Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 - 5:30 p.m., Consent Calendar items will be reviewed between 5:30 p.m. 6:00 p.m., with the first design review item being heard at 6:00 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:00 - 6:30 (Anna-Lisa) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 90-17 - SIMPSON The development of a 159,182 square foot warehouse distribution building on 7 acres on land in Subarea 10 (General Industrial), located at the northerly terminus of Toronto Avenue, north of Cleveland Avenue - APN: 209-401-05. 6:30 - 7:00 (Steve H.) ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 90-28 - MOBIL OIL - The development of a service station and car wash totaling 1,596 square feet on .68 acres of land in the Neighborhood Commercial District of the Victoria Planned Community, located at the southeast corner of Highland and Milliken Avenues - APN: 229-011- 22. Related File: Conditional Use Permit 89-08. SM:mlg Attachments cc: Planning Commission/City Council COMMERCIAL/INDUSTRIAL CONSENT CALENDAR ITEMS AGENDA January 3, 1991 CUP 89-18 - WESTERN PROPERTIES (Scott) Review of proposal to enclose the arcade area at the front of Ralph's with storefront glass. Committee Action: The Committee (Chitiea, Tolstoy, Kroutil) did not approve the proposed changes to the Ralph's storefront. The Committee felt that by enclosing the vestibule would reduce the interest of the building's facade. The level of articulation would be reduced and the shadow pattern creating the feeling of depth and richness would be eliminated. DR 90-19 - Foria (Steve R.) Committee Action: Review of revised elevations. The Committee (Chitiea, Tolstoy, Kroutil} reviewed the proposed design concepts and directed the applicant to revise the plans to reflect the following comments and return to the Design Review Committee as a regular item. The revised front entry concept No. 2 was preferred to concept No. I for the main entry at the southeast corner of the building. The area of emphasis for significant building articulation should be from the Mission Park Drive entrance eastward to the southeast corner of the building and wrapping around for the entire length of the building's east elevation. Elements of the entry design should carry over into these areas. Glass should extend further along the south and east elevations from the main entry. A greenish mirrored glass which complements the green accent trim may be more CONSENT CALENDAR AGENDA JANUARY 3, 1991 Page 2 appropriate than the blue glass which is proposed. In addition, it was noted that green polished granite may be preferable to the proposed color. Samples of these materials should be submitted if they are proposed. An increase in the building height near the entries could help to add vertical interest to the building. The wrought iron trellis structures should be eliminated from the design concept because it is not compatible with the architecture of adjacent buildings. The lunch court design should be more complimentary to the building's design. Elements used at the entries should be integrated into the design of this area. The center of the building's south elevation still needs additional interest. The building plane should undulate and increased landscaping should be provided along this elevation. DESIGN REVIEW COMMENTS 6:00 - 6:30 Anna-Lisa January 3, 1991 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 90-17 - SIMPSON - The development of a 159,182 square foot warehouse distribution building on 7 acres on land in Subarea 10 (General Industrial), located at the northerly terminus of Toronto Avenue, north of Cleveland Avenue APN: 209-401-05. Staff Comments: Site Plan: The textured pavement at the entry should be extended further east, parallel with the landscaping planters. Elevation: The architectural treatment on the southwest corner of the building should be extended on the west elevation for better balance and proportion with the building's mass. The area within the reveal line should be sandblasted on the entire south building face. 3. The proposed accent band color should be examined. 4. Sandblasted panels like those on the north, south, and east elevations should be added to the north elevation. Landscape: The landscaping between the dock and employee parking area should be increased for better screening of the dock areas. Design Review Committee Action: Members Present: Suzanne Chitiea, Peter Tolstoy, Otto Kroutil Staff Planner: Anna-Lisa Hernandez The Committee recommended approval of the project subject to the following revisions listed below. However, the project may come back to the Design Review Committee as a full item if staff finds the revisions to be inadequate. Site Plan: 1. The textured pavement at the drive entrance to the project should be extended, parallel with the landscape planters. DRC COMMENTS DR 90-17 - SIMPSON JANUARY 3, 1991 Page 2 Architecture: The sandblasting treatment to the southwest corner of the building should be extended along the west and south elevations. The applicant shall revise architectural elevations to reflect this change to be reviewed by City staff. The sandblasting treatment will be of a medium texture for better texture definition. The sandblasted panel treatments on the south, west, and east elevations should be carried onto the north elevation along the second reveal line. 4. The applicant should select a new accent band more "pure in color." The color band should moved away from "rust" tinges. Screening: The proposed wrought iron gates should be replaced with a louvered type of material for better screening of the dock area or the applicant may proposed an alternative to the satisfaction of the Planning staff. Landscapi n.q: 1. A primary concern of the Committee related to the landscaping treatment on the south side of the project. If the Metropolitan Water District will not allow tree planting along the easement, a 6 foot planter for ground cover and shrub planting should be maintained on the south side. In addition, the planter between the dock area and the employee parking area should be increased to a width of 12 feet and should include the trees from the south planter area. 2. The landscaping should be increased at the entry, employee plaza area and dock/employee parking area for better screening. Rail Spur: As required within the Industrial Specific Plan, the applicant has designed the project to accommodate a rail spur line on the north side of the project. However, concern was expressed by the Committee regarding the connection of the main line from the northeast to the site, The applicant should submit written verification from the AT&SF rail company that the necessary grading and installation of the spur line will be allowable at some future date for the proposed project. DESIGN REVIEW COMMENTS 6:30 - 7:00 Steve H. January 3, 1991 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 90-28 - MOBIL OIL - The development of a service station and car wash totaling 1,596 square feet on .68 acres of land in the Neighborhood Commercial District of the Victoria Planned Community, located at the southeast corner of Highland and Milliken Avenues - APN: 229-011-22. Abstract: The applicant has asked to be scheduled as a full item before the Design Review Committee to resolve the issues contained within the attached action agenda dated December 6, 1990. Background: The Design Review Committee previously reviewed the above-referenced project on November 8, 1990, and on the Consent Calendar of December 6, 1990. At those meetings, the Committee generally summarized that the Service Station/car wash building and roof canopy structure should be designed to be integrated with other buildings within the Vineyards Marketplace Shopping Center (CUP 89-08) as much as possible. Staff Comments: The Committee should consider all input between the applicant, staff, and the Committee members to generate an acceptable solution to the previous meetings design issues. Design Review Committee Action: Members Present: Suzanne Chitiea, Peter Tolstoy, Otto Kroutil Staff Planner: Steve Hayes The arches on the south elevation and the southern arch on the west elevation should be slightly moved to match the distance between the corner of the building and the north arch on the west elevation of the building. Consequently, a slight shift of the storefront glass should occur on the south elevation. The mullions adjacent to the exterior cashier's drawer should be eliminated. The use of a spandrel glass bulkhead under the south elevation glass areas was acceptable provided all of the above referenced conditions are met. DRC COMMENTS CUP 90-28 - MOBIL OIL JANUARY 3, 1991 Page 2 The Committee suggested that the previously approved retaining wall along the north property line be modified to eliminate all sharp corners and include a substantial pilaster consistent with the pilaster design shown for Mobil, at its terminus, adjacent to Milliken Avenue. Staff was directed to work with the applicant to resolve this concern.
