DESIGN REVIEW COMMITTEE MEETING OF SEPTEMBER 19, 1991
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed
as the formal action/recommendation of the Con~nittee and distributed to
the Commission and Council.
As always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Dinner will
be provided between 5:00 - 5:45 p.m., Consent Calendar items will be
reviewed between 5:45 p.m. - 6:30 p.m., with the first design review
item being heard at 6:30 p.m. Please notify our department if you will
be unable to attend the meeting, or if you will be late, so that the
dinner can be properly ordered and the necessary arrangements made.

DEVELOPMENT REVIEW 91-17 - CENTRAL SCHOOL DISTRICT - A courtesy review
of the proposed Ruth Musser Middle School within the Terra Vista Planned
Community, located on the east side of Terra Vista Parkway, north of
Church Street - APN: 1077-091-27 and 31.
Abstract:
Under current State law, normal review and approval of school facilities
is handled through the Office of the State Architect. The City's
involvement in the review process is usually limited to approval of the
street improvement plans, leading to the issuance of an encroachment
permit, and review Of the proposed grading to verify that adjacent
properties are not being adversely impacted as a result of the proposed
grading of the school site. Through an agreement with the Central
School District, however, preliminary plans are submitted to the City
for a courtesy review through the review process.
Staff Com-~nts:
The courtesy review was worked out with the Central School District to
provide better communication between the City and the District about the
planning and construction of school facilities. Additionally, the
courtesy review allows the City to express their comments about the
school designs for consideration by the District.
Because the review is only courtesy, staff suggests that the Committee
consider the plans and provide comments to the District for this project
and, if applicable, for consideration with future school facilities.

The Committee reviewed the plans and suggested that the School District
consider the following modifications:
A decorative fence should be provided along Spruce to prevent
children from running into the street.
The landscaping along Spruce should tie in with the Spruce Avenue
Park streetscape.
The location of the bus drop-off on Spruce does seem desirable due
to the distance children must walk to the classrooms, especially on
a rainy day.

TENTATIVE TRACT 14116 - WILLIAM LYON COMPANY - A proposed residential
subdivision of 19 single family lots on 4.09 acres of land in the
Low-Medium Residential District (4-8 dwelling units per acre, located on
the south side of Highland Avenue and the west side of the Deer Creek
Channel - APN: 1076-061-03.
Site Characteristics:
The site is bounded on the north by Highland Avenue, on the east by the
Deer Creek Channel, and on the west by existing single family
residences.
Staff Comments:
When Tract 12952 was originally approved by the Planning
Commission, a master plan was submitted depicting how this parcel
could be developed. Streets were stubbed out to allow for the
future development. The subdivision is consistent with the master
plan.
No units are proposed at this time. A separate Design Review
application will be submitted for the house designs.

The project was approved with the following conditions:
The theme wall along Highland Avenue should wrap around the corner
adjacent to the channel and terminate at the southerly property
line for Lot 4.
The remainder of the wall along the Deer Creek Channel should be
consistent with the existing wall adjacent to the channel.
A trail connection to the regional trail should be provided at the
end of Santa Barbara Place. The details of the trail design and
whether or not the trail landscaping will be maintained in a
Landscape Maintenance District should be determined by the City
Engineer and City Planner. Landscape plans indicating the trail
and surrounding walls should be reviewed and approved by the City
Planner and City Engineer prior to recordation of the final map.
The details of removing and replacing the existing westerly
perimeter wall should be reviewed and approved by the City Planner
prior to the issuance of grading permits.

DESIGN REVIEW FOR TENTATIVE TRACT 13565 - 6 & 7 - STANDARD PACIFIC - The
design review of building elevations and detailed site plan for Phases 6
and 7 of a previously County approved map consisting of 82 single family
lots on 43.1 acres of land located north of Sungnit Avenue and east of
Wardman Bullock Road - APN: 226-082-16, 17, and 27.
Background:
Tract 13565 was approved by the County of San Bernardino and includes 10
phases on 159 acres (see attached exhibit). Phases 1-4 are already
under construction with building permits having been issued by the
County of San Bernardino. An annexation and development agreement was
approved by the City of Rancho Cucamonga on November 16, 1988 and
December 7, 1988, respectively, for the tract. A Design Review for
Phases 5, 9, and 10 (108 lots) was approved by the Planning Commission
on September 27, 1989. Additionally, a Design Review for Phases 6,7,
and 8 (125 lots) was approved by the Planning Commission on November 8,
1989. Standard Pacific is now proposing to modify their approval for
Phases 6 and 7 only (82 lots) at this time. At some time in the future
they may decide to modify Phase 8 also. Building permits have not been
issued for any lots within Phases 5-10.
Design Parameters:
This project site is located within the bounds of Etiwanda Highlands
Specific Plan which also serves as the Development Agreement for the
project. In addition, the site is located within the proposed Etiwanda
North Specific Plan area known as "Etiwanda Highlands".
The Etiwanda Highlands area on the proposed ENSP permits Bungalow,
Ranch, Monterey and/or San Juan as primary architectural styles. The
applicant is proposing to utilize San Juan, Santa Barbara, and Monterey
architectural themes. Architectural guidelines from the proposed
Etiwanda North Specific Plan have been included for reference.

