DESIGN REVIEW COP}IITTEE MEETING OF JUNE 20, 1991
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets- After
the meeting, the consensus of the Committee's concerns will be typed up
as the formal action/recommendation of the Committee and distributed to
the Commission and Council.
AS always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects- Dinner will
be provided between 5:00 - 5:45 p.m., Consent Calendar items will be
reviewed between 5:45 p.m. - 6:30 p.m., with the first design review
item being heard at 6:30 p.m- Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

DEVELOPMENT REVIEW 91-04 - WELLS FARGO BANK - The
proposed development of a 4,525 square foot bank on
Pad 10 within the previously approved Vineyards
Marketplace Shopping Center, which consists of 11
buildings totaling 121,401 square feet on 12.8 acres of
land in the Village Commercial District of the Victoria
Community Plan, located at the southeast corner of
Highland Avenue and Milliken Avenue - APN: 227-011-22.

Municipal Code to eliminate compact parking spaces.
Staff recommends issuance of a Negative Declaration.

DEVELOPMENT REVIEW 91-04 - WELLS FARGO BANK - The proposed development
of a 4,525 square foot bank on Pad 10 within the previously approved
Vineyards Marketplace Shopping Center, which consists of 11 buildings
totaling 121,401 square feet on 12.8 acres Of land in the Village
Commercial District of the Victoria Community Plan, located at the
southeast corner of Highland Avenue and Milliken Avenue - APN: 227-011-
22.
Background:
The Vineyards Marketplace Shopping Center was approved by the Planning
Commission on November 29, 1989. At that time, the pad in question was
located where Building 11 is plotted, adjacent to the Kenyon Way drive
entrance. However, the Planning Commission approved a switch of
building pads for Buildings 10 and 11 at their meeting Of
April 10, 1991, with the specific Design Review approval of Building 11
in its new location occurring on May 16, 1991.
Design Parameters:
This building pad is located at the southwest corner of the site,
adjacent to the pedestrian plaza at the corner of Milliken and Kenyon.
Several decorative retaining walls and undulating berms are provided in
front of this pad to accentuate the Kenyon and Milliken streetscapes in
the area of this building. Currently, Buildings 3 and 7 are under
construction with the development of Building 11 expected soon-
Staff Comments:
The following comments are intended to provide an outline for Committee
discussion.
Major Issues:
The following broad design issues will be the focus of Committee
discussion regarding this project:
The building should be oriented to take greater advantage of the
pedestrian plaza immediately to the west-
Secondary Issues:
Once all of the major issues have been addressed, and time permitting,
the Committee will discuss the following secondary design issues:
1. The west (Milliken) elevation should be architecturally upgraded to
include elements used extensively on other elevations.

Mexican tile bulkheads, consistent with the tile bulkheads utilized
on other buildings, should be incorporated on the elevations.
Additional trees and shrubs should be included along the north and
east building frontages, beyond the roof overhangs, similar to the
approved landscape concept for the front of other buildings.
Policy Issues:
The following items are a matter of Planning Commission policy and
should be incorporated into the project design without discussion:
All landscape species should be consistent with approved landscape
palette for the entire shopping center.

The Design Review Committee did not recommend approval of the project as
presented. The Comittee recommended that the project return for
further Committee review once the following revisions are incorporated
into the project design:
The entire building should be shifted 3 to 4 feet to the north in
order to incorporate a colonade on the south side of the
building. The existing colonade on the north elevation may be
reduced in width accordingly, but not to be less than 4 feet wide.
A colonade or articulated overhang should be provided over the
planter on the west elevation.
Solid decorative doors and additional windows should be provided on
the buildings west elevation.
The area framing the automatic teller machines should appear as a
separate finished element by utilizing a tile wainscot or layered
accent element as a backdrop.
A decorative element should be added under the tower arch on the
north elevation.
6. Secondary issues 2 and 3 and all policy issues will be addressed by
the applicant on the revised plans.
