Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets. After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. AS always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. RECONSIDERATION OF THE UNIFORM SIGN PROGRAM FOR CONDITIONAL USE PERMIT 89-08 - VINEYARDS MARKETPLACE - A request to reconsider elements within the previously approved Uniform Sign Program for a neighborhood commercial shopping center consisting of 11 buildings totaling 122,673 square feet on 12.9 acres of land within the Village Commercial District of the Victoria Community Plan, located at the southeast corner of Highland Avenue and Milliken Avenue - APN: 227-011-22. The Committee (McNiel, Melcher, Kroutil) did not approve the proposed change in the elevations but recommended that the applicant work with staff to arrive at a preferable design. cu~' 88-47 (Tom) Co~unittee Action: Review of plaza design. The Committee (McNiel, Melcher, Kroutil) reviewed the plaza design but did not recommend approval due to the following: Lower the trellis height to be consistent with other trellis elements in the project and also to avoid conflicts with possible signage locations. Use precast column elements and not wood posts. The planter design needs to be placed in such a manner as to encourage seating. Identify the texturized paving to be used in the plaza area. The paving needs to define the plaza and set it off from pedestrian circulation areas. Due to the size of the plaza, the design needs to be more straightforward and bold. DESIGN REVIEW COMMENTS 6:30 - 7:00 Scott August 22, 1991 UNIFORM SIGN PROGRAM FOR CONDITIONAL USE PERMIT 89-18 - LEWIS HOMES - Review of the proposed Uniform Sign Program for the Central Park Plaza shopping center, located in the Neighborhood Commercial designation of the Terra Vista Planned Community at the southeast corner of Base Line Road and Milliken Avenue. Background: On June 27, 1990, the Planning Commission approved the conceptual plans for the Central Park Plaza shopping center. In approving the project, the Commission required the applicant to submit a Uniform Sign Program for review and approval by the Design Review Committee. Staff Comments: The following comments are intended to provide an outline for Co~nittee discussion: Major Tenants - Within Central Park Plaza, Ralphs Supermarket and Thrifty Drug Store are designated as major tenants. The signs proposed for these users consist of metal cabinets measuring 7 feet in height by 21 feet in length (see Exhibits 3A and 3B of the Sign Program). Staff has 2 issues with the signs that should be reviewed by the Co~unittee: Recent approvals for major tenants have only allowed the use of individual channel letters. The can signs proposed by the applicant are the signs typically used by these users. The can signs, however, would seem to represent a departure from the general direction taken by the Planning Conunission in the past. The size of the signs, while within the limits of the Sign Ordinance, are larger than the signs previously approved for other major tenants. The tallest sign previously approved was the the Hughes Market within Terra Vista Village (Base Line and Haven). That sign is 6 feet in height for the "H" in "Hughes" with the other letters being about 4 feet in height. The letters in "Market" are only 2 feet in height. Even the signs within Town Center, a regional center, do not exceed 4 feet, 3 inches in height. Pad Buildings - With the development of the center, there will be 5 satellite pads constructed along the Milliken and Base Line street frontages. The following are staff's comments abut the signage proposed for these users: DESIGN REVIEW COMMENTS CUP 89-18 - LEWIS HOMES AUGUST 22, 1991 Page 2 The applicant is proposing to allow pad buildings to have individual monument signs located along the street frontage. Presently, this proposal is not permitted within the Sign Ordinance. Lewis Homes has, however, submitted a letter to the Planning Commission requesting that a Sign Ordinance Amendment to permit such signs be initiated. This request will be presented to the Commission on August 14, 1991. The letter size proposed for the pad tenants varies depending on the type of sign and lettering proposed. If 2 lines of copy are proposed, the maximum height of the sign would not exceed 24 inches (see Exhibit 1A). Signs that utilize upper and lower case would be allowed to use 24-inch and 18-inch letters (see Exhibit 1B). And finally, signs using all upper case letters are limited to 18-inch letters. Staff suggests that the letter size be limited to 18 inches for a single line of copy regardless of the letter style chosen. In-lieu of a sign with individual letters, the applicant is proposing to allow the pad user to construct a sign that is essentially one big logo. An example of this type of sign is the Burger King at Base Line and Haven. If this sign is used, the size of the sign would be reduced by one-third from that which would otherwise be permitted. The dimensions of the sign, however, could be as large as 4 feet in any direction. The applicant is proposing to allow the pad users to select from a number of colors for their signs. Tenants with registered or nationally recognized trademarks can use their letter styles and colors and other tenants would select from red, blue, white, green, or yellow. Any color used would be subject to approval by the Landlord and the City. Staff feels that the colors for the pad tenants should be limited to one or, at the most, 2 colors. Shop Buildings - Two of the issues previously raised with the pad signs are also present for the shop buildings: The letter size proposed for the shop buildings should be limited to 18 inches for a single line of copy. 2. The color selection proposed for shop tenants should be limited to one or two colors. The Committee requested that the program be revised to address the following concerns: Major Tenants: The signs should be reduced in size to be in proportion with the building elevation and not overwhelm the building. The applicant should explore recessing the can and providing architectural detailing around the sign edge. The existing Thrifty signs within the City should be considered in evaluating the proposed sign. The monument design presented at the meeting showing inset oval signs was not acceptable. The applicant should explore the elimination of one or both ovals in favor of individual letters. 2. Pad Tenants: Provisions for individual monument signs should be eliminated until an amendment to the Sign Ordinance is approved to allow the additional monument signs. The Committee was split on the use of a "logo sign" instead of the name spelled out. The applicant will provide examples of logo signs for additional review. 