The following coments are intended to provide an outline for Cormnittee
discussion:
Major Issues:
The following broad design issues will be the focus of Committee
regarding this project.
1. The three architectural styles proposed are not well differentiated
from one another and appear to be too similar in appearance.

The plans should be reviewed for consistency with the attached
proposed guidelines. It might be more effective to concentrate one
architectural style per plan rather than attempt to apply all three
styles to each floor plan.
The proposed Etiwanda North Specific Plan indicates that driveway
treatments "shall vary with the use of brick or other masonry bands
and varying concrete colors and textures." The driveway finishes
proposed are merely rock salt or broom finish with deep scored
expansion joints and do not appear to meet the intent of the
plan. Additionally, the Development Agreement requires "enhanced
driveway and front entry walk treatments, utilizing decorative
pavements and wide walkways."
Secondary Issues:
Once all of the major issues have been addressed, and time permitting,
the Committee will discuss the following secondary issues.
The cap along the perimeter wall on San Sevaine Road should be a
three-piece concrete cap consistent with previous DRC approvals.
Sufficient details should be provided to verify this.
Paseo landscape concept should be as approved by previous DRC
action and should include six 24-inch box trees. The easement for
the paseos should be annexed into a landscape maintenance district
per the Development Agreement.
Wood gate in front yard return walls should be 1 x 6 feet in size
and constructed of cedar to be consistent with previous DRC
approvals for Tract 13565.
Mailbox detail is consistent with that which was previously
approved for Tract 13565 but is not consistent with the proposed
Etiwanda North Specific Plan. The Committee should make a
recommendation on this matter.
Color on tubular steel fencing should be black to be consistent
with previous approvals.
Policy Issues:
The following items are a matter of Planning Commission policy and
should be incorporated into the project design without discussion:
1. The Committee should determine if the rear and side elevations
adequately meet Commission policy of 360 degree architecture.

The Committee (McNiel, Chitiea, Kroutil) did not approve the project and
requested that it be reviewed again by the Committee prior to scheduling
for Planning Commission. The Committee had the following concerns:
1. Provide better differentation between plans, especially the rear
and sides.
Provide a break up in garage doors to enhance the streetscape and
to lend individuality to each style. Consider popping the single
door garage door in or out. As presented, the garage doors
dominate the streetscape.
3. Roof line of the Plan I elevations appear too similar.
The project type should meet the intent and spirit of the proposed
Etiwanda North Specific Plan. Variations in elevations are needed
which are more obvious. The variations provided for each elevation
type are too similar.
The concept of 360 degree architecture should be utilized.
Additional variation is needed for the side and rear elevations.
Possibly a change in window shape could accomplish this.
6. Consider varying the chimney details and/or caps for each style.
Front yard return walls should be painted a consistent color
throughout the tract.
Driveway treatment should provide greater variation and additional
enhancement. More varied texture and color changes should be
provided.

ROOF MATERIAL AND COLOR: Can use either flat concrete tile, clay or concrete
"S" tile ranging in color from red and terra-cotta to brown and tobacco.
OVERHANGS: Tight rakes and extended caves with exposed rafters.
PARALLEL VS. OPPOSING GABLES: 95% parallel gables with 5% opposing
gables. Form of house is typically one long hip roof with one opposing gable.
SIDING: Siding is usually used as an accent to differentiate between the first and
second floor. Siding can also be used as a wainscot around the base of the house.
STUCCO FINISH AND COLOR: Very little texturing to the stucco. Color ranges
from white to beige.
CHIMNEYS: Stucco chimney with stucco wrapped plain chimney caps.
PORCHES: One story structures typically have large open verandas with no steps
on both front and rear.
BALCONIES: Two story structures are designed with large verandas below with
balconies above on front and rear.
WINDOW TREATMENTS: Shutters are used to accent primary windows and front
windows are normally paned. Wood trim surrounds on all windows on all sides.
DOORS: Entry doors are simple with wood trim surrounds. Bright accent colors are
used to highlight the entry doors.
ENTRY: The entry is normally recessed and covered under a front veranda.
COLOR PALETTE: Palette consists of earthtone colors. Often times the siding is
painted the same .color as the stucco and the contrast is simply in the material
change. Accent colors include: aqua, pane, blue, ochre and red.
VERTICAL VS. HORIZONTAL: The overall architectural form is horizontal,
however, this style is suitable for two story homes. Architectural elements are 70%
horizontal and 30% vertical.
GARAGE LOCATION: More typically found in the front, but can be located on the
side or detached.

ENTRY: The entry is normally covered and is commonly designed in a courtyard
fashion with a front wrought iron gate. The use of courtyard walls is encouraged.
COLOR PALt~-t-r~: Wood trim, fascias and shutters are done in a variety of colors;
white, brown, 'Satita Barbara Blue", beige, etc. Shutters are often painted in a
slightly contrasting or accent color. Accent colors are frequently brilliant shades of
blue, aqua, ochre and red.
VERTICAL VS. HORIZONTAL: The architectural elements are 70% vertical with
30% horizontal. Form is best suited for two story structures.
GARAGE LOCATION: Best suited for front entry garage. May have a detached
