of the I.S.P. DR 85-38 - AJA (Nancy) Comnittee Action: Review of revised site plan Building 1A should move up to the landscape setback boundary and the parking area relocated to the rear of the Building 1A. A color or texturized band should be provided to Building 1A. Revised plans to be submitted for Committee review. TT 12040 - ANDEN (Nancy) Committee Action: Review of revised roof screen design and material Approved with condition that the wood beam for stucco over should be 2" x 8" minimum. DESIGN REVIEW COMMENTS 6:00 - 6:30 Nancy November 21, 1985 ENVIRONMENTAL ASSESSMENT FOR DEVELOPMENT REVIEW 85-40 BANKS The development of a two-story professional office building consisting of 8,515 square feet on 0.53 acres of land in Subarea 7 of the Industrial Area Specific Plan located on the north side of Civic Center Drive, west of Red Oak Street (Lot 6) in a Rancho Cucamonga Business Park - APN 208-062-06 DESIGN PARAMETERS The site is vacant and is part of the master planned Rancho Cucamonga Business Park as shown in Exhibit "A". Street are fully improved except for driveways. STAFF COI~!ENTS Site Plan. The proposed site plan appears to be consistent with the conceptual master plan, however, the landscape coverage has been reduced through the addition of two two-car garages and other parking areas. The design of the site plan did provide for a small courtyard plaza area. Landscaping. The main entrance is on the east elevation which caused a sidewalk to eliminate 5(3% of the landscape planter. Staff recommends providing an entrance on the north side (where the main parking area is) tO eliminate sidewalk. Further, handicap parking space and ramp should be relocated to provide planter finger per original master plan concept. Elevations. It cannot be said that there is really a "rear" elevation to this building. All four sides of the building deserve architectural treatment. Therefore, the north elevation and northern portion of the west elevation should be improved through adding architectural treatments. Landscaping should also be provided to the northern portion of the west elevation to break up the blank walls of the garage. DESIGN REVIEW CO~4ITTEE ACTION Members Present: Dennis Stout, Suzanne Chitlea, Brad Buller Staff Planner: Nancy Fong The Committee recommended approval with the following conditions: Provide landscape planter adjacent to the driveway and relocate the handicapped parking space closer to the main building entry. The pedestrian walkway to the main building entrance should be of brick materials compatible to the building materials. Provide pedestrian connection to the north by relocating the trash enclosure to the last westerly parking space. Provide pedestrian connections from Civic Center Drive to the main building entrance. Vines should be planted against garages to break up the garage walls. Add brick sill/arches details to the windows of the rear elevations. Add brick column at corners of elevations including the garages for the garage. buildings for the west and the east elevation 8. APPROX. ~Z~ 1,6,15 3 1/2 ACRE 5,7, 11 ' 3 2/3 AC~E 2,3,4,8,9,10, 12,13,14 9 3/4 ACRE A I I ACRE TOTAl: 16 11_+ ACRES DESIGN REVIEW COMMENTS 6:30 - 7:00 Nancy November 21, 1985 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 85-28 - DICKER/WARMINGTON - The development of an intregated shopping center of approximately 142,000 square feet which includes a total of 6 satellite buildings and drive-thru facilities on 15.3 acres of land in the Neighborhood Commerical District of the Terra Vista Planned Community, located at the northeast corner of Base Line Road and Haven Avenue - APN 202-801-25, 26. DESIGN pARAMETERS The northeast corner of Base Line Road and Haven Avenue is designated as a major gateway to Terra Vista which requires special theme and landscaping treatment. The site is surrounded by residential development. A small pre- school will be located at the northeast corner of Haven and Valencia. ISSUES 0o the site plan and building placement provide adequate pedestrian orientation and amenities in relation to the scale of the project and the site? Does the site plan provide for a center or a focal point with a group of organized structures that encourages pedeatrian orientation and resolve conflict of fragmented building placement? Do the elevations consistent with City policies regarding a strong architectural theme that reflects community heritage? Site Plan. The proposed satellite buildings should be grouped so as to provide for piazza/plazas, as well as opportunity for providing additional architectural details to the buildings. Architecture. The major anchors (retail/market/drugstores) elevations should be strengthened by repeating similar architectural treatment as shown in the elevations for Building 1 or other element to relieve the flat wall/linear roof line. The architecture should incorporate design details such as bell towers, arcades with piers and inpost molding to provide individuality between the 3 major anchors. 3. A sign program must be submitted for review and approval. The sign program should identify the major tenant locations that will be exempt from the required sign criterias. The sign criteria for the remainder of the center should be of a generic store name nature with a single letter style and a single color (excluding logos). A maximum of two monuments signs will be permitted for this development (no individual monument sign for satellite pads). Landscaping. The landscaping scheme should mitigate the usual afternoon prevailing winds and the strong Santa Ana winds. Dense landscaping and berming required along Valencia to screen loading area. Combination of hedgerow, low profile walls and mounding should be used to screen parking areas from all streets. DESIGN REVIEW C0)e4II'TEE ACTION Members Present: Dennis Stout, Suzanne Chitiea, Brad Buller Project Planner: Nancy Fong The Committee did not recommend approval as follows: 1. The proposed site plan with its building configuration and the satellite building placements do not provide for a center or a focal point that encourages groups of organized structures and promotes safe and convenient pedestrian connections. The Committee made the following recommendations: a) Cluster satellite buildings to provide opportunities for plazas and courtyards. b) Eliminate parking areas at the corner of Base Line and Haven as it is a major gateway for Terra Vista Planned Community. This corner should be provided with special design treatment to reinforce the community's identity, enhance the visual quality of the project and provide a pleasing environment. c) Provide more pedestrian connections throughout the site for promoting convenient and safe pedestrian movement. The proposed elevations do not provide for a strong architectural statement that reflects the community goals. The elevation should be redesigned to provide a distinctive architectural theme that makes a statement in the City. The Committee suggested a workshop be scheduled to review and discuss any proposed redesign of this project (A tentative date has been set for December 19, 1985 regular Design Review Committee meeting). Y ,4 Mission Mission Style 1890-1920 Characteristic of the Mission style is simplicity of form. Round arches supported by piers punctuate stucco or plastered walls. Color and texture are provided in the broad red-tiled roof. Root eaves with exposed rafters may extend well beyond the walls. At times the plain wall surface is continued upward forming a parapet. Towers, curvilinear gables and small balconies or balconets are used on large buildings. The only surface ornamentation is a plain string course that outlines arches. occasional gables and balconies. Impost molding Spanish Colonial Spanish Colonial Revival 1 91 5-1940 The unique feature of the Spanish Colonial Revival style is the ornate low-relief carvings highlighting arches, columns, window surrounds and cornices and parapets. Iron window grilles and balconies also may be used. A molded or arcaded cornice highlights the eaves. Everglades Club, Palm Beach, Florida E, Spanish Bungalow, Nashville, Tennessee The buildings shown here, reminiscent of the grander, more obviously baroque examples of Spanish Colonial building, also demonstrate the style's popularity in Florida, which, like the Southwest, has a strong Spanish heritage. The vogue for revival of Spanish Colonial forms was not confined to the large-scale buildings in most of the preceding photographs.