3. Pad and Shop Tenants: The applicant should provide examples of names using upper and lower case letters and establish criteria for its use, such as an upper case letter height of 24 inches including down strokes b. For sign copy utilizing two lines, a maximum letter height and dimension between lines should be established. DESIGN REVIEW COMMENTS CUP 89-18 - LEWIS HO~ES AUGUST 22, 1991 Page 4 The Committee expressed apprehension about the use of multiple sign colors. The applicant indicated they would provide examples and establish criteria for the limited use of color. Upon revision to the Sign Program, the item will be scheduled for additional Design Review Committee review. DESIGN REVIEW COMMENTS 7:00 - 7:30 Scott August 22, 1991 DESIGN REVIEW 91-01 - LEWIS HOMES - Review of detailed site plan and building elevations for Pad "E", a 7,000 square foot retail building within a previously approved shopping center in the Neighborhood Connercial designation of the Terra Vista Planned Community, located at the southeast corner of Milliken Avenue and Base Line Road - APN: 227- q51-2q. Background: This item was previously reviewed by the Design Review Committee (Chitiea, Melcher, Kroutil) on March 21, 1991. At that time, the Committee recommended that the project be revised to provide sloped roofs on the tower elements at the corners of the building. Additionally, the applicant was asked to provide an exhibit demonstrating the hardscape and landscape areas around the building and show how the round column would integrate with the flat wall surfaces. Staff Coments: The applicant has provided plans depicting the hardscape and landscape treatments for Committee consideration. The plans also show, in more detail, how the column ties into the flat surfaces. The plans do not, however, provide sloped roofs on the tower elements. The Committee should review the plans to determine if the revisions nk~de are acceptable. If the Committee determines that the tower elements should be redesigned with the sloping roofs, staff suggests that the Committee direct the applicant to make the changes or refer the project to the full Planning Commission with a recommendation for denial. The Planning Commission can then evaluate the design of the towers. Design Review Committee Action: Members Present: Larry McNiel, John Melcher, Otto Kroutil Staff Planner: Scott Murphy The Committee reviewed the plans and recommended the following revisions: The northeast tower should be redesigued to allow the roof and eave molding to die into the flat portion of the tower. Reveals should be provided on each plane of the tower to break up the stucco. The Committee was split on whether sloped roof elements should be provided on the towers. DESIGN REVIEW COMMENTS 7:30 - 8:00 Steve H. August 22, 1991 RECONSIDERATION OF THE UNIFORM SIGN PROGRAM FOR CONDITIONAL USE PERMIT 89-08 - VINEYARDS M3~RKETPLACE - A request to reconsider elements within the previously approved Uniform Sign Program for a neighborhood commercial shopping center consisting of 11 buildings totaling 122,673 square feet on 12.9 acres of land within the Village Co~nercial District of the Victoria Community Plan, located at the southeast corner of Highland Avenue and Milliken Avenue - APN: 227-011-22. Abstract: The applicant is requesting that the Design Review Committee reconsider elements within the approved sign program for the Vineyards Marketplace shopping center. The approved and proposed langnage for each discussion item have been highlighted for your convenience on the following pages. Background: The Planning Commission conceptually approved the Vineyards Marketplace shopping center on November 29, 1989. A condition of approval requiring the Design Review Committee to review and approve the Uniform Sign Program was included within the Resolution of Approval for the project. Following a series of reviews, the Committee (Chitiea, Tolstoy, Kroutil) approved the sign program on August 2, 1990. Since that time, sign permits have been issued for Albertson's grocery store, Mobil Oil and the project monument signs consistent with the approved guidelines. Staff C~)mments: The following comments are intended to provide an outline for Committee discussion. The applicant's proposed changes can be briefly summarized as follows: All freestanding buildings within the project would be able to have two lines of copy, instead of one line of copy, as previously approved. The height of the letters is proposed to be the size (18 inches) for the top line of copy, and the second line of copy shall not exceed 14 inches in height. Large corporations, nationally or regionally recognized companies would be allowed signage colors (in addition to logos and script) of their choice, for corporate identity purposes. Shop building tenants would be allowed only one line of copy, instead of the two lines of copy previously approved. The letter height would be identical to the top line of copy previously approved (18 inches maximum). DESIGN REVIEW COMMENTS CUP 89-08 - VINEYARDS MARKETPLACE AUGUST 22, 1991 Page 2 In addition, the applicant would request that the Committee informally reconsider allowing signs on all shops buildings facing Milliken Avenue, Kenyon Way and Woodruff Place. The Committee should discuss the above-referenced modifications in light of sign guidelines for shopping centers of similar magnitude (i.e., Terra Vista Village, Foothill Village, Central Park Plaza, etc.). Design Review Committee ACtion: Members Present: Larry McNiel, John Melcher, Otto Kroutil Staff Planner: Steve Hayes The Design Review Committee reviewed the items up for reconsideration and recommended the following: Item 1 (Two lines of copy for freestanding single tenant pad buildings). The Committee approved this request, provided the two lines of copy are contained within a maximum height of 32 inches, with the top line of copy being a maximum of 18 inches. Item 2 - (Colors for corporate idenity for major tenants on single tenant freestanding pads). The Committee did not approve this revision. However, the Committee did suggest that this item could be considered when pad Buildings 1 and 9 are formally reviewed by the Committee. Item 3 - (Signage reduction from two lines to one line of copy for in line and pad shop buildings). The Committee approved this request as presented. Item 4 (Shops building signs facing perimeter streets). The Conunittee recommended this item be discussed at a later date pending field studies of similar shopping centers by the Committee members.
